The House voted Thursday to limit President Donald Trump's ability to take military action against Iran as Democratic criticism of the U.S. killing of a top Iranian general intensified. The resolution does not require the President's signature to be enacted, and Republicans claim the resolution does not have the force of law. Democrats say that under the 1973 War Powers Act, it would be binding if also approved by the Senate. The matter has not been definitively decided by federal courts. A similar proposal by Sen. Tim Kaine, D-Va., faces an uphill fight in the GOP-run Senate.Speaker Nancy Pelosi, D-Calif., said during her weekly press conference that the strike that killed Gen. Qassem Soleimani was "provocative and disproportionate." The House vote came after two U.S. officials, speaking on the condition of anonymity, told reporters that it is "highly likely" that Iran is 898

The average pay for America’s private university presidents grew by 10.5% in 2017, with dozens receiving more than million and three topping the million mark, according to an annual survey by The Chronicle of Higher Education. The survey, released Tuesday, finds that private university presidents at more than 500 schools averaged 8,000 in total annual compensation, including salary, bonuses, benefits and other perks. Their average pay increased by 4% in 2016 and by 9% in the previous year. The two top earners in 2017 both came from schools in Rhode Island. Ronald K. Machtley, of Bryant University, received .28 million, while John J. Bowen, of Johnson & Wales University, received .3 million. Bowen retired at the end of 2018, and Machtley has announced he will retire later this year.Although both presidents earn base salaries under million, their total pay was inflated by deferred compensation deals that came to fruition in 2017, The Chronicle found. Under such deals, colleges set aside money each year to be paid to their chiefs at a future date. Deferred compensation is becoming common at U.S. colleges as a way to discourage leaders from taking jobs elsewhere.A statement from Bryant University says Machtley has “transformed Bryant from a regional college to a leading university in its field.”“At 24 years, President Machtley has served nearly quadruple the 6.5 year average tenure of a university president,” the school said. “Since President Machtley is one of the longest serving university presidents in the nation, it’s not surprising that the 2017 payment of his long-term compensation pushed him to the top.”Bryant enrolls about 3,800 students in Smithfield, Rhode Island.Officials at Johnson & Wales University said Bowen’s pay package was established 18 years ago and later updated to reflect his accomplishments and years of service. James H. Hance Jr., chairman of the school’s Board of Trustees, said Bowen started as a faculty member and worked his way up to chancellor over decades at the university.“During his 45 years at JWU, the university experienced growth in both enrollment and new facilities while successfully achieving many of the goals set forth in its strategic plans,” Hance said in a statement.Behind Machtley and Bowen were Shirley Ann Jackson of New York’s Rensselaer Polytechnic Institute, who received .2 million; Amy Gutmann of the University of Pennsylvania, with .9 million; and Ronald Daniels of Johns Hopkins University, with .7 million.Officials at Rensselaer, Penn and Johns Hopkins did not immediately respond to requests for comment. The survey found that 64 private university presidents made more than million in 2017, up from 61 the year before. The number of executives topping million grew, too, from eight to 11. For many of the top earners, salaries accounted for less than half of their overall pay, while the rest came from bonuses and other perks. The Chronicle’s survey is based on university tax filings for 2017, the latest year available. It includes yearly salaries, along with a variety of other forms of compensation including health insurance, housing and retirement benefits. In a separate survey in July, The Chronicle found that public university chiefs were paid an average of 4,000 in 2018, an increase of about 10% over the year before. Seventeen public university presidents made million or more in 2018, compared with a dozen the year before. 3479

THE HAGUE, Netherlands – Dutch YouTube celebrity Nikkie de Jager has come out as transgender, saying she decided to discuss her gender identity publicly after being blackmailed. De Jager posted a video on her makeup advice channel NikkieTutorials late Monday in which she described coming out as liberating. By Tuesday afternoon, the video had been viewed more than 16.5 million times. De Jager said she'd always planned to share the information with her followers, but never found the right time and in the end, blackmailers forced her hand. “It was frightening to know that there are people out there that are so evil that they can’t respect someone’s true identity," she said. 691

The man who authorities say opened fire at a Walmart in El Paso, Texas, had a ''stone cold look'' when he surrendered, a police official who came face-to-face with him told CNN."It was a look I'd never seen before, and I've been on this force for 31 years," the official said. "I've seen murderers, robbers, nothing like this."Patrick Crusius, 21, of Allen, Texas, has been charged with capital murder in the mass shooting that left 22 people dead and more than two dozen wounded, according to court records. He is being held without bond.Crusuis was arrested Saturday in the Walmart parking lot, where he was sitting in his vehicle after the attack and saw police units responding, a law enforcement official told CNN. He then got out of his vehicle unarmed and walked over to the police vehicles where he was arrested without incident, the official said. While in custody, Crusius has been "cold" in his interactions with police, police officials told CNN.Police Chief Greg Allen told reporters Monday that Crusius has been cooperative, though he's shown no remorse and "appears to be in a state of shock and confusion."Criminal defense attorney Mark Stephens has been appointed by the court to represent Crusius, according to court records. Stephens did not immediately respond to CNN's request for comment.Suspect wrote a 'manifesto,' police sayCrusius is believed to have authored a racist, anti-immigrant document that laid out a dark vision of America overrun by Hispanic immigrants. With the hate-filled writing, which authorities called a 'manifesto,' were the words: "I'm probably going to die today."The four-page document, titled "The Inconvenient Truth," was published on the online message board 8chan about 20 minutes before the shooting. The writing is filled with white supremacist language and racist hatred aimed at immigrants and Latinos, and the author says he opposes "race mixing" and encourages immigrants to return to their home countries. Some of the language of the manifesto reflects ideas from President Trump, Fox News and the modern Republican party. For example, the document warns of a " 2129

The officer who fatally shot Atatiana Jefferson in her home Saturday morning has resigned, Fort Worth interim police chief Ed Kraus said Monday. The officer may face criminal charges, Kraus said.Jefferson, 28, was killed around 2:30 a.m. Saturday after a neighbor called dispatchers to report the woman's front door was open, police said.Fort Worth Mayor Betsy Price said the killing of Jefferson was unjustified."I'm so sorry. On behalf of the entire city of Fort Worth, I'm sorry," Price told reporters Monday. "To Atatiana's family, it's unacceptable. There is nothing that can justify what happened on Saturday morning. Nothing."A lawyer for Jefferson says an outside agency should be brought in to investigate the killing."We don't think that Fort Worth police should be investigating it on their own," attorney Lee Merritt told CNN Sunday. He said police reached out to his clients, but they'd rather talk with independent investigators about the shooting. What we knowJames Smith, Jefferson's neighbor, told the 1030
