SAN DIEGO (KGTV) -- Restaurant owners across San Diego County are preparing to once again take their indoor operations outside, but some say this latest move will put them out of business for good.On Tuesday, state health officials announced updated data that places the county in the restrictive purple tier under California's COVID-19 reopening plan.For Ike Gazaryan and other local business owners, this will be the third time since March that they will be forced to shut down.Gazaryan, who owns Pushkin Russian Restaurant and Bar on Sixth Avenue in the Gaslamp Quarter, said, "Every time you shut down and open, it costs ,000, ,000 because you have to buy all the produce, you have to bring all the employees back, you have to clean everything.”Gazaryan told ABC 10News that outdoor dining isn't an option at his location, and he said weather isn't the only issue."Before you had a lot of people and they were able to somewhat control the homelessness. Now, there are a lot of people losing everything they had, you have more homeless people, you have less people walking around because nobody is working in the offices, so percentage-wise it looks like it's a homeless town at this point," said Gazaryan.Gazaryan owns the restaurant and two other related businesses. He doesn't want to have to fire his 20 employees, but he doesn't think he's going to make it."I'm really afraid I'm going to lose my restaurant before the end of this year. I really think I'm going to lose pretty much all of them," said Gazaryan.He understands the need for precautions, though."COVID is real, masks are needed, all of these things are needed, but at the same time, if we lose all our small businesses, I don't even know what I would do," said Gazaryan.The new restrictions take effect at midnight on Saturday. 1812

SAN DIEGO (KGTV) — San Diego Police Officers are patrolling the College Area, cracking down on noise and health order violations as San Diego teeters on the edge of the red tier for coronavirus restrictions.Friday eight cease and desist orders were issued to College Area houses. The reason being the residence "intends to hold large gatherings on Oct. 30, 2020, - Nov. 1, 2020, in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."Saturday on Dorothy Drive near Dorothy Way it was easy to hear music, excited yelling, and chatter from multiple homes. A steady stream of young people came and left various houses.Normally, Jean Hoeger says it gets pretty wild, but when she went out Friday, "it was pretty quiet you didn't see the hoards of kids walking on the street which is kinda common in the College Area."Hoeger is a representative of the College Area Public Safety Committee."There were parties but they all seemed to be inside small groups, loud noise was not really present so nothing you could call into the police department for a noise disturbance," Hoeger said. SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan announced Monday a motion to reduce thousands of marijuana convictions.The motion asks the San Diego Superior Court to reduce 25,000 marijuana convictions, ranging from felonies to misdemeanors, and dismiss another 1,000 misdemeanor convictions completely.“We’ve been a leader in the state and pro-active on giving individuals with marijuana convictions the opportunity to move forward with their lives without a conviction that may have been negatively impacting their lives by restricting their employment or housing,” said Stephan. “This latest motion is the continuation of work that began more than two years ago. Since 2016, the DA's office says it has reduced or dismissed more than 1,600 marijuana-related convictions.Under Prop 64, sections regarding cultivation of marijuana, possession for sale of marijuana, and sales and/or transporting marijuana — all felonies — qualify for resentencing. SAN DIEGO (KGTV) - San Diego Police investigated in Little Italy Saturday the suspicious death of a woman who appeared to be homeless.Officers received a 911 call at 3:42 a.m. reporting a body found at West Hawthorn and State streets, just west of Interstate 5.The woman appeared to have traumatic injuries but investigators could not immediately determine the source of them.The victim, who has not been identified, was in her 40's or 50's.Anyone with information regarding this incident is asked to call the Homicide Unit at (619) 531-2293 or Crime Stoppers at (888) 580-8477. 586
