SAN DIEGO (KGTV) — As the federal government failed to pass a new spending measure to fund several agencies through the new year, a partial government shutdown went into effect late Friday.TSA agents in San Diego, categorized as essential employees, will return to work Saturday but without pay under the partial shutdown. They keep punting, and we're very, very tired of it. The Internal Revenue Service, NASA, and the National Park Service will likely see employees furloughed, the latter of which could be seen as San Diego's Cabrillo National Monument closed Saturday. SAN DIEGO (KGTV) -- Caltrans is alerting San Diegans of a closure that will shut down SR-163 Wednesday and Thursday nights.According to the agency, all lanes of SR-163 will close between Interstate 8 and Genesee Avenue between 11 p.m. and 5 a.m. Wednesday and Thursday nights.Caltrans says the northbound lanes will close Wednesday night and the southbound lanes will shut down Thursday night. SAN DIEGO (KGTV) — As more San Diegans are working from home during the coronavirus outbreak, more pets are finding new families — but care extends past any quarantine orders.Helen Woodward Animal Center says the center has seen an uptick in adoptions, nearly doubling normal adoption rates at the center last weekend. Many of those new pet parents came from educational backgrounds."We met professors, teachers, and counselors who had all been asked to work remotely and suddenly had lots of hours in a quiet house," said Helen Woodward Animal Center Adoptions Services Manager Dora Dahlke. SAN DIEGO (KGTV) -- Boulevard Fitness in University Heights is open for business, with a line of people wrapped around the building waiting to go inside to workout on Tuesday, even though they’re not supposed to be open.Last week, San Diego County Supervisors said the county would be cracking down on businesses that violate public health orders put into place due to the coronavirus pandemic.A gym owner in Ramona was recently charged with several misdemeanors for staying open for indoor workouts. The San Diego County District Attorney’s Office said Peter San Nicolas, owner of Ramona Fitness Center, faces five charges that each carry ,000 fines.However, at Boulevard Fitness, staff members told ABC 10News they’ve had visits from police telling them they should not be open, but nothing more.The gym on El Cajon Boulevard is limiting the number of people inside and increasing cleaning and other measures to try to limit the risk of potential virus exposure to gym members.A San Diego Police Department spokesperson said officers are responding to complaints about businesses that are open when they’re not supposed to be, but police are -- at this point -- only educating businesses that may be in violation of the health order and not physically forcing any shutdowns.San Nicolas is holding a rally in Ramona Tuesday night in hopes of getting the word out that small businesses, including gyms like his, are still trying desperately to survive -- even if, in some cases, it means facing charges to stay open. 1526
