CASA GRANDE, Ariz. – Schools across the nation are having trouble filling teacher jobs – so districts are coming up with unique solutions. The Casa Grande Union High School District has looked overseas to help fill their teacher positions – which led us to Melvin Injosa. “If you ask me to dance I’ll suck, if you ask me to sing I’ll suck more, but if you want me to do science, physics, I’ll pour myself out,” said Melvin Injosa, teacher at Vista Grande High School in Casa Grande, Arizona. He teaches physics and chemistry and moved to Arizona from the Philippines a few years ago. He’s in the U.S. through a J-1 Visa teacher program, which allows him to teach and learn in America for up to five years. Injosa is currently in his fourth year. “It’s the best experience so far, for me,” he said, after moving here with his wife who also teaches at the school. “Many of our math and science jobs are filled by teachers from the Philippines,” said Steve Bebee, Superintendent of the Casa Grande Union High School District. Of the over 200 teachers they oversee, 18 are teaching through the J-1 Visa teacher program. Ten others finished their terms last year. “There is not an abundance of teachers applying in our district and coming our way,” Bebee explained. Arizona, California, Florida, Texas, New Mexico, North Carolina, and South Carolina have some of the highest numbers of J-1 Visa teachers, and that number rises year over year. Arizona had 187 in 2018, while North Carolina had the most with 522 participants, according to the U.S. State Department. But the new approach to hiring qualified teachers hasn’t been a hit with everyone. “Do we cut out jobs for people that are already in the U.S.? And we are not, because if we had those positions we wouldn’t have to look,” Bebee said. Just under 21 percent of teacher jobs in Arizona were still vacant a few weeks into the 2018-2019 school year, accounting for about 1,443 positions, according to a survey of 150 schools by the Arizona Personnel Admin Association completed in August 2019. “For teachers in Arizona, you’re lucky to get one applicant,” said Justin Wing, director of human resources for the Washington Elementary School District. “It hit us pretty hard.” Wing created the report that shows how the lack of teachers applying for open positions has impacted class sizes and the need for long-term substitute teachers over the years. Wing explained that Arizona is top five in highest class sizes across the nation. And the average teacher salary in the state is around ,000 lower than the national average, with Arizona sitting at ,973, according to the Learning Policy Institute in 2018. The combo of high class sizes and low pay has made it difficult to attract qualified educators in a lot of states.“I think a big issue is related to working conditions,” Leanne Abushar said. Abushar is an elementary school teacher in Phoenix, Arizona and the president of Phoenix Elementary Classroom Teachers Association.“Pay, working conditions, benefits, all of those things link back to teacher recruitment and retention,” she said. Abushar and the rest of the association are working on getting a contract in place for better pay, and other demands for teachers. She says many people just aren't applying for teacher jobs because they aren't appealing to applicants. “Everybody has been stuck with trying to find remedies,” Bebee said. "Every district is prioritizing their recruiting efforts differently, because if all of us are doing the same thing, we’re hitting still that same pool,” Wing explained. Which brings us back to Melvin Injosa’a chemistry class. Despite low wages, he currently gets paid more in this country than he would in his own. DENVER, Colo. -- When a cop receives a call about a suspect with a gun from dispatch, their mind starts racing. “You start going over tactics in your mind. You start walking through the worst-case scenario, typically, of how you’re going to respond to and handle this incident,” said Don Mihalek, a former Secret Service agent. But what if that info wasn’t quite right? The person calling 911 made a mistake. That can end in tragedy. Paul Taylor is a former police officer and officer trainer. When running simulations with officers, he noticed something that caused some concern. “One of the things that I saw is that I could drastically change use of force decision making and outcomes with small pieces of information at the front end,” said Taylor. The use of force can mean a lot of things to police, but in this case, we’re talking about firing a gun. Taylor noticed if he changed some of the information officers received in the simulations, it could change the whole outcome. So, when he moved to academics with the University of Colorado Denver, he decided to test the theory. “A person appeared on the screen with their hands in their pockets, the person matched the description from the dispatch call. And after a little bit of time, a person rapidly produced a cell phone from their pocket,” said Taylor. He ran a simulation where officers responded to a trespassing call. Sometimes, they got an update saying the suspect was on a phone or they had a gun. “The group got the gun dispatch or gun update. They shot the person more than twice as often. So, when the person produced a cell phone, they shot them 62 percent of the time,” said Taylor. That’s more than twice as often as the group that got no update. Only six percent of the officers who were told the suspect had a cell phone fired a shot. “All studies have shown that eyewitnesses tends to be the most unreliable testimony, and also you need to take into adrenaline, fear, people are trying to process this dynamic situation that they’re not used to seeing,” said Mihalek. “Unfortunately, sometimes eyewitnesses may not get things 100 percent accurate,” said April Heinze with the National Emergency Number Association. Heinze works with an advocacy group for 911 dispatchers. “The intake that’s received by the callers that are in extreme circumstances is based on their emotions and perceptions. There’s a lot of adrenaline going through your system,” said Heinze. Heinze says the 911 system is 50 years old and isn’t taking advantage of new technology that could help get officers more accurate information. “You know we’re talking about texts, and pictures, and video, and two way video and things like that,” said Heinze. Taylor doesn’t disagree that witnesses give inaccurate information. “We know that, from the time we’ve been playing tin cans or telephone as a kid, that information changes as it passes between people,” said Taylor. But Taylor doesn’t want law enforcement to rely on the public getting better at reporting crimes. Instead, he wants authorities to develop policies and procedures around the human element. That means assuming that people calling 911 are going to make mistakes and learning from your mistakes. “Where we find human error, whether that’s in aviation, nuclear power plant operation, medicine, we find an opportunity to improve, but that doesn’t seem to be the case in policing,” said Taylor. 3436
Doctors are seeing more children with an illness that can look a lot like the flu or cold. It's known as RSV. It stands for respiratory syncytial virus. It comes with the typical runny nose, cough and congestion we see in the wintertime. Adults can usually get over RSV without a problem. But it can be a lot more severe for young children.“From a newborn to a 3- or 4-year-aged child, and they go to a daycare or they're exposed to other kids who have a runny nose, cough or congestion. These kids can fall sicker much more, and will have more respiratory distress and dehydration than kids who are older,” says Dr. Purva Grover with Cleveland Clinic. Respiratory distress and dehydration are what makes RSV different from the typical cold. Doctors say some of the signs include shortness of breath and difficulty breathing. Parents may be able to tell this is happening in a child if they're heavily breathing from both their nose and chest, as well as grunting noises. It's important that families see a doctor before this becomes respiratory failure. There isn't a vaccine specifically for RSV. But some doctors say they've been able to treat it with other vaccines. “There is a vaccine which is actually an antibody treatment that we give to the most vulnerable premature infants, those that are in their first year of life and were born very prematurely,” says Dr. James Gaensbauer, a pediatrics and infectious disease specialist at Denver Health. “But it's not an ideal thing, you have to give a shot every month for every five months that is typically the season.” Doctors can also do other things to treat the symptoms, like giving kids extra oxygen.RSV usually lasts about two weeks. 1707
