ESCONDIDO, Calif. (KGTV) -- San Diego neighborhoods are getting a step ahead of crime. One Escondido HOA is the latest to install license plate reader cameras. Drivers entering the Kent Ranch HOA in Escondido are now greeted by high-tech license plate readers. According to the creators of the tech, the cameras help police solve an average of two to three cases a day nationwide. The cameras don’t have facial recognition, only the ability to identify the car. Critics of the technology worry the data could be abused and is an invasion of privacy. The HOA did hear from some residents about privacy concerns, but believed public safety outweighed the concerns. Residents can request their vehicle not be captured by the cameras. 739

ENCINITAS, Calif. (KGTV) -- A girl who disappeared from Moonlight Beach Tuesday afternoon was found safe in San Marcos. According to lifeguards, the 14-year-old girl’s family called to report her missing just before 5 p.m. Just before 6 p.m. the San Diego County Sheriff's Department said the young girl was located in San Marcos. It's unclear at this time what the girl was doing in San Marcos, but the department said family members were traveling to the city to pick her up. 487

So, it's certainly a question that gets asked a lot in my wife's pediatric practice, as well,” said Dr. Kenny Banh, an emergency room physician and assistant dean of undergraduate medical education at UCSF-Fresno. “I have to say, I don't want to give a blanket answer, because it really depends on where you are and what the numbers are."Dr. Banh says there are ways to trick-or-treat this Halloween, but you first have to look at your local city and county ordinances."There’s simple things of just maintaining the guidelines. How do you do a mask? There are ways to incorporate masks in a costume and make sure we make or get costumes with masks integrated into them and trying to maintain social distancing,” suggested Dr. Banh. “The good thing about candy is years ago we moved away from homemade candies. Almost all candy is packaged already, so that’s helpful.”Still, limiting the number of people who touch the candy is a good idea along with wiping down the packaging.If you're wanting to pass out candy this Halloween, it's best to do it with a mask on and try to limit the number of trick or treaters handling the candy."Some recommendations are prepackaged candy, give little candy gift bags people can grab as they get by, instead of having kids reach in with their hands and grabbing a bunch of stuff, or you passing out with gloves or getting tongs and just dropping them into or getting a scooper letting kids drop it in," said Dr. Banh.Dr. Banh's biggest concern is with Halloween parties."Having Halloween parties and getting kids from the neighbors or friends all together, that’s really different than you as a nuclear group going as a family going out trick-or-treating and doing it safely,” said Dr. Banh. “Trying to understand that we’re finally making some ground in many states and we can easily go backwards. ENFIELD, Ct. – An officer shot and killed a pit bull that police say violently attacked a woman in Connecticut on Tuesday.The Enfield Police Department says the officer was investigating a call at about 4:30 p.m. when he observed the large dog attack the woman.As the officer ran over, the dog continued to bite the woman’s foot, causing severe lacerations and tissue damage, the department said in a statement.Police say the dog’s owners were able to briefly stop the dog from attacking the woman by pouring hot water on it, but the animal then lunged toward to victim’s neck, bit her again and begun to pull her back into the front yard of the property from the sidewalk.The officer then “dispatched” the dog to avoid further injury to the woman, according to the department.The woman was treated by EMS personnel at the scene, but her current condition and the severity of her injuries are unknown at this time.In their statement, the department stressed that actions like killing the dog are taken only under extraordinary circumstances.“This outcome, while unfortunate, appears to have been unavoidable, in an effort to protect the female victim from any further harm or additional injury,” wrote police.A supervisory review of the incident is ongoing. 1265

(KGTV) - April is Child Abuse Prevention and Sexual Assault Awareness month in America.To mark the importance of the issue, Palomar Medical Center in Escondido placed 891 pinwheels outside their facility. Each pinwheel represents a child abuse or sexual assault survivor interviewed by the hospital's Forensic Health Services department in 2017.Centers around the country have placed pinwheels at their locations to bring awareness to the issue.The National Sexual Assault Hotline is available by phone 800-656-HOPE and online here. 568
