He urged the two sides not only to step up their mutual trust, coordination in major issues in the region and around the world, but also join hands in carrying out the "belt and road initiative," and promote mutually-beneficial cooperation.
"If the SCO demonstrates that the level of cooperation between its members is sufficiently high, those who nourish plans of aggressive terrorism in Central Asia will have to think twice as they will face not a state alone but a combined power of the SCO partners," the expert said.
Also at the signing ceremony, the two sides inked a number of other cooperation agreements covering such areas as electricity, space, infrastructure, trade, energy, fiance, culture, media, technology and climate change.
The new structure includes six new departments: joint staff, political work, logistical support, equipment development, training, and national defense mobilization. There are three commissions -- discipline inspection, politics and law, and science and technology -- as well as the general office and five more: administration, auditing, international cooperation, reform and organizational structure, and strategic planning.
The ambassador recalled the commitment of Chinese President Xi Jinping who announced at the China-Africa Summit held earlier in South Africa the financial support of up to 60 billion dollars for the next three years to support Sino-African economic cooperation projects.
