BEIJING, Nov. 1 (Xinhua) -- Chinese President Hu Jintao has called on Chinese women to make more contributions to the country.     Hu, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission, made the remark on Saturday when he met with the newly elected leaders of the All-China Women's Federation and some delegates to the 10th National Women's Congress.     Hu said Chinese women have made extraordinary contributions to the progress of the nation's civilization and economic growth, from the revolutionary wartime to the current socialist construction and reform.     The President said Chinese women deserved the title of "half of the sky", which means women could play an equal part as men in society.     Hu Jintao called on the Chinese women to make more contributions to the country's economic, social and cultural constructions and pursue scientific methods of education to cultivate their children.     Women should also strive to create a harmonious family environment to make contributions to the stability and harmony of the whole society, he said.     The President also urged female leaders and women's organizations at all levels to pay more attention to women's interests, and make all-out effort to serve them.     The Party organs at all levels should be fully aware of the great importance of women's roles and thoroughly carry out the country's policy of gender equality by creating more opportunities for women.

Premier Wen Jiabao is in Russia for a visit.     "Currently, women account for 45.4 percent of China's total employed population," said All-China Women's Federation (ACWF) Deputy-Chairwoman Huang Qingyi, who delivered a work report on behalf of the ninth ACWF Executive Committee.     Huang said there were nearly 700,000 women models working in various circles who had greatly inspired people.     Exemplar women included Ren Changxia, a late policewoman in central Henan Province who devoted herself to her police career and died of fatigue at 40, and Song Yushui, a judge in a Beijing district court who has long been engaged in handling cases involving economic and intellectual property rights issues.  BEIJING, Jan. 4 (Xinhua) -- Major Chinese lenders are expanding a preferential policy on house loan interests to cut the burden of the country's home buyers hit by the spreading financial crisis.     For individuals who bought houses on mortgage lending before Oct. 27, 2008 and have not paid off the loans, their credit interest rates could be reduced to 70 percent of the benchmark rate from the previous 85 percent, customer service staff of several banks told Xinhua on Sunday.     The discount will be available for Beijing, Shanghai and Qingdao clients of the China Construction Bank after their applications go through default record checks.     The Bank of China branch in Shanghai is also providing the preference but the Beijing branch keeps the rate unchanged.     The Industrial and Commercial Bank of China, the country's largest lender, and the Agricultural Bank of China are also making specific rules for similar rate discounts.     China's central bank announced in October it would reduce the lower limit of interest rates on individual house loans to 70 percent of the benchmark credit rate from 85 percent, starting from Oct. 27 last year.     The move was viewed as a stimulus to the flagging property market but it has been unclear whether house mortgage deals before that date can enjoy the favor.     Under the rate discount, home buyers with a 500,000-yuan (73,500 U.S. dollars) bank loan to be paid off within 20 years can save nearly 60,000 yuan of interest, analysts estimate.

ALGIERS, Nov. 4 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo held talks Wednesday with Abdelaziz Ziari, speaker of the Algerian National Assembly, on issues of common concern and they agreed to boost bilateral relations and cement cooperation between the two parliaments.     China and Algeria always handle the bilateral relations from a strategic perspective, said Wu, chairman of the Standing Committee of China's National People's Congress (NPC), highlighting that the relations have endured the test of time since the two countries established diplomatic relations 50 years ago.     Wu expressed his appreciation of Algeria's adherence to the one-China policy, noting that China respects the choice Algerian people have made on path to develop their own nation.     China feels satisfied with the current bilateral cooperation especially with the two-way collaboration at multilateral occasions on issues of UN reform, human rights and anti-terrorism, he said.     Wu offered a four-point proposal to promote China-Algeria relations: firstly, maintain high-level exchange and increase political mutual trust; secondly, expand the substantial cooperation especially in infrastructure, agriculture and energy for mutual benefit; thirdly, intensify the exchange on humanitarian issues to carry out the traditional friendship; and lastly, strengthen coordination with an aim to safeguard the common interests.     Ziari, for his part, called Wu's visit to Algeria "a big event "for the bilateral relations and "a symbol" marking a higher level of the inter-parliamentary cooperation.     The speaker agreed with Wu's views on the bilateral relations and recalled the fact that China was the first non-Arab country who recognized Algeria's independence and forged the diplomatic relations with it, while expressing his gratitude to China's assistance to Algeria's national development. Wu spoke highly of the bilateral relations, saying the ties between the two nations are "in their best time."     Wu said the good political relations should work effectively to promote the development of the trade cooperation, pledging that China would make concerted efforts with Algeria to step up cooperation with mutual benefit and give a fully play to the two business communities especially on some big projects which could help push forward the overall development.
