SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system.The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email.It wasn't immediately clear how the person became trapped in the system.The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow.The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913

Overall, California ranked 21st on the list of best and worst states for military retirees. The Golden State ranked 9th for quality of life, 3rd for number of VA health facilities per number of veterans and 5th for number of VA benefits-administration facilities per number of veterans. Dragging California down to the 21st spot however, is the cost of living. The state ranked 51st for housing affordability and 49th for percent of veteran-owned businesses. California also ranked 48th for its percentage of homeless veterans and 12th for veteran job opportunities. SAN DIEGO (KGTV) -- Basic needs can be challenging to meet for homeless families or those living in shelters. As schools resume for students, distance learning can be even harder. Father Joes Villages is helping homeless students thrive this school year."We work with a population that is customarily at a disadvantage and has greater challenges, especially during these times of the pandemic," says Deacon Jim Vargas.It's been a challenge for the kids who aren't able to go to school. "In a sense, distance learning has isolated them even more," says Jennifer Ryan with the Therapeutic Children's Center at Father Joe's Villages."They don't have the financial resources, technological resources, other resources like those families that have homes," adds Vargas.The Therapeutic Children's Center provides a space for students to do their work."We have about 100 children that are in school. That's kindergarten all the way to 17-year-olds," says Ryan.Laptops and tablets are usually given to students by their schools. Father Joe's Villages makes sure they have access to the internet, school supplies, and more.Deacon Vargas says without the right intervention, these students are likely to repeat a grade or worse. "We know statistically that they are four times more likely to be homeless in adulthood."Father Joe's Villages has launched a new distance learning initiative to continue to provide resources to students. 1430

SAN DIEGO (KGTV) - Computers have become a lifeline to San Diegans during the pandemic and a new partnership between the city and non-profit San Diego Futures Foundation could make it easier for people in need to get connected.Executive Director of San Diego Futures Foundation Gary Knight said the need skyrocketed the first three weeks of the shut down in March, "we distributed over half our annual inventory in that three weeks."That's more than 1,500 computers. The non profit partners with companies like Qualcomm, General Atomics and San Diego County to take on their old computers, refurbish them and connect them with people in need.City of San Diego Digital Strategy Manager Jen Lebron said 30,000 households don't have a computer, just within the city limits.Right now that means limited connection to healthcare, education and job seeking material."San Diego Futures Foundation has an incredibly broad reach, that way we can get these computers in the hands of students, seniors, veterans, foster families and non profits that really need the help," Lebron said.Michelle Sanudo recieved a computer from SDFF this month and said it's made her feel independent and successful. She's a single mom who relied on the library to entertain her four and one-year-old children while she worked."Really it was kind of like a sanctuary, I would get to do my paperwork for school, also apply for jobs," Sanudo said."When they closed the libraries that's when it hit me." She said the computer allows her to order groceries so she can keep her family safe during the pandemic and pursue her dream of becoming a medical assistant.As the need for computers continues in San Diego and SDFF's inventory wanes, they need more donations. That's where the city is stepping in. For the past year the city has been vetting the non profit. Wednesday the City Council Economic Development and Intergovernmental Relations Committee unanimously approved the partnership. Now it must go before the full council to receive approval. The item is on the docket for Tuesday, the 21st."We are ready with nearly 2,300 computers that we can give to San Diego Futures Foundation."
