MIRAMAR, Calif. (KGTV) - As political tensions rise worldwide, critical training ensuring the U.S. and it's allies are ready runs straight through San Diego.MCAS Miramar hosts everyone from the Canadian Air Force, to NASA. On Wednesday, a NASA research jet took off from the flight line.Part of why Miramar is so critical is it's location. Colonel Charles Dockery, the Commanding Officer at MCAS Miramar, said due to air congestion over land, Miramar's location close to the ocean alleviates that complication."Within one flight's distance from Miramar, we are within 66% of the training air space in the Continental U.S." he said. Some of their training, mimicked in Top Gun. "Not only to take down an adversary or an airplane, but also defend ourselves from their aircraft trying to attack us," he said. Right now, MCAS Miramar is working to remain competitive with nations overseas."We have four major nation state competitors out there, Russia China, North Korea and Iran," Col. Dockery said.If the need arises, he said troops would deploy from Miramar to support the effort to defend the U.S.He said if Miramar didn't exist, it would mean millions of tax-payer dollars to conduct the same training. "When you talk about the amount of fuel burned to get there, just when you talk about the amount of time to get there," he said.Col. NATIONAL CITY (KGTV) - National City mayor Ron Morrison is asking voters to change term limit rules to allow him to run for a fourth term in November.Morrison supports Measure B in next month's June 5 special election. Measure B would establish term limits for the mayor, city council, city clerk, and city treasurer. Officials could serve up to two four-year terms. However, it would essentially reset the clock, allowing Morrison to run in 2018 and 2022."If they want to keep the people in office that are in right now, whether it's the mayor, councilpeople, city clerk, city treasurer, they should have that right to be able to do that," Morrison said in an interview with 10News.National City voters passed Measure T in 2004, which imposed term limits only on the mayoral position, allowing three terms. Morrison was first elected Mayor in 2006.Opponents have put their own measure on the June ballot, Measure C. It would establish the same term limits, but count Morrison's time as mayor, meaning he could not run again.City councilmember Alejandra Soleto-Solis, who is running for mayor, supports Measure C, telling 10News it's time for new blood in the mayor's office. She opposes Measure B."It's one person trying to create a loophole for himself, at the cost of 3,000 for National City taxpayers," Soleto Solis said, referencing the cost for June's special election.Should both measures pass, the measure which receives the most votes will be enacted. 1476

Millions of small businesses that received Paycheck Protection Program loans have been waiting for answers on how and when their loans would be forgiven. Now, the Small Business Administration has announced a plan that would forgive almost 70% of all the loans it gave out.“The new guidance that has come out from treasury department and the SBA aim to ease the process for applying for forgiveness of loans under ,000,” said Molly Day with the National Small Business Association.The new guidance forgives PPP loans that were ,000 or less, but also comes with a new rule. The rule allows businesses with no employees or businesses where the owner is the only employee, can now have most or all of their loan forgiven.Initially, most of the forgivable portion of a PPP loan was that which was used toward paying employees. The new rule also relaxes the scrutiny requirements on lenders to review documentation from small businesses proving how the money was spent.“A lot of small businesses don’t have employees, or they have one employee and that is themselves, adjusting that really makes it a lot more workable for the sole proprietors that are small businesses [and] are doing great work and deserve some assistance as well,” said Day.The forgiveness process laid out by the Small Business Administration does not have the usual red tape that comes with most government forgiveness processes. Business owners who received loans of ,000 or less have to fill out a one-page document, just released by the SBA, and have their lender process it.“I do think making the forgiveness process easier and more streamlined could help many small businesses,” added Day.With the loan debt hanging over their heads, many small businesses have been reluctant to take on additional debt or put more of their saving into their businesses. Relieving them of the loan burden could now allow them to do so and may result in saving some businesses that were on the brink.However, the SBA points out there’s no guarantee and is still pushing for continued support from Congress in the next stimulus bill.
