CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

CARLSBAD (CNS) — A 55-year-old Oceanside man died Saturday in a solo-vehicle collision at Palomar Airport Road.The collision happened at 10:40 a.m. over the Interstate 5 Freeway at Palomar Airport Road, according to Sgt. Chris Karches of the Carlsbad Police Department. The black Chevrolet pickup was occupied by the driver — who died at the scene — as well as a juvenile and a woman. Charges have been filed against a California Highway Patrol officer in the Bakersfield area.According to a District Attorney, Brian Pardue is being charged for allegedly attempting to commit a sexual offense against a minor.Pardue's offical charges are a felony, for attempting to contact a minor with intent to commit a sexual offense. And a misdemeanor for arranging a meeting with a person believed to be a minor intending to commit a sexual offense.The incident is believed to have happened on July 3, 2020, and involved digital communications with an undercover law enforcement officer pretending to be an underage minor. Businesses may be reopening, but they're still struggling to pay their rent.About 40% of major retailers didn't pay their rent in May, according to numbers from data firm Datex Property Solutions.Some companies are warning they won't be able to pay rent for months. Starbucks for example is asking for landlords to adjust lease terms and rent for at least 12 months.It's an even worse situation for some small businesses.“I would think landlords ordinarily are not that sympathetic, right, because they can get somebody else to pay the bill,” said Jack Strauss, an economics expert and professor at the University of Denver. “In this case, a landlord is foolish to ignore the struggling small business.”Strauss says it will be difficult for landlords to find a new tenant quickly, so they have an incentive to delay or partially reduce rent.Businesses in malls are getting hit especially hard. The country's latest mall owner recently sued Gap over three months of unpaid rent.“Being sued kind of makes sense by the landlord to take a heavy hand, but at the same time, it doesn't make sense because they're going to have a lot of, they're potentially going to have a lot of empty spaces,” said Strauss.Punchbowl Social, a national restaurant and entertainment spot just closed one location in the Denver area and one in the Chicago area, acknowledging that landlords are trying to ensure the success of their business.But the CEO says, "landlords cannot expect to maintain status quo economic terms that were negotiated in pre-pandemic times."Strauss agrees with that. He thinks landlords should provide one-year temporary rent reductions to businesses, just like many workers are taking pay reductions right now.He says after a year, the landlords and businesses can renegotiate their rent. 1799
