SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. San Diego (KGTV)- In honor of Dr. Martin Luther King Jr. Day, hundreds are giving back in the best way they can. This morning volunteers rolled up their sleeves to clean up Balboa Park. 14-year-old Maya Hundley spent the morning planting flowers with her family at the MLK Day of Service Interfaith Project. "I think it's important any day to help out, especially today," says Hundley. "Instead of being lazy or taking it as an extra day off, you can use that time to make a difference in the world." More than 300 volunteers spent the morning cleaning up Balboa Park. "People are doing anything from planting trees and flowers to raking leaves and hauling brush," says Melissa Spence with First United Methodist Church of San Diego. The city's parks and recreation department was on hand, showing volunteers which areas needed the most care. The MLK Day of Service Interfaith Project includes Christians, Jews, Muslims, and Unitarians working together. This is the 11th year the group has come together for the event. "As people of different faiths, we recognize that God gave us this earth we're being called to care for it in the best way that we can," says Spence. Volunteers say they believe this work would have made Dr. King proud."We all look so different, but we're all helping for a common cause," says Hundley. 1330

San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt. SAN DIEGO (KGTV)  - A Marine was found dead Monday afternoon at the armory of Marine Corps Air Station Miramar, according to military officials.The Marine had suffered a gunshot wound. No foul play is suspected, according to the U.S. Marine Corps.Military officials did not announce whether the incident was a suicide or accidental firing.The Marine’s identity has not been released. He or she was assigned to the 3rd Marine Aircraft Wing.The MCAS Miramar Provost Marshal Office and MCAS Miramar Fire Department responded to the scene and are investigating the death. 580
