SAN DIEGO (KGTV) -- A fire broke out inside a shopping center in San Diego’s Talmadge neighborhood early Sunday morning. Crews say the blaze broke out inside an alteration shop around 1 a.m. Sunday at the corner of El Cajon Boulevard and Menlo Avenue. Owner Anne Chan says she was in shock after receiving a phone call hours after he store went up in flames. "My neighbor called me. I didn’t know what happened," says Chan.RELATED: Man dies after fiery South Bay crashFirefighters arrived on scene and quickly worked to extinguish the flames before they spread to nearby businesses. Chan says she open AA Fashion four years ago. This is her second alteration business. She tells 10News she owned a store in another location for 20 years, then retired. After taking a few years off she opened this store. "I came back to work because I love to sew." According to San Diego Fire-Rescue, no one was inside the business at the time of the fire. At this time, it’s unclear what may have sparked the blaze. 1009

SAN DIEGO (KGTV) — A 19-year-old Arizona student has been arrested and now faces animal cruelty charges after police say he abused his emotional support dog.Netzer Villagomez, a student at Grand Canyon University, was arrested Sept. 22 after an Arizona Humane Society Animal Cruelty Investigator responded to reports of animal abuse involving a pug named Miso, an emotional support dog.Miso was examined by an AHS veterinarian, who said she found two fractured ribs, a fractured pelvis, and fractured tooth. Blood work also revealed elevated liver values indicating acute injuries.Police said Villagomez admitted to hanging Miso by its collar and leash, with all four legs off the ground, on two occasions for several seconds each time. Police say he also admitted to harming the dog on purpose.Villagomez sent photos of the reported abuse to another person, police added.Villagomez has been charged with Animal Cruelty, which went from a Class 6 to Class 5 Felony in Arizona last August. This means that such crimes cannot be dropped to a misdemeanor and may included jail time or supervised probation or treatment, according to the law. He's the first person to be arrested under the new penalties.Grand Canyon University released a statement to 10News, saying Villagomez had been expelled following his arrest."GCU Public Safety became aware of an incident involving Netzer Villagomez and immediately took possession of his emotional support animal to ensure its safety. The animal was turned over to the Arizona Humane Society and Mr. Villagomez was removed from campus. Mr. Villagomez has since been expelled from the university following his arrest by the Phoenix Police Department. Phoenix PD is handling any further actions associated with this matter."Miso will remain in AHS' care indefinitely, the humane society says. 1837

SAN DIEGO (CNS) -- Unemployment numbers continue to decrease across San Diego County from a high of 25% in May, a report released Thursday from the San Diego Association of Governments found.The region's unemployment rate is estimated to be 15.9%, the SANDAG report found, 1.8% lower than the previous week and 9.1% lower than this time last month.According to the report, the number of unemployed people in the county began to drop when Gov. Gavin Newsom announced the state was moving into Stage 2 of his four-stage reopening roadmap on May 8. The report also credits local politicians for getting people back to work."Elected officials in the San Diego region have worked aggressively to help businesses reopen as quickly as possible, which contributed to approximately 150,000 workers returning to work in the past month," a summary of the report said. "However, there are still roughly 270,000 unemployed people in the region (down from 425,000 in early May)."San Diego County moved into Phase 3 of reopening in early June, which allowed in-store retail, restaurants, manufacturing facilities, hair salons and barbershops, bars, zoos, movie theaters and hotels to resume operations with appropriate social-distancing rules in place. On June 19, nail and facial salons and tattoo and massage establishments were allowed to reopen.The unemployment rate of 15.9% in the region is still 50% higher than it was at the peak of the Great Recession -- 10.8% in 2009 -- which signals that there is still a long way to go to return to the unemployment levels recorded in March 2020, before the start of the public health crisis.The most affected ZIP Codes remain those in the southern and central part of the region. The five ZIP Codes still experiencing the highest unemployment rates are Golden Hill, College Area, City Heights, San Ysidro and Logan Heights. These areas have an average unemployment rate around 20%.The five ZIP Codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (KGTV) - A City pool is now drained and shut down after vandals threw glass into it.Parents who bring their kids to the Allied Gardens pool for swim lessons were notified on Monday of the closure. "Honestly my reaction, I just kind of sat there dumbfounded, they called and said the classes were canceled, me being curious I asked why, they said vandalism. I said you have to be kidding. This is my neighborhood!" said Marie Veenstra, a mom of three.She says two of her children attend lessons at the pool on Glenroy Street four days a week. "It is super frustrating, not only as a mom who can't bring her kids to the pool, but thinking about the environment," said Veenstra.The City says broken shards of glass can be impossible to see or retrieve without draining the pool. Broken glass found in and around the pool results in having to drain the pool completely, conduct a thorough cleaning of the pool bottom to retrieve remaining pieces of glass, refill the pool with water and necessary chemicals to ensure the pool is safe and then reopen the facility.The City's safety protocol is consistent with the Model Aquatic Health Code. Draining and refilling the more than 320,000-gallon pool will cost the City roughly ,000 when factoring in personnel. "We love our pool though, we wish this didn't happen, but we'll come back."City officials say a police report has been filed, but there are no leads as to who threw glass in the pool. 1458

SAN DIEGO (CNS) - The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses in San Diego and 34 other California counties that are economically impacted by the coronavirus pandemic.Small businesses, private nonprofit organizations of any size, small agricultural cooperatives and small aquaculture enterprises that have been financially impacted as a direct result of COVID-19 since Jan. 31 may qualify for Economic Injury Disaster Loans of up to million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred, according to SBA Administrator Jovita Carranza."These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can't be paid because of the disaster's impact.
