SAN DIEGO (KGTV)-- Some Mission Beach residents say they are fed up after their streets are piling up with trash. They say designated parking spots for e-scooters have remained uncleaned for months, causing concern for flooding. It's all fun and games until it's not. "When the rainy season does happen, you will see Mission Beach flooding," Mission Beach resident and Town Council VP, Greg Knight said. First, the problem was unsupervised parking. E-scooters were piling up all over the neighborhood. Now, they are giving Mission Beach residents a new headache - their corralled parking spots."This [Corral] gets filled a lot of times with leaves, sand, debris," Knight said. "We have a lot of party rentals that go on here, which means excess trash."All of the debris should be swept up twice a week on Mission Boulevard. But since the City of San Diego put in the e-scooter parking corrals in July, Knight says these areas have remained untouched. "When this washes down, that's the stuff that goes into the storm drain and will actually block it up," Knight said. Knight saw a City street sweeper driving around the corrals, even after he says the Mayor's office promised street sweeping would not be affected. POW/MIA recognition happens every September to pay tribute to those still missing.There are still 82,000 missing Americans from World War II, Korean War, Vietnam War and the Cold War. The National League of POW/MIA Families was formed to help recover and identify remains. SAN DIEGO, Calif. (KGTV) - A proposal to build a four-story, 48 unit apartment complex in Carmel Valley has riled some neighbors, to the point where hundreds of them have now signed a petition asking the San Diego City Council to abandon the project.The complex would be at 10211 Rancho Carmel Drive, just off the 15 Freeway near Ted Williams Parkway. It's less than a half-acre. Right now, a two-story parking structure sits on the plot of land.Plans from developer New Pointe Communities say they would build the complex on top of the parking garage, essentially creating a six-story building.People who live in the nearby Provencal community say it doesn't fit the neighborhood. They've started an online petition to stop it."That’s pretty tall, and that just doesn’t fit in" says Eric Von Waldner, who signed the petition."It’s going to take away our view, take away our privacy. There will be balconies looking right at us. I just don’t like the idea of it," he adds.Von Waldner says neighbors worry the added units will overwhelm the area's electrical, water and sewage grid.They also say it will cause traffic headaches at the signal light on Rancho Carmel Drive and Provencal Place."You got Starbucks over there. You got people that live in my community. If you add 48 more units, it’s going to be crazy," says Von Waldner.They plan to send the petition to District 5 City Councilmember Mark Kersey, asking for a new plan. The Council already has an agreement with New Pointe to sell the land.“A number of residents have contacted me about the proposed project on Rancho Carmel Drive, and I continue to welcome feedback from my constituents. Any redevelopment plans for the site will go through an extensive public process with numerous opportunities for input from the community,” Kersey said in a statement to 10News.According to Eric Edelmen, the chair of the Carmel Mountain Ranch Community Council, the developer still has to submit a formal proposal to the city. They also have to ask for the area to be re-zoned to allow the extra units.Right now, Edelman says the land is only zoned for eight units.He says the last time they heard from New Pointe was at a November 14th meeting. The Community Council would have to approve the proposal first. Then it would need to pass through the Planning Commission and finally the full City Council. 2361

San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. Ann Menasche, a senior attorney with Disability Rights California, called the proposed rules draconian and said the fault is with the city. "They created the crisis by the policies of the city, and now they want to blame the victims of the crisis for the crisis itself," she said. SAN DIEGO (KGTV) - Patients were reunited with the men and women who care for them on Saturday at The Heart Institute at Rady Children's Hospital-San Diego. The event marked the 34th annual Heart Party. Hundreds of young heart patients and their families showed up for games, gifts and fun. Upstairs, doctors and nurses were caring for a couple newborns who had received heart transplants. For one baby to receive a heart, another has to give it. At just four months old, Zoey has taken part in the Lifesharing program.  553
