"It is not surprising that in each of the meetings, the issue of Taiwan came up. It is clearly a fundamental issue with China," he said. Asked about the possibility of a conflict over Taiwan, he said: "I believe there are good faith efforts among all the leadership to prevent that." Pace said he had repeated US President George W. Bush's position that the US leader "would not support Taiwan independence" and that Washington wanted the issue to be handled peacefully. Pace's visit follows a US announcement last month that it plans to provide over 400 missiles to Taiwan.China's military is proposing officer exchanges and other confidence-building measures with the US Army and may be inching closer to setting up a "hotline" for emergency communication with Washington, according to Pace. Pace said he immediately agreed to study the proposals put forward Friday by Gen. Liang Guanglie, chief of the PLA's General Staff Department. "To me this was a very good, open discussion and one that I found very encouraging," Pace told reporters in Beijing. Liang's proposals included sending Chinese cadets to the Army academy at West Point as well as participating in joint exercises and humanitarian and relief-at-sea operations "that might be able to build trust and confidence amongst our forces." Military exchanges were largely suspended following a collision between a US spy plane and a Chinese jet fighter over the South China Sea in 2001.  Pace said the sides agreed to keep discussing setting up a "hotline" between either military or civilian leaders that would help ease any future friction. "The Chinese military understands as well as I do that the opportunity to pick up the phone and talk to somebody you know and smooth out misunderstandings quickly is a very important part of relations between two countries," Pace said.

China Railway Construction Corp. (CRCC), the country's leading rail builder, may raise as much as 22.25 billion yuan (3.1 billion U.S. dollars) in its initial public offering (IPO) in Shanghai.     In a statement to the Shanghai Stock Exchange late Sunday, the state-owned company said it has cut the number of A shares it is offering to 2.45 billion from 2.8 billion after reconsidering its capital demand.     The 2.45 billion shares represent 23.44 percent of CRCC's outstanding capital. The firm had built nearly 34,000 kilometers of rails by the end of 2006, more than half of all the rail links built nationwide since 1949.     On Feb. 14, CRCC was given green light by the China Securities Regulatory Commission to issue no more than 2.8 billion A shares on the Shanghai Stock Exchange.     The IPO price range was set between 8 to 9.08 yuan and it translated into 26.92 to 30.56 earnings multiples after the domestic share sale, according to the statement.     The company would start to receive from institutional investors orders for its 612.5 million shares, or 25 percent of the offering, on Feb. 25 and 26. The retail investors would be able to subscribe for the remaining shares on Feb. 26, the statement noted.     CRCC also planned to sell no more than 1.71 billion H shares in Hong Kong.     The company established its name by building the Qinghai-Tibet railroad, Shanghai maglev rail line and the Beijing-Kowloon railway. It also took the largest share in the bidding for the construction of the express railway linking Beijing and Shanghai.     Its total assets amounted to 155 billion yuan (21.7 billion U.S. dollars) by the end of November 2007, with net profit reaching 2.8 billion yuan (391.8 million U.S. dollars).

BEIJING - China said Monday it will use global positioning satellites to ensure food safety at the Beijing Olympics as it steps up efforts to blacklist manufacturers who violate safety regulations. Wang Wei, an executive vice president of the Beijing Olympic Committee, said the high-tech system will monitor food production, processing factories and food hygiene during the games to make sure healthy food is delivered to the 10,500 athletes residing in the Olympic Village. Food products will be affixed with an "Olympic food safety logistics code" and transportation vehicles will be tracked using global positioning satellites, Wang said. He did not provide further details of either plan. "The whole process will be monitored from the start of production through transportation to the end users," Wang said. "We are very confident about ensuring food safety in Beijing." Wang said extra measures would also be taken to ensure food safety for the general public. "During the games some special monitoring mechanisms will also be applied to monitor restaurants and public food sellers to let people know how they can buy safe food," he said. In a separate announcement, Beijing-based Qianxihe Food Group, an Olympic sponsor, said it had begun selling a hormone-free line of pork for the games, a company official said. The company's pigs have been fed food without hormones and are part of the "Olympics Special Supply Pork" range, which will be consumed by athletes and can be bought in supermarkets by ordinary citizens, said the official, who would give only her surname Tong. China's input into education is kept increasing in recent years, with more to be injected into the fundamental career, the government said on Sunday.A senior official with the Department of Education, Science and Culture of the Ministry of Finance, said in an interview with Xinhua on Sunday that education has been listed as the priority area for the central government to increase input in the coming years.The official's words echoed what the Chinese President Hu Jintao said on August 31. The president delivered a speech to more than 100 model teachers from all over the country, marking China's 23rd Teachers' Day which falls on September 10.President Hu stressed that education should be developed in priority to help train more professional and skilled people for the building of a well-off society in an all-round way and propelling of socialist modernization, and vows to support the development of education with more fiscal input.Statistics with the Ministry of Finance said that China's fiscal budget on education in 2007 reached 646.1 billion yuan (US billion), 105.3 billion yuan (US.9 billion) more than that of the previous year, up 19.5 percent year-on-year, higher than the 15.7 percent growth rate of national fiscal budget.In the first half of 2007, China's input into education within the budget has increased over 30 percent in comparison with the same period of last year, according to the ministry.The ministry said China is improving its national input mechanism on education, with the input kept increasing in the past years.During the tenth five-year plan period between 2001 and 2005, China's input on education within the budget totaled 1.5 trillion yuan (US0.4 billion), increasing 1.22 times that of the input during the ninth five-year plan between 1996 and 2000, realizing an annual increase of 17.63 percent.According to the ministry, this year, the increased government input into education will be used in four aspects, namely the rural education, subsidy to poor students, high-schools and colleges, and vocational education.On the basis that the country exempted students in rural areas of western and middle China from tuition and miscellaneous fees related to nine-year compulsory education last year, the same has been applied to the total of 150 million rural students of the whole country this year.The ministry said that in the coming years by 2010, the newly added input from both the central and local governments used on reforming the rural education input mechanism will reached 218.2 billion yuan (US.9 billion), including 125.4 billion yuan (US.6 billion) from the central government.The government also started to improve its subsidy system since the fall semester this year, a move to improve education equality. The system will benefit about four million students from the 1,800 high-schools and about 16 million students from 15,000 vocational schools.To buildup the five-class subsidy framework, the government will input 15.4 billion yuan during this fall semester, with the input to be doubled to 30.8 billion yuan next year. The ministry said the annual input from the government on the improved subsidy system will reach 50 billion yuan in the future.In addition, the Chinese government has also input nearly 40 billion yuan to improve the teaching quality of the high-schools, so as to help China's high-schools listed among the world's top-level schools.To train more professional and skilled talents in the coming years, the central government also planned to input a total of 14 billion yuan on the development of vocational education in the 11th five-year period. The fund will be used to set up more training bases for the vocational schools and further improve teaching quality of those schools.
