BEIJING, July 12 (Xinhua) -- Thousands of Chinese have joined a heated discussion about new rules that are designed to curb corruption and increase transparency about the assets of government officials.A regulation that took effect Sunday extends the list declarable assets for officials and introduces dismissal as the maximum penalty for failing to report assets honestly and promptly.The regulation adds six more items to the list of declarable assets issued in 2006, bringing the total to 14. The new items include incomes from sources like lecturing, painting and calligraphy; homes owned by spouses and children; and equities and investments owned by officials, their spouses and children.A FIRM STEPThe new rules have struck a public chord and almost 50,000 people had left comments on China's two biggest Internet portal websites on Monday. Thousands more were joining the discussion on other news sites and discussion forums.More than 36,500 people had made online comments on a news entry about the regulation on leading portal Sohu.com as of 1:30 p.m., and more than 11,000 comments on an entry at Sina.com.cn.Most of the published postings welcomed the new rules, but some said they should go further."The fight against corruption has a long way to go, but I am really glad to see each firm step taken by the central authorities," said a posting from Shanghai on Sina."We want to see more detailed provisions and harsher punishments in the rule," said a post by "Shihuiwen 197" on Sohu.The regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee.It requires officials at deputy county chief level and above to annually report their assets, marital status and whereabouts and employment of family members.It also empowers local provincial level CPC committees and governments to expand the regulations to officials below deputy county chief level.A CPC statement said Monday that most village or town chief level officials are prone to power-for-money transactions and corrupt actions as they are dealing with practical issues involving personnel, finance and materials.But as there are a large number of them, requiring all of them to report personal information will require much work and high costs, said the statement jointly issued by the CPC Central Commission for Discipline Inspection (CCDI) and the CPC Central Committee's Organization Department.So the central authority left the decision to local governments to decide based upon their own conditions, it said.New requirements for officials to report homes and investments reflected the need to change disciplinary structures in line with changing social and economic values, said Professor Liu Chun, deputy dean of the Graduate Institute of the Party School of the CPC Central Committee.

BEIJING, July 9 (Xinhua) -- Pakistani President Asif Ali Zardari on Friday expressed his optimism over the possible road link with China, saying the construction of the road would boost bilateral trade.Zardari is on his five-day working visit to China, the fifth China tour since he took office as the Pakistani president in 2008. BEIJING, Aug. 15 (Xinhua) -- Beijing launched a one-month household registration survey on Sunday in preparation for the once-a-decade census of China, the world's most populous country, which begins in November.A total of 100,000 uniformed census takers will go door-to-door in Beijing from Aug. 15 to Sept. 15, along with policemen, to check each household's current residential information, said a spokesman with the sixth national population census' Beijing office.Foreigners and residents of Hong Kong, Macau and Taiwan will also be surveyed for the first time, except those on short-term business or sightseeing trips, according to a census regulation jointly issued by the State Council and the National Bureau of Statistics in May."This is because the upcoming national census seeks to survey 'every natural person' in China and Chinese citizens who live abroad but have not obtained long-term living permits," said Su Hui, director of the office.The survey aims to count the total number of Beijing residents and to correct false household registration information and provide accurate information for the sixth national census, he said.Experts say that many households do not unregister their deceased family members so they might continue collecting social insurance funds from the government. Also, some children born in violation of the country's "one child" policy were also not registered.All information collected in this survey will be kept confidential, and will not be used for other purposes, Su added.Since the founding of the People's Republic in 1949, China has conducted national population censuses in 1953,1964,1982,1990 and 2000.The last census, a decade ago, set China's population at 1.29533 billion people.

HARARE, July 7 (Xinhua) --The eighth session of the Zimbabwe/ China joint permanent commission ended in Harare on Wednesday with a pledge by the two countries to widen and deepen economic cooperation.The two countries discussed ways of enhancing various cooperation projects already being implemented and new ones in the energy, agriculture, manufacturing, transport, tourism and water sectors.An agreement was also signed for China to provide 1.5 million U. S. dollars to the China-Zimbabwe Friendship Hospital in Mahusekwa, Mashonaland East Province, for medical equipment and drugs.The hospital is part of the several projects that include two primary schools and an agricultural demonstration center that China is constructing in Zimbabwe as part of the eight measures agreed to at the Forum on China-Africa Cooperation (FOCAC) Summit in 2006 in Beijing.Other support from China includes a 200 million U.S. dollars buyer's credit facility extended by the China Exim Bank for procurement of agricultural inputs to boost food production in Zimbabwe.Zimbabwean foreign minister Simbarashe Mumbengegwi praised China for setting a shining example to other world donors by honoring pledges it made to assist Zimbabwe under the Forum for China-Africa Cooperation.Mumbengegwi noted that under the eight measures enunciated by Chinese President Hu Jintao at the FOCAC heads of state summit in Beijing in 2006, projects earmarked for Zimbabwe are now at various stages of completion.The Chinese government has also dispatched 10 agricultural experts and 23 volunteers to buttress the cooperation."By successfully implementing these measures, China has set a shining example for other donors and international cooperating partners who do not always honor their commitments," Mumbengegwi said at the opening of the eight session.He said Zimbabwe is also willing to learn and benefit from China's experience and expertise in the economic sphere, which has transformed the country into a global economic powerhouse."Zimbabwe will, therefore, welcome Chinese investment and is ready to discuss during the joint commission specific projects in the energy, agriculture, manufacturing, transport, tourism and water sectors," he said.Mumbengegwi thanked China Exim Bank for extending the 200 million U.S. dollars buyer's credit loan repayment period from five to eight years, saying this would give Zimbabwe the breathing space to turn around its economy and enhance capacity to repay loans extended by China."The payment of the arrears and extension of the repayment period on the 200 million U.S. dollars buyer's credit loan have paved the way for increased cooperation between Zimbabwe and China, " he said.While hailing China as a good example of a reliable and dependent donor partner, Mumbengegwi said he hoped the Asian country will similarly implement new eight measures announced by Premier Wen Jiabao at the fourth ministerial conference of FOCAC held in Egypt last year.He said the projects that have been identified for implementation in Zimbabwe are in critical sectors of energy, water, health, education, agriculture and social infrastructure.

ISLAMABAD, Aug. 2 (Xinhua) -- All the Chinese trapped in the flood-hit Pakistan's northwest province of Khyber Pakhtunkhwa have been evacuated to safe places with the assistance of the Pakistani side, said Liu Jian, Chinese Ambassador to Pakistan on Monday.According to Liu, a total of 265 Chinese workers and engineers working at a hydro power station project in the Patan area of Kohistan District in Khyber Pakhtunkhwa were trapped on a mountain after a huge landslide triggered by floods and torrential rains washed across their work site on July 29.Three Chinese engineers and workers went missing after they were reportedly washed away by the flood water and landslide while working inside a tunnel.The trapped Chinese who retreated up to a nearby mountain surrounded by the flood water suffered a great deal as they were in serious lack of food and water and had to fight the coldness of living in the open atop a mountain lashed by torrential rains.Upon hearing the news of the Chinese trapped in the flood-hit area of northwest Pakistan, the Chinese embassy immediately kicked off an emergency rescue operation under the assistance of the Pakistani government, army and police.Three military helicopters were dispatched to the site where the Chinese were trapped for the rescue work. Large numbers of troops and police forces were mobilized as well. The Chinese ambassador together with his embassy colleagues also rushed to the site from Islamabad on July 31 by fighting the difficulties on the disrupted roads leading to Patan.After nearly five days of cocerted efforts by the Chinese and Pakistani sides, all the Chinese trapped on the mountain in the Patan area had been evacuated to safe places as of late Monday afternoon, said Liu Jian, adding that the search operation for the three missing Chinese is still underway.However, the chance for the survial of the three missing Chinese is very slim, said Pakitani police officers who are involved in the search operation.
