BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, Friday published the newly adopted regulations on expropriation of houses on state-owned land and compensation.The new rules, which took effect upon the issuing, took the place of the 2001 regulations on administration of the housing demolition and relocation in cities.The new rules specifically stated that neither violence or coercion may be used to force homeowners to leave. Nor could measures, such as illegally cutting water and power supplies, be used in relocation work.The new rules also banned land developers' involvement in the demolition and relocation procedures, as well as demolition by local governments without court approval.Moreover, the new regulations ensured fair prices for homeowners by providing that compensation for expropriated homes should be no lower than the sum of the market price of similar properties at the time of an expropriation.The regulations were first reviewed at a State Council executive meeting in December 2007. Later, public opinion was twice sought in 2010 after revisions had been made to the regulations.An executive meeting of the State Council Wednesday gave in-principle approval to the regulations.

"Engineers need that time to troubleshoot an issue that resulted in today's launch scrub."During Friday's countdown, engineers detected a failure in one of two heater circuits associated with Auxiliary Power Unit (APU) 1. Sister ship Discovery, which will be transferred to the Smithsonian National Air and Space Museum, completed its last flight in March.Atlantis' final launch is scheduled for June 28. When the U.S. space shuttle program officially ends later this year, the Russian space program's Soyuz capsule will be the only method for transporting astronauts to and from the station.

MOSCOW, May 24 (Xinhua) -- Russia's Soyuz TMA-20 spacecraft with three crew members onboard has landed in Kazakhstan on Tuesday, said the Mission Control Center (MCC) outside Moscow.The spacecraft undocked from the International Space Station early Tuesday, carrying Russian cosmonaut Dmitry Kondratyev, European Space Agency (ESA) astronaut Paolo Nespoli and NASA astronaut Catherine Coleman back to Earth.According to the center, the Soyuz TMA-20 landed in the Kazakh steppe at 6:27 Moscow time (0227 GMT). BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday.The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years.The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers.Also, heavy noise polluters are banned from entering industrial parks, according to the guideline.Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year.Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.
