SAN DIEGO (KGTV) -- A San Carlos woman says a buzzing sound caught her off guard at home. When she looked around, she spotted a drone hovering near her bedroom window, peering in.  Yvette Skalka was hanging her laundry in the backyard on September 6 when she heard the noise. She says she looked up and a small, white drone. “It hovered for a good 3 to 5 minutes.  It gave me an uneasy feeling. It didn’t feel right,” said Skalka.The drone flew up to the top of a palm on the property for a few minutes, before flying back down.“It was near three dogs and driving them crazy, like it was tormenting them,” said Skalka.Eventually, the drone flew off.  Skalka filed a police report and posted details on the Nextdoor app.  Another neighbor responded that she believed the same drone has recently hovered near her ground-floor bedroom, watching her college-age daughter.  That family also filed a police report. 956

SAN DIEGO (KGTV) - A New York-based pastor who was placed on a government watchlist after traveling to Tijuana to work with migrants is suing the federal government. Kaji Dousa is the senior pastor at Park Avenue Christian Church in New York and a member of the New Sanctuary Coalition, which works with immigrant communities.She had also been the senior pastor at the Table United Church of Christ in La Mesa for several years until 2016.According to a federal complaint, in November, Dousa started traveling to Tijuana as migrants from caravans continued filling the churches and shelters of the border city.“What I do is I go and meet and pray with people. I listen to them. I offer all the gifts of pastoral office,” said Dousa.She traveled multiple times across the border until January, when she was stopped by border agents and taken into a secondary screening area.According to the complaint, a Customs and Border Protection officer interrogated her, at one point asking “about Pastor Dousa’s assistance to asylum seekers and whether she encouraged them to lie in asylum applications.”Dousa denied the claims, but explained “that sometimes during her ministry she assisted asylum seekers, many of whom speak no English, in explaining what caused them to flee their homes,” according to the complaint. 1316

SAN DIEGO (KGTV) — A local retiree is back home and recounting how a trip of a lifetime turned into a painful nightmare during a ride on a tour bus in Africa.Three weeks later, the pain remains constant. But Jeannette Craig, 68, is grateful."Just so glad to be back home," said Craig, from her hospital bed at Kaiser Permanente San Diego Medical Center.After saving up for more than a year, the Santee woman set out on her dream vacation to southern Africa in September. She was on a tour bus headed to an elephant preserve in the country of Lesotho when the bus overturned, killing three and injuring the 12 others on board.RELATED: San Diego retiree injured in African tour bus tragedy"I was in shock. Things flying everywhere, people screaming. I was screaming, because I was hanging upside down. The guide couldn't unlatch me out of the seat belt, so he pulled me out and I dropped 4 feet," said Craig.Wearing that seatbelt, a habit of hers, saved her life. She says she'll never forget the grim sight of the injured mixed with the dead, as she was transported by helicopter to a clinic, then taken to another in South Africa.She was diagnosed with a fractured pelvis, a shattered leg and torn ligaments, and broken ribs.After her trip insurance initially refused to cover a medical flight home, her family got involved and eventually, the insurance covered the flight. Craig arrived a few days ago.At Kaiser Permanente, doctors would diagnose additional injuries, including blood clots in her leg and lung, and broken bones in her spine and chest.Craig faces a long difficult recovery. The adventuresome retiree is ready to face it."I look forward to physical therapy, I hope within a year, I'll be hiking," said Craig.That recovery will be a long one. SAN DIEGO (KGTV) — A new study reveals the importance of having qualified athletic trainers available at high schools. One of the experts behind the study says he is shocked at how poor a job California does at regulating athletic safety."California is either dead last or next to last in all of these ratings of high school sports safety," according to Dr. Eric Post, an Assistant Professor at San Diego State University, who helped author the study.Robbie Bowers, trainer at Rancho Bernardo High School, says only about 60 percent of California schools have a certified trainer. With several sporting events and practices occurring for each school on any given day, it's nearly impossible even for schools with a trainer to have adequate coverage for all athletes.According to Post's research, that greatly increases the risks for student athletes who suffer an injury. "At schools with low athletic trainer availability, kids with a concussion were more likely to have that concussion go unidentified and also more likely to have that concussion be mismanaged as a result." Post adds that at schools with low trainer availability, an athlete with a concussion was often not treated until 24 hours after the injury. At schools with adequate trainer availability, athletes got initial treatment within 30 minutes.Bowers has backed previous efforts to create a statewide standard and certification; however, those legislative attempts have failed to pass. A new version of the bill is expected to be introduced in the state legislature early next year. 1561

SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.'
