CALEXICO (CNS) - The federal government today broke ground on the first border wall replacement project awarded under President Donald Trump.Customs and Border Protection is replacing a 2.25-mile section of border fencing constructed in the 1990s using scrap metal with a 30-foot-high bollard-style wall just south of downtown Calexico. The project covers an area west of the Calexico West Port of Entry, according to the agency.This project ``is one of Border Patrol's highest priority projects,'' according to a CBP statement ``Although the existing wall has proven effective at deterring unlawful cross-border activity, smuggling organizations damaged and breached this outdated version of a border wall several hundred times during the last two years, resulting in costly repairs.'' 794

CAMP PENDLETON, Calif. (KGTV) — One man was killed early Thursday after his vehicle overturned and he was thrown from the vehicle in the North County.The crash occurred just before 5 a.m. on southbound Interstate 5, south of Basilone Rd., according to California Highway Patrol. CHP believes the 40-year-old driver of a Toyota 4-Runner was traveling southbound when for unknown reasons, he left the roadway. The vehicle overturned and the man was thrown from the SUV.CHP, Camp Pendleton Fire Department, and North County Transit District responded to the scene, but the man died at the scene. He was not immediately identified.Investigators said they don't believe alcohol or drugs were a factor in the crash, and are still looking into the crash. 755

CARLSBAD, Calif. (KGTV) -- People took to social media New Year's Eve after a funnel cloud was spotted over Carlsbad. According to the National Weather Service, several reports of funnel clouds were reported along the coast Monday. The organization's Twitter account shared video of the funnel cloud. Throughout the video, the cloud can be seen forming before dissipating. CARLSBAD, Calif. (KGTV) - California Pacific Airlines has canceled all of its January flights in and out of Carlsbad’s Palomar-McClellan Airport. The announcement came after the small airline had already canceled flights from December 21 through the end of the year. CPA launched in November with direct flights to Reno, Las Vegas, San Jose and Pheonix. It had been almost a decade in the making for founder Ted Vallas, who finally opened CPA after taking over a small airline with a fleet of four aging jets. But by December, the problems began. Two of the planes were taken out for repairs, creating several days of canceled flights. Operations resumed for about a week, but a few days before Christmas the cancellations began again causing passengers to scramble to find alternate routes. On Yelp, one reviewer wrote “They canceled my flight last night, and rebooked me to this morning. Then they canceled my flight this morning... on Christmas Eve!! Had to ditch this airline completely and booked a last minute Southwest flight.” Founder Ted Vallas told 10News that all canceled flights will be refunded. He said maintenance issues were still a lingering problem, but they ran into another issue as the holidays approached - a lack of pilots. Vallas said they recently let two of their pilots go. That coincided with two other crews leaving for higher paying seasonal jobs at major airlines. Without enough planes or pilots for all of their scheduled flights, they decided to cancel them across the board at Palomar-McClellan. Vallas told 10News, “Being a scheduled airline and dedicated to this community the North County, it would be better to notify people in advance that we have this pilot problem.” He said they are currently training more pilots and in the process of leasing new planes, but those won’t be available until at least February. Vallas says another one of their planes will be heading in for maintenance during their 30-day shutdown. Palomar-McClellan airport has had a history of failed airline ventures. The most recent was Cal Jet, which folded after less than a year of operations. But big changes are coming. Back in October, the county Board of Supervisors approved a plan to extend the runway, which could help make a business model for an airline more viable. For now, CPA continues to operate out of several other airports. Vallas vows to resume operations out of Carlsbad as soon as possible, but has not yet set a hard date. 2469

CALIPATRIA, Calif. (KGTV) — Six prison guards were injured during an attack by an inmate this week, leading to the use of deadly force.Calipatria State Prison inmate Douglas Compton refused to leave an "out-of-bounds" area in the prison's yard on Thursday after three officers ordered him to do so, according to the state's Department of Correction and Rehabilitation (CDCR).Compton then stabbed one of the officers in the head and face, CDCR says. Responding officers used batons, pepper spray, and other use-of-force options to try and subdue Compton.During the struggle, Compton punched another two officers.An officer in an observation tower discharged one lethal round from a rifle to stop the attack. No one was injured by the use of lethal force, CDCR says.Six officers were injured and taken to an outside hospital for treatment and released.Compton was injured and treated, before being transferred to another prison.CDCR added that two inmate-made weapons were recovered at the scene. CDCR investigators are investigating the weapons as well as the use of deadly force.Compton was sentenced to 112 years to life in prison following a 2013 conviction of second-degree murder, voluntary manslaughter with the use of a firearm and possession of a firearm by an ex-felon with the use of an altered ID. 1315
