SAN DIEGO, Calif. (KGTV) - As the City of San Diego seeks more funding for three temporary bridge shelters, data reveals they have fallen far short of their goal to transition people into permanent housing. When the tents opened, the office of Mayor Kevin Faulconer set a goal of bridging 65 percent into permanent housing.A report by the San Diego Housing Commission shows from December 2017 to March 2018, 946 people have exited the three tents.RELATED COVERAGE: 476

SAN DIEGO - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline. The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego. The Scripps Institution of Oceanography at UC San Diego is not affiliated with The E.W. Scripps Co., the parent company of this station. Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." In the past, blooms have lasted anywhere from a week to a month or more.San Diego's last red tide event in September 2013 lasted one week, while the previous one in October 2011 lasted a month, according to researchers. Previous ones have lasted even longer.Monday's event was captured from La Jolla to Encinitas. Scripps recommends viewing the marine event from a dark beach at least two hours after sunset, though visibility is not guaranteed.IS IT HARMFUL?...In some areas, a red tide can be toxic to local marine life. In California, the majority are not caused by species that produce toxins, such as domoic acid, according to researchers. However, it's still best to be cautious around the bloom. The Southern California Coastal Ocean Observing System at Scripps samples the water for potential harmful algal toxins weekly.Red tides are unpredictable events and do not always give off bioluminescence, Scripps said.BUT WHY IS IT RED?...The red coloration is due to the high number of organisms in the water. During the day, organisms will swim to the surface to soak in sunlight. Each cell contains a little sunscreen that gives off the color, according to Scripps. When these organisms gather at the surface for sunlight, they can create an especially intense red.Researchers say a combination of physical, chemical, and biological factors are the driving forces behind allowing red tides to form. 2586

San Diego (KGTV)- It’s crunch time for California Republican candidates, wanting the official endorsement from their party. Their last minute pitches and speeches are happening this weekend at the Sheraton San Diego Hotel and Marina. Republican candidates, staff, and volunteers say they are ready to shake things up in Sacramento. “I will be the loyal opposition to the wayward liberals of the Legislature,” Lt. Governor candidate, Cole Harris said, at the candidate forum. “Jerry Brown has certainly left a mark in our state over the years,” Judge Steven Bailey said. The State Attorney General said Brown has not been the leader they had hoped for."We've had eight years of Jerry Brown,” Gubernatorial candidate, John Cox said. “Poverty has soared, the cost of living has soared, taxes have soared, so we're excited for the chance to change all of that."Republican Gubernatorial  candidates, John Cox of Rancho Santa Fe, and Travis Allen of Huntington Beach have until Sunday to pitch to the nearly 1,000 member GOP delegation in San Diego this weekend, to get the prized official party endorsement. They only get that if they win 60% of the votes cast at the convention tomorrow. With the endorsement, both men say the will be ready to fight head-on against Democratic frontrunner, Gavin Newsom. And if elected as Governor, both promised to rid both the controversial Gas tax increase the State's Sanctuary law. "These are the issues that affect every single Californian, regardless of political party,” Gubernatorial candidate, Travis Allen said. Allen said he has supported President Trump from the beginning.  While Cox did not vote for Trump in 2016, he eventually pledged his support of the President. Both men say Trump's business-oriented approach to leadership is what will save California from what they call Democratic destruction. 1897

SAN FRANCISCO (AP) — A lawyer for the man who styled the hair of U.S. House Speaker Nancy Pelosi says he believes she was set up when she went to a San Francisco salon that wasn't permitted to have indoor services because of the coronavirus pandemic. Pelosi is facing backlash after Fox News Channel aired footage showing the speaker walking through the salon without a mask on. But a lawyer for the stylist says the owner gave permission for the appointment and made “vitriolic and incendiary comments" about Pelosi. Messages seeking comment from the owner weren't immediately returned. 595

SAN DIEGO (KGTV)-- It's been more than a year since the first legal cannabis transaction took place in the City of San Diego. Marijuana industry professionals gave members of the City Council an update on revenue, but also pushed for updated laws. The City if San Diego found out that going green generated green. Since San Diego voters approved of Measure N or the Cannabis Business Tax in 2016, the City’s general fund has increased by .3 million. It's the culmination of a 5% tax from the 14 legal pot shops within the city in 2018.Dallin Young with the Association of Cannabis professionals also updated Council members that crime numbers around marijuana establishments are close to none. However, Young also expressed the industry's hopes for updated city rules. He said the permits are a massive hurdle for pot shop operators. As it stands now, both public retailers and harvesting facilities are only permitted in areas one thousand feet from parks, schools, and churches, 100 feet away from residential areas, and they must be in industrial zones. “Those properties are a little more expensive, they’re off the beaten path, and there are not many available," Young said. Because of these strict rules, Young said future operators struggle to open. More people are applying for permits than what the city has made available. He said the supply and demand for marijuana facilities in the city of San Diego do not align. “We’re just asking for this business and industry to be treated like any other business when it comes to commercial sales," Young said. The industry is also asking the city to consider a place for customers to use their products. Now, people can only smoke pot products if they own their home, or if their lease allows for pot smoking. That is why Young is suggesting the city to approve the opening of a pot version of a hookah bar.“[We are asking for] Consumption at these retail locations or a separate use like a cigar bar or more like a tasting room for a brewery,” Young said.Lastly, Young is hoping the city extends the operating hours for pot shops to match the State's. Currently, the city only allows pot shops to operate between 7 am and 9 pm. The State of California allows for sales between 6 am and 9 pm.“We want to make sure that this industry is thriving and it does well. So if it’s one extra hour, that’d be great," Young said. Young understands that changing rules for a new industry is not easy. But he is hopeful with small changes, it will shift the industry away from illegal sales."I think a lot of people would rather go to a licensed facility than to someone down the street," Young said. 2650
