SAN DIEGO (KGTV) -- City Council members Friday announced a plan to push for a temporary shelter for the homeless in Murphy Canyon.Council members Lorie Zapf and David Alvarez will hold a news conference Monday to request that a shelter be built at the former Chargers training facility.The complex, owned by the city, has remained unused since the Chargers moved to Los Angeles and will likely remain vacant for several more years.Announcing the press conference, the councilmembers said, “The San Diego River has seen an explosion of homeless encampments this year. This is an environmental nightmare and extremely dangerous with the rainy season rapidly approaching.”More than 100 homeless encampments were counted by volunteers with the San Diego River Park Foundation in October. 792

SAN DIEGO (KGTV) — As cities nationwide remove landmarks named after Confederate or racially-charged figures, an online petition is demanding San Diego do the same at Mount Hope Cemetery.A Change.org petition is asking Mayor Kevin Faulconer to remove a memorial to Confederate soldiers at Mount Hope Cemetery."Why does the City of San Diego expect black citizens, literal descendants of the very people the monument celebrates enslaving, oppressing, and terrorizing, to maintain such a horrific monument?" the petition says.The petition has nearly 900 or 1,000 requested signatures.The monument was erected in 1948 on a plot owned by the United Daughters of the Confederacy, who supporters call such markers, testaments to history.Both Union and Confederate soldiers are buried in the cemetery.10news found the monument stone heavily damaged, with pieces scattered around the monument. Sources tell us the vandalism is a recent and ongoing issue.The monument isn't the only one in San Diego that has been subject to Change.org efforts. In 2017, the city removed a marker from Horton Plaza Park that commemorated the Jefferson Davis Highway, named for the Confederate leader. Fast forward to Wednesday, the city removed another marker from the park, this time commemorating Robert E. Lee Highway."Robert E. Lee Highway marker is gone. Many thanks to city Park & Rec staff and Stockdale Capital Partners for getting this done," Councilmember Mark Kersey tweeted.The difference between Horton Plaza Park and the cemetery plot: the plot is privately owned. In the past, city officials say their hands are tied."We support the removal from a private plot on City land and of a Confederate statue. Such statues are symbols of division that represent a horrendous past and glorify white supremacy. Such statues do not belong in a place of peace; they celebrate instead slavery (1620-1865) and the Jim Crow (1877-1964). SAN DIEGO (KGTV) - Cara Knott's family has written a letter to Gov. Gavin Newsom asking that Craig Peyer remain behind bars.In December 1986, Peyer -- then a California Highway Patrol officer -- pulled over Knott on Interstate 15 in the Rancho Penasquitos area. Peyer beat Knott, strangled her, and threw her body over a bridge.Peyer was eventually convicted of killing the 20-year-old San Diego State student in 1988.Peyer's next parole hearing isn't until 2027, but in their letter to the governor, Knott's family says they've learned inmates are being released from Peyer's prison because of COVID-19.“This is precisely NOT a person who deserves to be released early from prison for humanitarian reasons. Officer Peyer showed NO Mercy when he murdered my sister," Knott's sister wrote in her letter to the governor.ABC 10News reached out to California Department of Corrections and Rehabilitation for clarification. CDCR says, at this time, there are no plans to expedite the release of Craig Peyer."He committed a betrayal of trust that's unmatched in San Diego history at my judgment," said Paul Pfingst, who prosecuted the case. SAN DIEGO (KGTV) — Anti-tax advocates rallied Wednesday against an array of bond measures across San Diego County say they will add more than billion in debt to San Diego taxpayers if they all pass. "We have to say no to the big bond bailout of 2018," said anti-tax advocate Carl DeMaio, flanked by a dozen supporters, and Tony Krvaric, chairman of the Republican Party in San Diego County.While calling for an across the board rejection of all bond measures on the ballot, the speakers focused most of their ire on Measure Y-Y, the .5 billion measure for the San Diego Unified School District.RELATED: What you need to know about voting this November"These bonds are used to cover up financial mismanagement in local government. They are big ol' bailout," said DeMaio. "They're running up the credit card." Tax reform advocates say Y-Y is the third in a series for San Diego Unified that began in 2008.
