SAN DIEGO (KGTV) -- San Diego Gas and Electric has released a list and map of areas that may be affected by planned power outages amid Santa Ana winds. The National Weather Service has issued a Red Flag Warning from noon Thursday through 6 p.m. Friday for the inland valleys and mountains. East to northeast winds are expected to reach 20 to 30 miles per hour with gusts as high as 50 miles per hour and isolated gusts as high as 60 miles per hour. To make matters worse, humidity is expected to range between 5 and 10 percent with poor overnight recovery. SAN DIEGO (KGTV) — Researchers at UC San Diego Health are now looking for volunteers to participate in a COVID-19 clinical trial, starting locally next week.Oxford-AstraZeneca’s vaccine clinical trials will take place in 36 states across the country.“This is the second vaccine trial for the prevention of COVID-19, and like the first, it is a trial of 30,000 individuals nationally,” said Dr. Susan Little, a professor of Medicine and UCSD and the lead on this trial.Little said UCSD researchers hope to enroll about 1,600 people in eight weeks to participate in the trial.“Eighteen or older, in generally good health, but with underlying conditions that put them at greater risk for COVID-19,” she said. “Or people with increased risk of acquiring COVID-19 because of their professions or where they live.”Little said a bus would act as a mobile vaccine clinic. The bus will stop in parking lots in communities that have been historically underrepresented in medical research or disproportionately affected by COVID-19.“We’re going to focus on communities most impacted, the South Bay, East County, underserved communities and communities that have been hardest hit by COVID-19 those with the highest rate of infection in the community,” she said. “It’s a series of two vaccines, a month apart, people will be prescreened over the phone, and then they’ll be vaccinated on day one and day 29. Then they’ll be followed for two years thereafter.”In Phase 1 and Phase 2 clinical trials, Little said the vaccine proved to be safe.“We know that it’s safe in the sense that it causes local tenderness, some mild fatigue headache. Side effects went away in about one week,” she said. “This will be placebo-controlled, so I won’t know, and the participants won’t know whether they got a vaccine or placebo.”She said for every one person who gets the placebo, two people will get the vaccine.If people develop COVID-19 symptoms during the trial, two other mobile wellness clinics will be available for treatment.“Anybody who develops symptoms that are worrisome to COVID, we will come see them in our wellness vehicles and test them for COVID. SAN DIEGO (KGTV) -- San Diego Police Monday identified a shooting victim found in Sherman Heights following a crash.According to police, 25-year-old Jose Alberto Ortiz died after officers found him with gunshot wounds on October 22 near 27th Street and K Street.Police responded to the area after receiving reports of a crash. After responding, police say they found a dark sedan that collided with a parked vehicle.“Upon contacting the driver, they saw that he had sustained trauma that was not consistent with a traffic collision and suspected the male had been shot,” police said.The man was taken to the hospital where he later died. SAN DIEGO (KGTV) — San Diego is known for its many picturesque views along the coastline, but some of the county's most scenic vistas are further east.San Diego County park rangers want to encourage locals to experience the serenity at some of their favorite places to hike. Many of their top spots offer a view from up high of rolling hillsides in Ramona, wildlife in its natural habitat near Julian, and unique vegetation surrounding Pala.All one needs is their phone and a joy for the outdoors (in addition to hiking essentials).Here's where you can find park rangers' picks and why each trek is a favorite:Wilderness Gardens (14209 Hwy 76, Pala, Calif.): "Take the Upper Meadow Trail 3.2 miles to a large grassy expanse with seasonal wildflowers. Also, look for the foundation of an old grist mill on the County Historic Resource Board’s list of historic places. The foundation is about 0.8 miles into the hike."Agua Caliente (39555 Great Southern Overland Stage Route of 1849, Julian, Calif.): "Keep your eyes open for bighorn sheep as you walk along the Marsh Trail, and snap a selfie about a half a mile in at a palm grove. The trees are sure to please."El Capitan (13775 Blue Sky Ranch Road, Lakeside, Calif.): "You’ll really need to work for this photo. Take the main trail up, up, up. SAN DIEGO (KGTV) - San Diego Gas and Electric said Tuesday night that the company has started work to restore power in certain areas. The company says wind in certain parts of the county has died down and employees are beginning to inspect power lines before turning power back on. To see when SDG&E expects to turn power back on in your area, click here. The company shut off power to nearly 30,000 customers Tuesday morning due to a public safety shut-off or unplanned outages due to high winds, the utility company reported.  By Tuesday night, that number dropped to about 18,600 customers."Before nightfall (Tuesday), we worked to expedite the process to begin restoring power to some customers impacted by today’s strong weather event. SDG&E crews and contract firefighters helped patrol power lines to ensure they were safe and free of debris, so we could begin safely restoring power. This same process will begin at daylight (Wednesday), starting with areas of the county that are not expected to see high wind speeds (on Wednesday)," an SDG&E spokesperson told 10News in an email.“We recognize how inconvenient it is to be without power.
