(KGTV): City leaders in San Diego want to bring another major military attraction to America's Finest City.On Tuesday, the City Council will vote on a resolution showing their support for bringing the National Medal of Honor Museum to town.The resolution touts the city's strong military ties and thriving tourism industry as reasons for why the Museum should pick San Diego.Right now, the National Medal of Honor Museum Foundation is still in the fundraising and planning phase. According to their website, the museum would tell the stories of each of the 3,500+ Medal of Honor recipients. It would also have an education center.There's no word from the museum on when they plan to pick a location.San Diego already has the USS Midway Museum, which brings in over one million visitors each year. The resolution also lists the San Diego Air and Space Museum, the Flying Leatherneck Aviation Museum, The Veterans’ Museum and Memorial Center, Mt. Soledad Veterans Memorial, Cabrillo National Monument and the San Diego History Center as other major military monuments in town.The city is also home to the largest concentration of US Military members in the world. Approximately 143,000 active duty military and 241,000 veterans live in San Diego."It's a perfect fit," says Mark Balmert, the Executive Director of the San Diego Military Advisory Council. SAN DIEGO (KGTV) - In response to safety concerns, a growing number of downtown San Diego public restrooms are being staffed with armed security guards.The city of San Diego has added armed guards to secure the public restrooms outside the San Diego Civic Theatre.The 6-month contract began in April and costs 0,000.00. San Diego police confirm that last fall, a city employee was reportedly beaten by a man who was trying to bring a shopping cart into one of the stalls.Patrons tell 10News that people are known to use drugs and sleep inside the restrooms. “Some of [the people] have bad tempers so you have to have the means to protect yourself,” says Allstate security guard Herbert Bridges.He’s one of the new guards outside the Civic Theatre, armed with a 9mm handgun. He says he and his coworkers are also allowed to carry batons and pepper spray.“We will never use weapons unless it’s absolutely necessary," he adds.In January, 10News’ Jon Horn broke the story that the city was looking at the possibility putting armed security guards inside various city buildings with heavy transient populations, like the Downtown Library.The city confirms it’s still several months until that could become a reality. 1649

(KGTV) - Nearly six years after it passed, Proposition B will be in front of two courts this week, with the future of San Diego pension reform on the line.Prop B was on the ballot in June of 2012 and passed with 65% of the vote. It promised to solve San Diego's pension crisis by giving new City hires a 401(k) style retirement plan instead of a pension. The change went into effect for all city hires except police officers.Since then, it's been mired in legal challenges.Shortly after it passed, union leaders sued, arguing that any changes to union employment agreements have to be negotiated first before they're placed on a ballot. They said that then-Mayor Jerry Sanders violated that rule when he openly campaigned for the Proposition in 2012.In 2015, the State Labor Board agreed with the union claims.That ruling went to the California 4th District Court of Appeals, who overturned the Labor Board's findings in 2017.In 2018, the State Supreme Court reversed the 4th District's ruling. The Supreme Court sent the issue back to the lower courts to decide what an appropriate "remedy" would be to Sanders' improper campaigning."They did not say 'Overturn Prop B.' They could have," says Reform California's Carl DeMaio, who wrote Proposition B. "They said, 'Hey, district court, find out how you punish the City of San Diego for this violation.' What’s the punishment? A slap on the wrist, a speeding ticket?"The 4th District will hold an open session on Monday, March 11 to begin that process. DeMaio says if the District Court rules to overturn Prop B, he plans to appeal that decision."Do you think they’ll actually overturn the citizens initiative? If they do, we will counter-sue on the punishment phase," says DeMaio.Meanwhile, the US Supreme Court will also look into the Proposition this week. On Friday, they'll decide whether or not to hear a case based on the First Amendment. Supporters of Prop B say the California Supreme Court's ruling violated Mayor Sanders' First Amendment rights of free speech and his ability to openly support or oppose items on a ballot."The issue is whether for not elected officials have first amendment rights," says DeMaio. "Can an elected official actually give an opinion on a ballot measure? I think yes. Even if I disagree with that opinion, it is their constitutional right. SAN DIEGO - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.The Scripps Institution of Oceanography at UC San Diego is not affiliated with The E.W. Scripps Co., the parent company of this station. Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." In the past, blooms have lasted anywhere from a week to a month or more.San Diego's last red tide event in September 2013 lasted one week, while the previous one in October 2011 lasted a month, according to researchers. Previous ones have lasted even longer.Monday's event was captured from La Jolla to Encinitas. Scripps recommends viewing the marine event from a dark beach at least two hours after sunset, though visibility is not guaranteed.IS IT HARMFUL?...In some areas, a red tide can be toxic to local marine life. In California, the majority are not caused by species that produce toxins, such as domoic acid, according to researchers. However, it's still best to be cautious around the bloom.The Southern California Coastal Ocean Observing System at Scripps samples the water for potential harmful algal toxins weekly.Red tides are unpredictable events and do not always give off bioluminescence, Scripps said.BUT WHY IS IT RED?...The red coloration is due to the high number of organisms in the water. During the day, organisms will swim to the surface to soak in sunlight. Each cell contains a little sunscreen that gives off the color, according to Scripps.When these organisms gather at the surface for sunlight, they can create an especially intense red.Researchers say a combination of physical, chemical, and biological factors are the driving forces behind allowing red tides to form. 2586

SAN DIEGO (KGTV)— With the start of summer just days away, San Diego Gas and Electric (SDGE) is encouraging customers to take advantage of free programs that could potentially save a significant amount on their energy bills. 10News has reported on dozens of stories in which customers are outraged by unexpectedly high bills and surprise “High-Usage” fees. But SDGE says it does not have to be this way if customers switch to the “Level Pay” Option. “This is a really great way to avoid the high spike on your bill, let’s say in July or August,” SDGE Spokesman, Wes Jones said. For the “Level Pay” option, SDGE takes the average of the last 12 monthly bills and charges the customer the same amount for the next three months. This means there are no surprises during the summer months. “You are tapping into those months where you didn’t run your AC in February, so your bill is lower,” Jones said. “So this is a great solution for that type of customer that has that volatility throughout the year.”SDGE says another free money-saving option is to switch to the “Time-Of-Use” Plan. As long as the customer keeps track of when they use power, they can save money.
