SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Solana Beach is now turning its attention to its 117-space Distillery Parking lot across from Fletcher Cove. The City Council could vote Wednesday to send out a new request for proposals to turn that lot into a 20-unit complex. SORRENTO VALLEY, Calif. (KGTV) - A Marine veteran suffered major injuries after a wrong-way driver crashed into him on I-5 early Saturday morning.Friends have identified the victim as Luis Maldonado. He was transported to Scripps Memorial Hospital La Jolla. His service dog Jax, who was also in the car, was taken to an animal hospital and is expected to survive.The wrong-way driver died at the scene. California Highway Patrol suspects he was under the influence of alcohol. He has not been identified.Maldonado's friends have set up a GoFundMe account to help pay for the mounting medical costs.  622

Southwest Airlines will look less like a zoo.Passengers will be allowed to bring only cats and dogs on board as emotional support animals beginning in September, and only one per customer. The animals must be on a leash or in a carrier at all times.Southwest says passengers will need to present a letter from a doctor or licensed mental health professional on the day of departure.The airline will also limit the types of trained service animals in the cabin. Only dogs, cats and miniature horses will be allowed. Service animals are specially trained to help people with disabilities.Fliers have become increasingly bold in bringing animals on planes.In January, a woman reportedly tried to board a United Airlines flight with an emotional support peacock. Delta says passengers have also flown with "comfort turkeys, gliding possums known as sugar gliders, snakes, spiders and more."Since the beginning of the year, American Airlines, JetBlue, Delta and United have all introduced rules similar to Southwest's.The airline industry has called on the Transportation Department to update its guidelines for animals on planes. SEOUL, South Korea — South Korea's spy agency has told lawmakers that North Korea executed at least two people, banned fishing at sea and locked down its capital as part of frantic anti-coronavirus steps.South Korean lawmakers cited the country's National Intelligence Service as saying that North Korea executed two top officials earlier this year. One of those killed was a high-profile money changer who North Korean leader Kim Jong Un held responsible for a falling exchange rate amid the pandemic. The second official was executed for violating government regulations that restrict goods being brought into the country from abroad.In addition, Kim recently placed Pyongyang and Jagang province under lockdown as COVID-19 spreads in the country. He's also banned fishing and salt production at sea to "prevent seawater from being infected with the virus," lawmakers said.Kim has also ordered diplomats overseas to refrain from any acts that could provoke the United States because it is worried about President-elect Joe Biden's expected new approach toward the North.One lawmaker cited the agency as saying North Korean leader Kim Jong Un is displaying excessive anger and taking irrational measures over the pandemic and its economic impact. 1255
