(KGTV) — A Northern California judge has ruled against Gov. Gavin Newsom, saying he overstepped his authority when requiring all California registered voters receive a mail-in ballot for the 2020 election.Sutter County Judge Sarah Heckman said Friday that Gov. Newsom did not have the authority to amend or change the state's law through an executive order, which mandated all registered voters get a mail-in ballot and allowed counties to reduce the number of polling locations if in-person voting is offered ahead of Nov. 3, according to court documents.The ruling doesn't affect the results of the 2020 election.Newsom's executive order was made as part of the California Emergency Services Act, or CESA. The act gives the governor special powers during a public emergency.The ruling stemmed from a lawsuit by Assembly members James Gallagher (R-Yuba City) and Kevin Kiley (R-Rocklin), who claimed Newsom didn't have the authority to make the order. California's legislature later passed a similar law to the order.Kiley posted the judge's ruling online, in which the judge wrote, "Executive Order N-67-20 issued by the Governor on June 3, 2020 is void as an unconstitutional exercise of legislative power and shall be of no further force or effect. The California Emergency Services Act (CA Government Code §8550 et seq.) does not authorize or empower the Governor of the State of California to amend statutory law or make new statutory law, which is exclusively legislative function not delegated to the Governor under the CESA."The judge's ruling also put an injunction in place against Newsom, prohibiting him from changing any laws under CESA, according to the documents. 1687

(KGTV) — A new challenger is approaching the video game market, and it's aiming to become the Netflix of video games.Google Tuesday introduced a new video game streaming service called Stadia. The platform promises to deliver gamers instant access to games on TV, mobile devices, or desktop computers in resolutions up to 4K and 60 frames per second."When players use Stadia, they'll be able to access their games at all times, and on virtually any screen," the company said in a release. "And developers will have access to nearly unlimited resources to create the games they’ve always dreamed of."RELATED: Video games are now a legitimate high school sportIn a contrast to many video game consoles and PCs, Google says Stadia won't require any downloads, updates, patches or installs for its content.Stadia also comes with its own controller, supported through WiFi. Much like current generation video game consoles, the controller will have buttons to capture gameplay happening on a user's screen instantly. However, Google has also inserted a Google Assistant button for its AI-powered virtual assistant. The controller also includes a built-in microphone.According to Engadget, the service will actually allow viewers watching a Stadia streaming to jump in line to join their game as part of a "Crowd Play" feature.Google released a trailer for the upcoming platform, touting it as a new place for gamers to play together:The service will launch later in 2019 in the U.S., Canada, U.K., and in several European countries. Thus far, Stadia's main competition in the video market would appear to be the big three: Nintendo, Sony, and Microsoft.While Sony's "Playstation Now" currently offers hundreds of games on a subscription-based service, Microsoft intends to release its own subscription service called "Xbox Game Pass." (KGTV) — A dog and tortoise had to be rescued from a Fontana property after becoming stuck in a hole together.The odd scene played out Wednesday, after San Bernardino County firefighters responded to a report of a man and dog falling into a hole. When responders arrived, the man was out of the hole but the dog, a German Shepard named Taylor, was still trapped, according to SBFD.Taylor had brought a blanket into the tunnel, dug by 70-pound tortoise named Godzilla. The blanket had wedged Taylor and Godzilla together and prevented them from getting free, firefighters say.Firefighters worked to untangle the two animals, digging away dirt from around the tunnel and coaxing Godzilla out with some lettuce until the two were free.Both animals belong to the property owner where the tunnel started, SBFD says. Both animals were unharmed. 846
