The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. "I really think what we should be pushing is a blue ribbon committee, the county, the 18 cities, as well as the state."Recommendations made to the council tonight included declaring an Emergency Shelter Crisis and increasing police enforcement. The Taking Back Oceanside group is set to meet with the chief of police on October 24.  1750

One of the nation’s largest teachers’ union is authorizing its members to strike if their schools plan to reopen without proper safety measures in the middle of the global pandemic.The American Federation of Teachers, which represents 1.7 million school employees, issued a resolution on Tuesday saying it will support any local chapter that decides to strike over reopening plans. The group says school buildings should open only in areas where coronavirus infections are low enough and if schools enact certain safety measures.The union’s president blasted President Donald Trump for ordering schools to reopen even as the virus continues to surge. Randi Weingarten called Trump’s response “chaotic and catastrophic,” saying it has left teachers angry and afraid. 773

(KGTV) — Every summer, a unique, orange ball can be seen bobbing on the ocean's horizon just off the shore of Ocean Beach.The "David Buoy" was placed off Ocean Beach pier last week, heralding in a summer tradition for the beach town.The buoy is one of several deployed by San Diego lifeguards between North Pacific Beach and Ocean Beach every year for lifeguards to utilize as a workout destination. Rick Strobel and James Murphy, a junior lifeguard program director, helped to standardize the use of buoys every summer for workout programs. In Ocean Beach, a group of Obecians asked Strobel about the buoy and started to swim out to it themselves, Strobel told 10News."It became a topic of discussion, 'did you swim the buoy today,'" Strobel said. "They were also big David Bowie fans and the named it 'David Buoy.'"Strobel says the following year, the group gave him a David Bowie sticker and asked him to place it on the buoy before it was set. One of the positions President-elect Joe Biden will reportedly be looking to fill when he takes office will be a new NASA administrator.According to Aviation Week & Space Technology, current NASA chief Jim Bridenstine said that he would step down from his position with the space agency even if Biden asked him to stay.Bridenstine told the magazine that he based his decision on what's best for the space agency, not for "partisan reasons."Bridenstine continued by saying that the next administrator needs to have a "close relationship with the president" and be "trusted by the administration," the magazine reported.Bridenstine added in the article that he doesn't think he'd be the right person under a new administration.According to NASA's website, the former Oklahoma congressman was appointed by President Donald Trump and took the NASA job in 2018.Bridenstine said he hasn't thought about what his next career step will be, Aviation Weekly reported. 965

OCEANSIDE, Calif. (KGTV) - The San Diego Humane Society is asking for the public's help in solving an animal cruelty investigation. Around 5:30 p.m. on April 29 Humane Officers received a call about a loose goat running in and out of traffic at the busy Oceanside intersection of College Boulevard and Marvin Street.Oceanside resident Scott Palmer made the call when he noticed the goat on his commute home. “I literally told him to sit and stay, don’t know what I was thinking but I tried to distract him, and then he followed me to my car," said Palmer.Palmer described him as being as friendly as a dog.A Humane Law Officer picked up the goat and then received surveillance video of the incident. The footage shows two people abandoning the goat and driving away in a 4-door, white pickup truck.“It’s ok for you to come to us, please don’t abandon your animals when you can bring them to San Diego Humane Society and we'll take care of it for you," said Dariel Walker, with the Humane Society. She says if you cannot afford the fee, the Humane Society can still help.
