SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) - Last month, investigators arrested a 72-year-old man suspected of being the Golden State Killer. It could be the dramatic end of a four decades old search for the suspect.Which got us thinking, whatever happened to the cold case of the “Geezer Bandit” who may not even be a senior citizen anyway? And, could advanced technology ever help find him?He was the most elusive senior citizen during a two-year crime spree. The bank robber the FBI nicknamed the “Geezer Bandit” because of his geriatric appearance.The “Geezer”, who may have been a much younger person using a professional grade prosthetic mask, robbed 16 banks from San Diego to San Luis Obispo from 2009 to 2011. 11 of those robberies happened in San Diego County. “Profiling as you understand now is a pretty big spectrum,” says Jack Hamlin.Hamlin is a Professor at National University and professional criminal profiler. We asked him how this person, seven years later, has become the modern-day D.B. Cooper and why he, or she, would simply vanish.“We have an expression in law enforcement, we only catch the dumb ones,” says Hamlin.The “Geezer” was one of the best. Performing almost mistake free and seemingly very sophisticated. The mask may not have been his only disguise, and he was said to wear gloves, there was no known getaway vehicle, the robberies were during off-peak hours and with little security. And five of his robberies were on a Friday, payday. So, we asked the question, ‘Is it possible this person had some law enforcement training?’“It’s certainly somebody that understands how things work,” added Hamlin.  “These robberies weren’t random. He’s figured out a time when security is low; he’s figured out a time when there’s going to be plenty of cash, Friday.”The “Geezer developed a cult following with thousands of followers on Facebook. T-shirts are still available celebrating ‘Geezer Bandit for President.’ But his last robbery was December of 2011. That's the only time a dye pack was used, exploding and making the money useless, and possibly his disguise too. We haven’t heard from the “Geezer” since.“I don’t see this person suddenly having an epiphany and saying, ‘It’s over with. I don’t need to do it anymore,’” says a skeptical Hamlin.Hamlin says people like this need the rush and rarely just quit. But the one mistake the “Geezer” made on that final robbery was dropping a day-planner which he carried as part of his disguise. If it holds his DNA, Hamlin says there may be an option to use a genealogy website like investigators did to catch the person they believe is the Golden State Killer.“Now you’ve got this public DNA base, and if there is some way they can tap into that, um, the skies the limit on some of these cases,” says Hamlin.UPDATE: The FBI tells 10News there has been no change in this case since the last attempted robbery in 2011. SAN DIEGO (KGTV) -- Many Black female voters in San Diego voters are celebrating Joe Biden’s decision to choose California Sen. Kamala Harris as his running mate.“This is a historic moment. I’m excited that I’m alive to see this happen,” said Ellen Nash, the chair of the San Diego chapter of the Black American Political Association of California.“All along that was the right choice,” Nash told ABC 10News. “I’m honored that she’s there to represent Black women and the Black vote. For Joe Biden to honor us by selecting her as his VP is the greatest historic moment.”Many Black voters wrote to Biden, urging him to choose Harris.Nash said having Harris as the first Black and Asian American woman to appear on a major party’s presidential ticket gives women of color a voice.“It was just a moment of relaxation and celebration,” said Nash. “She is prepared, skilled, and credentialed.”But does this choice possible boost Biden’s chances of winning this election? Dr. Kyra Greene, the executive director at the Center on Policy Initiatives, said Harris would bring new life to this race while appealing to a wide range of voters.“She’s young enough to attract young folks but old enough to show experience and to be taken seriously,” said Greene. “I think it will help with women who were disappointed not to see other women advance further in this race, and I also think it will help with Black voters.”“I think Senator Harris speaks to people who are interested in change because she herself has gone through an evolution on these issues,” she said.Greene said the decision not only makes history but will reenergize some of the most politically engaged San Diegans. 1678

SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Senator Bernie Sanders tried unsuccessfully in 2018.“A federal holiday does not guarantee that your employer is going to close. And they’re expensive. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them.
