(KGTV) -- As spring breakers get ready to flock to vacation destinations around the world, a new report shows that Mexico has some of the most dangerous cities. Tijuana is the most dangerous city in the world, according to a report by the Citizens’ Council for Public Security and Criminal Justice. The Los Angeles Times reports that five cities in Mexico are among the most dangerous in the world. The list includes Acapulco, Victoria, Juarez, Irapuato and Tijuana. The report was published shortly after the U.S. Embassy & Consulates in Mexico issued a warning to people traveling for spring break. The alert warns of dangers including unregulated alcohol, sexual assault, medical emergencies and breaking the law in Mexico. According to Journey Mexico, more than 10 million people visited Mexico during the first quarter of 2018. Cancun is one of the top destinations in Mexico for spring breakers. (KGTV) — California Highway Patrol is advising motorists to be prepared for a possible shut down of the Grapevine stretch of Interstate 5 this week.With a major winter storm expected to sweep through Southern California over the Thanksgiving holiday, CHP sent out a warning Tuesday for motorists to stay alert if using I-5 between Santa Clarita and Mettler, Calif."We are expecting snow on the Grapevine starting this Wednesday," CHP wrote. "We always hope to keep it open, however safety is our top priority. If the conditions become unsafe, we will hold traffic until Caltrans HQ makes the roadway safe. Expect a high volume of traffic this holiday week. Expect some delay and give yourself plenty of time to arrive at your destination safely."As an backup, CHP provided a map of alternate routes around the Grapevine through Highway 14 or Highway 101:Rain may hit Santa Clarita as early as Tuesday, with freezing conditions possible Thursday night. (KGTV) - In her new book, Elizabeth Smart says the man who kidnapped her also tried to kidnap a girl in El Cajon, California by posing as Mormon and befriending the girl’s family, according to People Magazine.Smart detailed Brian David Mitchell’s alleged plan in When There’s Hope: Healing, Moving Forward, and Never Giving Up. The book includes information about Smart’s abduction in 2002, when she was 14 years old. Smart was held captive by Mitchell and Wanda Barzee for nine months.Before Smart’s kidnapping, Mitchell deliberately went to a Mormon church in East County to find a girl to victimize, Smart wrote. He eventually saw a photo of a girl on a family’s piano, she said.Smart did not indicate which Latter-Day Saints church Mitchell may have attended. The girl's identity was not made public.“That was all it took for him to decide that this young girl would be his next victim,” Smart alleged in the book.Smart wrote that Mitchell met the girl at a family dinner and returned to the riverbed where he, Barzee, and Smart were living. Mitchell planned to return to the home and “rescue” the girl, which Smart wrote actually meant kidnap and rape.Mitchell left the campsite wearing the same dark clothing and carrying the same knife he used to kidnap Smart, she wrote. Smart claimed Mitchell opened the door to the home but heard a man snoring and left.“I know most people consider snoring a health risk or an annoyance,” Smart writes. “But in the case of this young girl, it saved her life.”Smart, now 30 years old, is an author and motivational speaker. She has two children with her husband.The claim is not the first link to the San Diego area. A local woman snapped photos of Smart with her captors in Lakeside back in October of 2002. (KGTV) – In an effort to conserve energy amid a lingering heat wave, DMV offices across California will close at 3 p.m. from Monday through Wednesday this week.The decision to close early was made to save energy and “protect the health and safety of customers and employees from high heat impacts,” officials with the agency said.The early closures run from Aug. 17-19.DMV offices will accommodate customers -- with and without appointments -- until 2:30 p.m. on the specified days.Customers who have appointments on the specified days between 2:30 p.m.-5 p.m. will be contacted and have their appointments rescheduled.DMV officials said customers can visit the agency’s website for many services.Officials added: “The DMV is also using shade structures where available, offering mobile tickets so customers can wait in an air-conditioned car or other building and return when it is their turn, and making water available to customers and employees.During the closures and where possible, DMV employees will telework. Those currently working from home during this period of excessive heat will continue to do so and are encouraged to reduce energy consumption, especially during peak hours.The DMV is also reducing energy consumption throughout the day by turning off all unnecessary lights and equipment and closing blinds and other window coverings. (CNN) -- Ikea is shutting down its only furniture factory in the United States.The Swedish company will end production this December at its plant in Danville, Virginia. Operations will move to Europe, where the company says it can cut costs."We made every effort to improve and maintain the competitiveness of this plant, but unfortunately the right cost conditions are not in place to continue production in Danville," site manager Bert Eades said in a statement.The Danville facility, which opened in 2008, employs 300 workers. Wooden products including shelves and storage units are made at the plant.In justifying its decision, Ikea pointed to raw material prices, which it said are higher in the United States than Europe. Ikea operates plants in European countries including Poland, Russia and Sweden.Senator Tim Kaine, a Democrat from Virginia, tweeted in 2018 that workers at the Danville plant were worried about how tariffs would affect costs. Kaine said the plant imports many raw materials.Since Kaine visited the plant, the Trump administration imposed tariffs on imports of particle board, a common Ikea material, from China.Ikea said Tuesday the decision to close the plant was not related to tariffs. It said that particle board used at the Danville plant is purchased from US suppliers.Ikea owns manufacturing facilities in nine countries, employing roughly 20,000 people.A recent shift in Ikea's retail strategy to adapt to the growth of online shopping has led to job cuts in other parts of the business.The company has been investing in online pickup services and digital fulfillment centers, and in 2017 bought TaskRabbit, an online marketplace for finding gig workers.
