SAN DIEGO (KGTV) - The Secretary of the Interior stated in no uncertain terms in a letter sent to the San Diego County Board of Supervisors Thursday federal law supersedes state law. This was in reference to an ordinance the San Diego County Board of Supervisors passed in November banning recreational shooting, saying it was unconstitutional.Currently the law states you can shoot at targets on BLM land, "as long as it is done in a safe manner, without damaging natural resources or improvements on public lands." He also said the board never spoke to the federal government."When he [the Secretary of the Interior] found out the entire department said no this isn’t something we’re going to stand by at all," Schwartz said. SAN DIEGO (KGTV) — The possibility of Topgolf coming to San Diego took another step forward Tuesday.During a Port of San Diego board meeting, staff were authorized to begin to negotiate and enter into an exclusive negotiating agreement with Topgolf, according to the Port. Once the Port enters into the agreement, staff can begin to refine their proposal for the land, allow Topgolf to conduct its own due diligence, and negotiate terms until the agreement expires on Dec. 31, 2020.According to documents, Port and Topgolf officials are eyeing East Harbor Island's "Elbow Parcel" area along North Harbor Drive as a potential location for a seven-acre site. The report goes on to say the project could help ignite future development of the area with more entertainment and hotel options."As an attractor, Topgolf is in that special category or destination activities which are likely to draw patrons to the Port, and who will utilize hotel rooms, restaurants and bars, visitor attractions and recreational boating throughout the Port lands," the analysis said. "While this report details the economic impact of Topgolf, it likely does not do justice to its overall impact as an enhancement to San Diego's front door."Topgolf's proposal includes a facility featuring a driving range, restaurant, bar, meeting space, event and stage area, outdoor patios, three levels of golf bays, and additional games and entertainment, according to the Port. SAN DIEGO (KGTV) — The woman accused of killing another driver in a wrong-way crash while drunk on a San Diego freeway last year changed her plea Friday.Lauren Ashley Freeman pleaded guilty to gross vehicular manslaughter while intoxicated and DUI causing injury in the Feb. 26, 2018 collision that killed 35-year-old Justin Callahan.Freeman's plea dismisses a murder charge. She is scheduled to be sentenced to 11 years and 8 months in prison at a September hearing.RELATED: CHP reverses blame in fatal wrong-way crash on I-5 rampInitially, Callahan was deemed responsible for the crash. The position of his Volkswagen Jetta after the crash led CHP officers to believe he was at fault. But California Highway Patrol investigators reversed their findings after Callahan's family refuted the claim and the case was re-opened. Freeman was charged with causing the fatal crash in November.Callahan was driving to his Ocean Beach home from work in Chula Vista when the crash occurred on a transition ramp from northbound Interstate 5 and westbound I-8 just before 2 a.m.The 35-year-old died at the scene, while Freeman and a passenger in her Toyota Camry sustained major injuries. SAN DIEGO (KGTV) — The trial of the Navy veteran accused of stabbing his wife, then dumping her body into the San Diego Bay, got underway today at San Diego Superior Court. Matthew Sullivan sat quietly next to his lawyers, nearly four years after the gruesome discovery of his wife, 32-year-old Elizabeth Sullivan. "She said, 'Hold on a sec.' And then she said 'I got to go,' quietly, and I didn't hear from her anymore," Calandra Harris said while wiping her tears. Harris described herself as Elizabeth's best friend. The two met while working together at Hampton University in Virginia. She said the last conversation she ever had with Elizabeth was on the day before she went missing in October 2014. Despite living on opposite coasts, Harris said she and Elizabeth talked every day. Harris said Elizabeth often consulted her about her tumultuous marriage with her husband. Both husband and wife filed domestic violence charges against each other, and the couple slept in separate rooms in the same Liberty Station home. So when Elizabeth went missing, Harris said she was worried, especially when she saw Sullivan's new Facebook post. "I noticed that he posted that he was in a relationship with Kay Taylor," Harris testified. "And when did you see that?" Deputy District Attorney Jill Lindberg asked. "Less than 30 days after and Liz was missing," Harris said. In October 2016, on the same day that Matthew was moving to Maryland with his new girlfriend and children, Elizabeth's decomposed body was discovered floating in the San Diego Bay. At this time, Matthew was not a suspect. But after months of investigating, police found blood underneath the carpet, and a knife hidden in the insulation of the Liberty Station home the couple once shared. "They can see blood in some of the crevices, down where the blade comes out of the handle and the bolts on the side," Lindberg said while displaying the knife to the jury. "They checked it, and they found Elizabeth's DNA and blood. A tiny bit of the defendant's, mostly the victims."The defense team agreed that the blood was Elizabeth's. But they said the mother of two, who had infidelity issues and abused drugs and alcohol, hurt herself. "Elizabeth had broken a mirror," Defense Attorney Marcus DeBose said. "Taking a large shard of glass out of the mirror, she inflicted a deep wound.
