SAN DIEGO (KGTV) - San Diego State University's men's basketball team has returned to the top ten in the national polls for the first time in five years, reaching number seven in the AP and Coach's Polls released Monday. The Aztecs are 15-0 to start the season, making them one of just two undefeated teams remaining in Division One. The other team is Auburn. Head Coach Brian Dutcher says the team is handling the success well, refusing to be distracted. He told 10News that the growing buzz about his team is reminiscent of the program's glory years at the beginning of the decade, when rising star Kawhi Leonard led the team to conference championships and a deep run in the NCAA Tournament.RELATED: San Diego State's stadium effort gets -million donation"It makes a difference," Dutcher said. "It makes a difference in winning and losing. We're excited when this building is full. SAN DIEGO (KGTV) -- SANDAG and Caltrans are warning people about an overnight closure on Interstate 5 beginning Thursday night for work on the Mid-Coast Trolley Bridge. Starting February 28 at 9:30 p.m., all southbound lanes on Interstate 5 will be closed from the interchange of I-5 and I-805 to La Jolla Village Drive. All lanes are scheduled to reopen on March 1 at 5 a.m. The lanes will be closed so crews can pour concrete to construct the structure for the Trolley overpass spanning I-5 at Voigt Drive. SANDAG says traffic signs have been posted in the area detailing the detour motorists can take. The Mid-Coast Trolley Project will extend the Blue Line Trolley service from Old Town north to University City. Nine new stations will also be constructed. 769

SAN DIEGO (KGTV) — Small Business Administration Administrator Jovita Carranza visited San Diego to check on America's investment in small businesses."Being here in San Diego and very vibrant market and thousands and thousands of small businesses benefited from the Paycheck Protection Program," Carranza said.One of those businesses is VetPowered and their non-profit Workshops for Warriors, which trains veterans in manufacturing. The company launched in 2008.More than 750 veterans have graduated and 95% of them have been placed in permanent jobs. "The SBA funding we received was a lifeline had we not received that funding we would have had to shut down operations and all the students that were here most of them would become homeless so thanks to these loans not only were we able to continue operations we’ve had two COVID graduations we’ve been able to put almost 100 graduates that I’ve been trained and certified in advanced manufacturing skills into the workforce and I am so thankful for their support," Hernán Luis y Prado, Founder and CEO of VetPowered and Workshops for Warriors.Carranza said negotiations for another round of PPP has been in negotiations for more than two months. She said there is 0 billion left in the fund and there should be more money added before the next round of loans comes out."I am so thankful and so encouraged to hear that so many small businesses applied the flat funds appropriately but that they’re actually planning on growth and adding employees not only replacing them," Carranza said.Carranza hopes to get more money to more small businesses after the election. 1627

  

SAN DIEGO (KGTV) - Students at the Art Institute of California in San Diego say they feel betrayed by the institution after learning it's likely shutting down. They were notified Wednesday that if the school isn't squired by a buyer it will shut down on Friday, March 8.“We could see the cracks in the walls when a lot of the department heads were let go and they had one person running all the programs," said Tom Aleo, who studies game art and design. Aleo had just one quarter left before graduation. He says despite problems in the last year they were hoping for the best. "The emotions here are all over the place; shocked, confused, depressed," said Aleo. In July the Art Institute in Mission Valley stopped enrolling new students. And this week court documents revealed the company which operates the school, Argosy University, is accused of misusing millions of federal dollars.Students are frustrated they only got two days of warning that the school was closing, and are now scrambling to figure out their options. SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop.
