SAN DIEGO (KGTV) -- San Diegans welcomed spring Tuesday as a storm raced towards Southern California. It's expected to be a pleasant and warm day with a mix of sun and clouds for San Diego County, but this is merely the calm before the storm. The latest predictions from the National Weather Service show that the storm could dump anywhere between a quarter of an inch to as much as three inches of rain in parts of the county. RELATED: Mandatory evacuations issued for Santa Barbara County ahead of winter stormAs far as timing, the first storm of the spring should fall over San Diego Thursday afternoon into the overnight hours. The public can get free sand and bags, or free bags, at locations around San Diego County. SAN DIEGO (KGTV) - San Diego County residents grabbed umbrellas and raincoats Wednesday as a cold storm system brought showers, flooding, winds, lightning, and snow to Southern California. Wednesday will be cooler and windier, with the heaviest rain and threat of flooding between 11 a.m. and 3 p.m., according to 10News meteorologist Megan Parry. A Flash Flood Watch was in effect Wednesday until Thursday at 1 a.m. for the coast and mountain areas. Anyone in need of sandbags to prevent flooding can get them for free through the County of San Diego or City of San Diego. About 4 p.m., lightning strikes forced the California State Parks rangers to close Carlsbad state beach for safety.Check the 10News Pinpoint Doppler Live radar Thousands of people lost power around San Diego County Wednesday. The largest outages were in Chula Vista and Bonita, with some 4,300 customers out of power, and Oceanside, with 555 customers out of power. SDG&E's website listed the cause of many outages as being under investigation, and did not say whether the outages were related to the weather. Restoration times varied for the affected customers. See the SDG&E outage map here.The power outages affected the San Diego Trolley's Blue Line service at the H Street station in the South Bay, the MTS reported on twitter. The issue was resolved within an hour.Chula Vista Police notified the public that some traffic signals throughout the city are off due to the outage. The Norman Park Senior Center is also closed for the remainder of the day Wednesday. A Beach Hazard Statement was also in effect until noon Thursday due to waves up to 8 feet and dangerous rip currents. County environmental health officials issued a water contact advisory for beaches and bays due to bacteria from runoff. While many coastal outlets are posted with permanent metal warning signs, additional temporary signs are not posted for general advisories. Snow levels will drop to around 5,000 feet today and several inches of snow are expected by Thursday night, according to City News Service. San Diegans can find housing and meals at Father Joe's Villages and Connections Housing Downtown thanks to the San Diego Housing Commission and City of San Diego. Shelter is provided when temperatures dip below 50 degrees with a chance of rain, or below 45 degrees with no precipitation.SeaWorld San Diego was closed Wednesday but park officials anticipated reopening Thursday.While the weekend should be sunny and dry, more wet weather could be on the way. SAN DIEGO (KGTV) — San Diego Lifeguards and firefighters responded to Blacks Beach on Sunday to rescue an injured paraglider from a ravine.The 27-year-old woman, who is a pilot, was teaching an advanced training course for paragliding when she lost lift and her parachute collapse, according to lifeguards.Witnesses told lifeguards that the woman tried to brace her impact with her legs as she landed into a ravine next to a popular trail called "Citizens Trail."Lifeguards say the woman was far from the trail when she landed and San Diego Fire-Rescue was called to perform a technical rescue to lift her up the trail.The pilot was taken to a nearby hospital, though the extent of her injuries was not clear, lifeguards said. 734

It also has a staggering number of veterans who don’t have a place to liveAnd, even more alarming is the number every year who take their own lives.As ABC 10News Anchor, Kimberly Hunt explains…a non-profit in San Diego lead by, and staffed by, veterans is looking to change that.There are an estimated 1,100 homeless vets on the streets of San Diego. Statistically they commit suicide at a rate of 1.5 times higher than the general population.Kyle Drake is president of Cammies and Canines Sanctuary… a veteran owned, faith bases non-profit helping veterans by providing, among other things transitional housing, structure, and therapy.On this sprawling ranch in Dulzura, they’re given an opportunity.But Cammies and Canines Sanctuary under the importance of companionship. It pairs each veteran with a rescue dog which has been schooled by their master trainers as a service animal.Kyle’s construction company builds tiny homes on the property for each vet to have a sense of place. Tony’s pest control company, Mosquito Joes trains interested veterans to work in the pest control industry, and everyone is given a sense of responsibility and respect. SAN DIEGO (KGTV) - San Diego Police are investigating an alleged attack on three women in hijabs in Little Italy as a possible hate crime. The incident happened around 12:45 p.m. Sunday on Columbia Street near Beech.Three women in hijabs were walking under scaffolding when a man approached from the other direction. Despite one woman moving to give him room, witnesses say 50-year-old Kyle Allen lunged his shoulder into one of them. "Fists started flying, and it was his fists. He started swinging at the women, trying to hit the woman that he almost knocked down, but he ended up hitting one of the other women," said a witness named Amy, who called 911 during the altercation. A hijab is a headscarf worn by some Muslim women. Amy, who asked us not to use her last name, said she also saw Allen rip off one of the women's hijabs from her face. "As I got closer I heard him calling her names and telling them to go back to where they came from," Amy said. Cell phone video shot after the incident showed Allen, going back and forth with bystanders. He ultimately walked to his high rise apartment around the corner. Witnesses followed him and pointed police in his direction.A San Diego Police spokesman told 10News that Allen greeted officers at his unit with a handgun that had a silencer. He was arrested without incident on firearms, battery, and criminal threat charges. Calls and texts to Allen's phone were not immediately returned. Two police officers were staged on his floor inside his building, but he was not there. Allen is scheduled to be arraigned Oct. 21. 1583
