SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. He wasn’t resisting whatsoever.” Alvarez is a member of the activist group Brown Berets of Aztlan, City News Service reported. He was booked on suspicion of felony obstructing or resisting an officer, and a misdemeanor count of resisting an officer. He was being held on ,000 bail. SAN DIEGO (KGTV) -- Several major streets around San Diego are closed to cars to make way for more bicycles Sunday. The San Diego Bike Coalition hopes the event, called CicloSDias, will encourage people to ride their bikes instead of using their vehicles. Streets like Adams Avenue in Normal Heights and El Cajon Boulevard in City Heights will be closed. The event starts at 10 a.m. and lasts until 5 p.m. The event will also host a free concert with food and activities on El Cajon Boulevard between Fairmont and 44th Street. SAN DIEGO (KGTV) — San Diego's love for giant pandas has been a 30-year commitment.Since 1987, when the zoo hosted two pandas (Basi and Yuan Yuan) for 200 days, San Diego has been enthralled with the giant black-and-white bears.What would eventually follow would be a 12-year partnership with China's Wolong Panda Preserve to support research and conservation of the animal — and a local appetite as big as a panda's to see the animal up close.RELATED: San Diego Zoo to send pandas Bai Yun and Xiao Liwu to ChinaThe zoo's first two pandas, Bai Yun and Shi Shi, arrived in 1996. She would be given to Wolong Giant Panda Conservation Center in China, per the conservation agreement, in February 2004. SAN DIEGO (KGTV) - Students and staff at the King-Chavez Community High School Freshman academy have had a tumultuous few months.  They were displaced from their classrooms location at 1010 Second Avenue in downtown.The building closed down earlier this year for asbestos treatment, displacing many tenants including the school.RELATED: 550 San Diego city workers relocated due to asbestos“It’s been a nightmare,” Principal Kevin Bradshaw said, saying it was a very abrupt closure. “We left school on a Friday evening, came back on a Monday morning and we were locked out," he said.In a statement, the building manager said this to 10News: “We sent an email notice to all tenants immediately following notification from the regulatory agency."Bradshaw says they were not given time to move their things out of the classroom, in fact, they weren’t even allowed to retrieve their equipment. “We have televisions, computers, student’s work, teacher’s items, anything you would have in any normal campus is still in the building,” Bradshaw said. He says they’ve had to replace all those things in order to continue the education of students. The school also had to move their classes to the Boys and Girls Club in Clairemont. Bradshaw says that means they've had to bus their students to that location every day for more than two months, and the bills are racking up.He’s hoping they will be reimbursed.“The owner and all parties involved are actively evaluating the expenses associated with the shutdown,” building management told 10News in a statement. They went on to say that “the building has undergone extensive testing in accordance with the regulatory requirements for occupancy,” and is completely safe now.Bradshaw says he’s still not ready to bring students back to the building until he’s sure it’s safe and they won’t be displaced again. 1889

SAN DIEGO (KGTV) — Standing outside his Vista headquarters on Wednesday, Republican Darrell Issa told reporters that he's comfortable he'll stay ahead of opponent Democrat Ammar Campa-Najjar in the run for a seat in California's 50th congressional district.“Statistically, it’s impossible for him to win with probably 60,000 votes left to come in,” he told reporters.Issa is a veteran politician looking to return to Congress after a two-year hiatus. He represented coastal North County's 49th district until 2018 but decided not to run for re-election as that district turned blue.“I've already spoken with Congressional leadership and I’m planning to go back to what will be a very unusual freshman orientation for someone with 18 years [of experience],” he added.ABC 10News spoke to Campa-Najjar on Tuesday after polls closed when early returns showed that he and Issa were still neck and neck.
