SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer, Police Chief David Nisleit, and city councilmembers announced Monday that police would stop the use of a hotly criticized use-of-force technique.Nisleit says he will direct officers in a memo Tuesday to end the use of the carotid restraint procedure, following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."According to the City of San Diego, the department joins a growing number of agencies throughout the nation that have halted the use and training of the carotid restraint. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, Tazers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis."Councilmember Monica Montgomery applauded the move as a much-needed first step in action to provide police reforms.“I am thrilled with this tangible action taken by Mayor Faulconer and Chief Nisleit to ban the use of the carotid restraint. The in-custody death of George Floyd, that sparked nationwide outrage and protest, has further underscored the need for accountability and transparency measures," Montgomery said. "Community organizations, such as the Racial Justice Coalition, the NAACP and the Coalition for Police Accountability and Transparency have long advocated for the ban on this — sometimes deadly — use of force."Mayor Kevin Faulconer has also directed three city advisory bodies to hold emergency meetings to discuss the strengthening of community and police relations. SAN DIEGO (KGTV) — San Diego Lifeguards and firefighters responded to Blacks Beach on Sunday to rescue an injured paraglider from a ravine.The 27-year-old woman, who is a pilot, was teaching an advanced training course for paragliding when she lost lift and her parachute collapse, according to lifeguards.Witnesses told lifeguards that the woman tried to brace her impact with her legs as she landed into a ravine next to a popular trail called "Citizens Trail."Lifeguards say the woman was far from the trail when she landed and San Diego Fire-Rescue was called to perform a technical rescue to lift her up the trail.The pilot was taken to a nearby hospital, though the extent of her injuries was not clear, lifeguards said. 734

SAN DIEGO (KGTV) - San Diego Police are looking for more possible victims of a Balboa Park street performer suspected of multiple sexual assaults. Luis Martinez-Haaz, 22, was arrested May 3 in relation to several open cases from April, officers said.Police said Martinez-Haaz worked as a street performer and dancer in Balboa Park, and would often approach women after his shows. He convinced them to walk to isolated areas where he would sexually assault them, investigators said. San Diego Police Sex Crimes Unit detectives are searching for any additional victims or people with information related to the cases. Martinez-Haaz is 5’7” and 145 pounds with short brown wavy hair. SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday announced new limitations on public gatherings, as well as bar closures and restaurant restrictions. In the announcement, Faulconer echoed an declaration made earlier in the day by county health and elected officials. During that news conference, county officials announced that they would legally enforce new public health orders over COVID-19. Faulconer said he signed an executive order forcing all bars and nightclubs to close to the public. "This is not optional, this is mandatory," Faulconer said. The measures don't apply to grocery stores or restaurants located inside nursing facilities. All city public buildings will also be closed to the public. During the news conference, Faulconer discouraged residents from attending any non-essential gatherings. The order takes effect at 11:59 p.m. Monday and will last through March 31, unless otherwise extended. The city is set to maintain police, fire, water, trash and sewage services.
