Among those new laws are increases to California's gas tax, new regulations on ammunition sales and a law requiring doctors to tell patients if placed on probation. See the list below for more: Senate Bill 1448 - Patient’s Right to Know ActStarting July 1, doctors will be required to notify patients if placed on probation for serious professional misconduct involving harm to patients. Misconduct doctors would need to tell their patients about includes sexual misconduct, drug abuse and criminal convictions. Prop 63. - Ammunition salesStarting July 1, new rules for purchasing bullets will go into effect. The new rules require background checks every time someone wants to purchase ammunition. The law is part of Proposition 63, which voters approved in 2016. A fee is also required for each transaction. Gas tax increaseBeginning July 1, 2019, California’s gas tax is set to rise again by nearly 6 cents per gallon. The increase comes as gas prices in some states could drop below per gallon by the end of the year, according to GasBuddy. Assembly Bill 748Also taking effect July 1 is Assembly Bill 748. The bill requires body camera video and audio of police shootings and use of force incidents to be released within 45 days of the event unless it would interfere with the investigation. 1416

(KGTV) - A California lawmaker is proposing a series of new laws that would increase police records transparency and reform the state's 9-1-1 system.State Senator Nancy Skinner's Senate Bill 776 would expand public access to all records involving police use of force, provide access to all disciplinary records involving officers who have engaged in racist, homophobic, or anti-Semitic behavior, and allow the public access to sustained findings of wrongful arrests and wrongful searches.It would also require access to the above records even when an officer resigns before the agency's investigation is complete and mandates that an agency, before hiring any candidate who has prior law enforcement experience, to inquire and review the officer's prior history of complaints, disciplinary hearings, and uses of force among other things."The purpose of my bill, SB 776, is to expand our ability to get records on a whole host of different officer misconduct and disciplinary actions so that we can hold agencies accountable and so we can begin to build trust again," Skinner said.The proposal comes after Skinner's Senate Bill 1421 changed decades-old law enforcement transparency laws.SB 1421, which went into effect in 2019, requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty, and confirmed cases of sexual assault to the public.Shortly after the bill became law, several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn't contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statute to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.A judge ruled SB 1421 applies retroactively to all records.Senator Skinner also proposed SB 773.According to her office, the bill would reform the state's 9-1-1 system so that calls concerning mental health, homelessness, and other issues not requiring police intervention can go to an appropriate social services agency. 2197

RIVERSIDE, Calif. (KGTV) - A rare crocodile monitor lizard is in the care of Riverside County Animal Services Friday while staff members search for its owner.Christine and J. Craig Williams found the five-pound, four-foot long lizard Wednesday at their Riverside home after their dogs began to bark at it, according to a news release.Animal Services Officer John Hergenreder used a loop to capture it. “It did not try to escape when I walked up to it, but it did start to hiss loudly,” Officer Hergenreder said. “It sensed I was coming to grab it.”“Crocodile monitors are not usually kept as pets by private individuals,” said reptile expert Kim McWhorter. “They need specialized care, mostly due to the large size they can reach. An owner would need a custom-built, room-sized enclosure. We hope the owner realizes we have their pet now. People are accustomed to coming to the shelter if they lose a dog or cat, but don’t necessarily think of us when they lose a lizard.”The Riverside City/County animal shelter in Jurupa Valley will hold the exotic pet for a period to allow the rightful owner to claim his/her lizard. RIVERSIDE, Calif. (KGTV) - An elementary school in Riverside was evacuated Tuesday after reports of a parent barricaded in a classroom.Police say the 70-year-old teacher being held inside the classroom was rescued and taken to the hospital to be checked out. According to police, the suspect was injured during an officer-involved shooting and was taken to the hospital. Police have an update in a press conference following the incident:??????? KABC in Los Angeles reported the incident happened at about 11 a.m. at Castle View Elementary School. 575

(AP) -- Northern California prosecutors will again seek the death penalty for Scott Peterson in the slaying of his pregnant wife and unborn son nearly 19 years ago.They made the announcement Friday even as a county judge considers throwing out his underlying conviction because of a tainted juror.The California Supreme Court in August overturned Peterson's 2005 death sentence in a case that attracted worldwide attention.Peterson appeared remotely from San Quentin State Prison north of San Francisco, home to the state's death row. 561
