TALLINN, Sept. 22 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), opened here on Wednesday the first Confucius Institute in the Baltic region.Li, a member of the Standing Committee of the CPC Central Committee's Political Bureau, said he hopes the facility, jointly launched by Estonia's prestigious Tallinn University and China's Guangxi University with the help of the Chinese Language Council ( also known as Hanban), would serve as a regional center for spreading Chinese culture and offer quality courses for Estonians who are interested in the Chinese language and eager to understand the Chinese culture.Tallinn University is the sole university in this Baltic country that boasts a Chinese major. It has enrolled Chinese- learning students in the past two decades.Rein Raud, rector of the university, reached an agreement with China's Hanban to set up a Confucius Institute on campus during a visit to Beijing in February. TOKYO, Aug. 31 (Xinhua) -- Visiting China's special representative on Korean Peninsula affairs Wu Dawei said Tuesday that Beijing plans to put forward fresh measures to resume the stalled six-party talks at an early date.Wu made the comment to reporters after meeting with Japanese Foreign Minister Katsuya Okada, but he did not elaborate on what measures China will propose to bring Pyongyang back to the negotiation, which have been suspended since December 2009.Wu, who chairs the six-party talks involving Democratic People' s Republic of Korea and South Korea, China, Japan, Russia and the United States, said China needs to discuss the proposal with these member states and wants to hear their views about it.The Chinese envoy held talks with Japanese Chief Cabinet Secretary Yoshito Sengoku after meeting with Okada.The Japanese side agreed with China that the stability and peace of the Korean Peninsula are in the interest of all parties concerned, and vowed to continue push forward the six-party talks. Both sides said they will work to restart the stalled negotiation as soon as possible.Wu arrived in Tokyo on Saturday for a four-day visit to Japan after visiting Pyongyang and Seoul.
