SAN DIEGO (KGTV) --  At 14 stories high, The tower apartments in downtown San Diego have some nice views. But when you're trying to get down without an elevator - it can be a challenge. Carol Clark says she was left with no choice but to take the stairs from her 13th-floor apartment to go the grocery store on Thursday afternoon. "I did it today but trust me I was breathing heavy when I came in," she said. Clark is one of the 200 senior residents living in the high rise building - a building designated for people over the age of 65. The residents say they've lost count on how many times they elevator has gone out. That's why they decided to call 10News for help. Although the second elevator was working when 10News arrived, residents tell us that wasn't the case for most of the day. They say it's something that happens a lot lately. "There are people here with walkers and wheelchairs," Clark said. "I'm scared to death for them."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."The building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," Clark said. "And the thing is we don't seem to be getting many answers."The residents told 10News they've taken their concerns to management many times but have seen no changes. They say they hope something is done soon, before an emergency happens and it's too late. 10News called the on-site manager and the property management company but have not yet received a response. "It's a stressful situation not knowing if something happens are they gonna be able to get downstairs," Clark said.   1901

SAN DIEGO (KGTV) — A 91-year-old La Jolla resident is the first confirmed case of West Nile virus of the year in the county.The man was hospitalized with encephalitis in September but was confirmed Thursday to have the virus by the California Department of Public Health.He has been discharged from the hospital and is recovering, according to the county.RELATED: Community gives gift of mobility to young West Nile survivorThe man had not traveled outside of the county within the month prior to becoming ill, leading officials to believe the mosquito bite was local.Mosquitos trapped near the man's home tested negative for West Nile by the county Department of Environmental Health. Nearby residents have still been notified of the case.Last year, there were two confirmed cases of West Nile in the county, a drastic decrease from the 22 cases reported in 2016, in which two people died. So far this year, there have been 132 cases in California, including two deaths.RELATED: Mosquitoes in Santee test positive for West Nile virusMany of those infected with West Nile do not experience symptoms, the county says. About two out of 10 cases may suffer a headache, fever, nausea, fatigue, skin rash or swollen glands.The county reminds residents to protect themselves from mosquitos bites by wearing long sleeves and and pants, and using repellent when outdoors. SAN DIEGO (KGTV) -- A driver crashed his Mercedes-Benz through an underground parking garage gate, causing the gate to fall onto his car and leaving the vehicle -- and himself -- trapped at the entrance.The incident was reported at around 2:30 a.m. Tuesday at an apartment complex in the 4300 block of Menlo Avenue, according to San Diego police.With the large gate on top of the car, responding officers helped the driver out of his vehicle.ABC 10News learned the man was treated by medics at the scene but was also being evaluated for possible DUI. He did not appear to be seriously hurt.It's unclear why the driver was attempting to enter the parking garage since he reportedly told police he does not live in the apartment complex. 743

SAN DIEGO (KGTV) - A controversial retirement center proposed by Skyline Church is moving ahead following a San Diego Planning Commission vote Friday.Officials voted five to one in favor of advancing to the development to the next step.Church officials are looking to build the retirement center in the Valle De Oro neighborhood. It would be located on almost nine acres next to Skyline Church. The 232 units would be made up of independent and assistant living spaces. The facility would also have a walking trail, offices, a pool, and clinics.Those who are in support of this plan say it’s needed because of the growing aging community in the San Diego County. "This application is more than just a request. It’s asking the County’s permission to serve our community, by seeking your permission for this retirement center," said Pastor Dan Grant of Skyline Church.Opponents say this will cause traffic problems in an already congested location along I-94 just East of Via Mercado. They add, this would be a huge environmental impact on the area.Now that the Planning Commission has agreed to move forward, they will bring this recommendation to the Board of Supervisors. 1180
