LAKE ELSINORE, Calif. (AP) — A Southern California man was arrested on suspicion of murder and driving drunk in the death of a motorcycle officer with the California Highway Patrol, officials said Sunday.Michael Callahan of Winchester was booked on the charges in the death of California Highway Patrol Sgt. Steve Licon, said Officer Steve Carapia.Callahan is suspected of driving drunk Saturday afternoon when he crossed over the right shoulder of Interstate 15 in Lake Elsinore, crashing into Licon and a car he had pulled over for speeding.Licon died at a nearby hospital. Inmate records show he has a court appearance set for Wednesday.Licon was a 27-year veteran of the agency and is survived by his wife, daughter and stepdaughter.Licon's body was taken to the coroner's office on Saturday night in a slow and somber procession.Acting Gov. Eleni Kounalakis ordered flags to be flown at half-staff at the state Capitol, and the California Highway Patrol is holding a bell tribute ceremony in his honor on Monday.Carapia, who knew Licon for six years, said the sergeant was well-liked and known for his work ethic and a distinct and quirky high-pitched laugh."He had a great sense of humor," Carapia said. "You could hear him laughing from the sergeant's office. You could hear him coming down the hallway ... Just an all-around great human being."He said Licon loved his job and the fact that his office was on a motorcycle."This is a tough one," he said. "It hits you to the core."Police departments and officers across the state took to social media to post about Licon.CHP Commissioner Warren Stanley said Licon was a great leader "who sacrificed his life serving the people of California."CHP Headquarters tweeted that "our hearts are heavy ... (KGTV) - Hundreds of La Mesa neighbors came out to clean up and board up businesses Sunday morning.Albert's Fresh Mexican Food owner Albert Garzon said he saw his business get destroyed Saturday night, "there's nothing you can do about it but just watch, it was just so much chaos and just people running left and right."He said when he came back his business was being boarded up by volunteers. "Under the circumstances with the COVID to make matters worse for all these poor business owners that are barely making ends meet before this even started," Garzon said.The entire La Mesa Springs Shopping Center was covered in boards, provided by a local construction company, Meram Building."Before I even got here my business was clean, it was so many volunteers and I was, literally I had tears in my eyes," Chintu Patel, Owner of Menchie's, said.Both Patel and Garzon were thankful to see support, their heartbreak replaced with gratitude and a sense of perseverance."What the people of La Mesa have come out to do for their community is priceless and that's why we're keeping strong and we're La Mesa strong," Garzon said.Neighbors swept up glass, threw out trash and did anything that was needed. LA JOLLA, Calif. (KGTV) - Four former students are suing the San Diego Unified School District and a former teacher, claiming he sexually assaulted them in high school. Team 10 investigative reporter Jennifer Kastner interviewed one of his accusers who says the school district failed to protect her. “When I was a senior at La Jolla High School in the year of 2003, I was sexually assaulted by my physics teacher,” says former student Loxie Gant.She’s one of the four women who are now suing the former teacher and the district, claiming the district had numerous opportunities to punish or report his behavior, but failed to do so.Attorney Mark Boskovich tells 10News, “The school district knew about these sexual assaults because the students reported [them]. This is not one of those cases where people didn't come forward. They did.”10News is not naming the former teacher because he has not been criminally charged.He declined to offer us any comment on the lawsuit.According to the suit, in 2003 two students reported that he put his hands down a female student's pants, but the complaint alleges that even after the district substantiated the complaint, it never reported it to the San Diego County District Attorney's Office or California Commission on Teacher Credentialing.The lawsuit states that between roughly 2003 and 2014, multiple female students, including Gant, reported being sexually assaulted by the same former teacher. Their attorney says he was allowed to keep teaching until he retired three years ago and now collects an annual pension of more than ,000.“I’ve been trying for years to get San Diego Unified to admit their faults and take responsibility for what happened,” adds Gant. According to the California Commission on Teacher Credentialing, the former teacher's credentials were revoked last year because of misconduct, but the details of the misconduct and whether it’s related to the allegations of sexual assault are not being disclosed to 10News. LA MESA (CNS) - One person was killed in a two-vehicle crash on westbound Interstate 8 in La Mesa and lanes of the freeway were blocked this morning until further notice.The crash occurred near state Route 125 at 9:55 p.m. Friday, according to the California Highway Patrol.A witness told officers one vehicle was being driven recklessly just before hitting the center divider wall.The crash blocked three westbound lanes of the freeway and a SigAlert was issued at 10:30 p.m., the CHP said.The age, gender, and name of the victim was not disclosed. 557
