SAN DIEGO (KGTV) — A preliminary 6.6-magnitude earthquake that hit near Ridgecrest was felt throughout Southern California on Independence Day.The earthquake was recorded at about 10:30 a.m. Thursday between Ridgecrest and Searles Valley, in San Bernardino County, according to the United State Geologic Survey (USGS). The quake had a depth of about 5.4 miles.USGS later lowered the preliminary shake-up to 6.4.RELATED: Why didn't San Diego get an alert after July 4's earthquake?Ridgecrest city officials say 87 aftershocks have been recorded following the quake. Several more aftershocks are expected in the next couple of days, according to USGS seismologist Dr. Lucy Jones.Before the earthquake, USGS also recorded two earthquakes measuring 4.0 and 2.2 in San Bernardino County.Here in San Diego, numerous locals, from downtown San Diego up to Oceanside, reported to 10News that they felt the quake. The San Diego County Fair halted rides Thursday for safety inspections after the earthquake, before reopening. USGS "Did you feel it" responses were reported throughout the Southern California area as well.Ridgecrest press conference:Kern County Fire Department reported nearly two dozen incidents ranging from medical assistance to structure fires around Ridgecrest. Crews were also surveying highway passes throughout the city for safety.Ridgecrest Regional Hospital has been evacuated and there was some structural damage, according to Ridgecrest officials. SAN DIEGO (KGTV) -- 33 San Diego County elementary schools were honored under the Distinguished Schools Program by State Superintendent of Public Instruction Tom Torlakson Monday.The program, which returned this year after a three-year break, replaces the California Gold Ribbon Schools Program.Schools were eligible based on test scores, suspension rates and English learner progress.Among those listed: Veterans Elementary (Chula Vista Elementary District), Green Elementary (San Diego Unified School District), Garfield Elementary (San Diego Unified School District), Monterey Ridge Elementary (Poway Unified), Ocean View Hills (San Ysidro Elementary), and Solana Pacific Elementary.“These schools implement outstanding educational programs and practices that help California students realize their potential, and put them on the path to achieve their dreams,” Torlakson said.“Every day at these schools, teachers, administrators and classified employees, working with parents, apply their dedication, creativity, and talents toward providing a great education for all their students.”According to the California Department of Education website, California is using a multiple measures accountability system to identify eligible schools based on their performance and progress on the state indicators as specified on the California School Dashboard. SAN DIEGO (CNS) - The San Diego Unified School District has started voluntary COVID-19 testing for students and staff at several elementary schools, under a partnership with UC San Diego Health, it was announced today.The testing initiative is designed to help to keep students and staff safe while expanding in-person learning amid the pandemic. The reopening strategy was developed in collaboration with UCSD infectious disease experts, according to SDUSD Superintendent Cindy Marten.``The end of the COVID-19 crisis is now in sight with the development and delivery of a safe and effective vaccine, and that has given us all cause to hope,'' Marten said. ``In the meantime, we are doing everything we can to continue operating safely despite the worsening infection rates in our community. That is why testing is essential.''San Diego Unified's testing plan was announced in November, and the Board of Education voted then to authorize an initial million investment in the testing plan, which includes a joint laboratory services testing agreement with UCSD Medical Center. The board will consider ratifying that agreement Tuesday.Eventually, the testing program could be expanded to include all 100,000 students within the district and its more than 10,000 staff members. ``Scientific models from our colleagues at UC San Diego show we can prevent 90% of all transmissions on campus with effective testing every two weeks,'' Marten said. ``That level of protection will not only help us reopen schools; it will help us keep them open, and avoid the back-and-forth, open-and-shut problems that have plagued other school systems.''Free COVID-19 tests will be available to students and staff at 10 district campuses this week -- Rolando Park, Penn, Foster, Gage, Mason, Vista Grande, Dingman, Jerabek, Hearst and Benchley Weinberger elementary schools -- with additional testing to be offered from Jan. 4-15.The goal is to test every student and staff member every two weeks, starting with those on campus for the first phase of school reopening.``The implementation of COVID-19 testing is an important tool for district campuses in identifying and limiting the spread of the coronavirus,'' district physician Dr. Howard Taras said. ``Although voluntary, I strongly urge student and staff participation in the testing program for their health and the health of others.''The campuses were selected based on generally higher local case rates of community infections, combined with student and staff participation rates in appointment-based learning.The tests will be administered in campus auditoriums and multi-purpose rooms by medical professionals from UCSD Health in conjunction with staff members from the district's health office. The procedure, which takes about 15 seconds, involves swabbing both nostrils. Swabbing a mouth or a nose is quick and easy. And it can ultimately help save lives.''Test results will be available about 24 hours following the test. Those who test positive for COVID-19 will not be re-tested for 90 days``Even after the vaccine rolls out this winter, I anticipate that testing will remain an important tool for schools,'' Taras said. ``I do not anticipate that school-age children will be offered the vaccine for many months after the vaccine is available to adults.``There is very little research on the effectiveness of this vaccine on children under 12. SAN DIEGO (KGTV) - A family wants the Governor of California to keep the man who murdered three San Diego State professors behind bars. Frederick Davidson was sent to prison in 1997 for three consecutive life sentences without parole after he gunned down his three engineering professors Chen Liang, Preston Lowry, and Constantinos Lyrintzis.The San Diego County District Attorney’s Office recently notified the victims’ families that Davidson applied for executive clemency.“Just asking for clemency?  Out of what?  On what grounds?” asked a distraught Esther Alonso, Lyrintzis’ sister-in-law.  Lyrintzis was married to her sister, Deana Alonso, and the couple had a young daughter.A District Attorney’s Office spokesman said the DA’s office already filed a letter opposing Davidson’s request.Alonso told 10News she could not believe Davidson would request clemency.  Alonso said the family agreed to not seek the death penalty in 1997 if Davidson agreed to plead guilty and go to prison for life without parole.“How can they tell them 20 years later that the deaths of their husbands and their fathers…that this guy has more rights than they do?” asked Alonso, a professor at Southwestern College. “I don’t understand a system where that is even possible.”Alonso created a Change.org petition directed at Governor Jerry Brown asking him to deny Davidson’s request.The DA’s spokesman said their office opposed more than 50 clemency requests last year and none of those requests were granted.  The spokesman added there is no deadline for Governor Brown to respond or send it to a hearing. 1627

SAN DIEGO (KGTV) - A former Yuma Police officer testified Tuesday in his trial for the rape of a woman in Kensington.Jared Elkins, 34, raped his wife’s cousin after a family gathering at her home on Marlborough Drive last year, prosecutors said. The group had been out to dinner, then watched a movie while drinking beer and wine at home.She testified last week, saying she didn’t yell during the alleged attack because Elkins threatened to kill her. His wife was asleep across the hall at the time.After the encounter, the woman said she ran into her mother’s room for help, and they both escaped out a window.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Police said Elkins told them that the sex was consensual and the rape charges were made out of guilt.Elkins told the jury the alleged victim started flirting with him after everyone else went to sleep.“There was mutual flirtations between the two of us and we were being adults,” said Elkins, who testified the woman was “cuddling, almost snuggling” with him.“She said yeah, it was surprising to me; I was excited a younger attractive woman, you know, it kind of confirmed everything on the couch,” Elkins said.Elkins resigned from the Yuma Police Department in 2017. He is facing nine felony counts including forcible rape and could serve 14 years in prison if convicted.City News Service contributed to this report. 1462
