A police report provided by the Chicago Police indicated that the vehicle then came to a rest and those in the vehicle fled. One person of interest is being questioned, Carter confirmed. WLS-TV in Chicago reports that 10 women and five men were injured in the shooting. A non-profit in California has developed a way to capture poachers who snatch sea turtle eggs - building lookalike eggs with GPS trackers constructed inside them.According to research published Monday in the journal Current Biology, the InvestEGGator is a 3D-printed life-like turtle egg that can be tracked as far away as 137 kilometers (85 miles)."It replicates the appearance, weight, and feel of a real turtle egg. It is easily deployed at low risk to investigators, can be programmed and monitored remotely using web-based and smartphone applications, and is a low cost, allowing for deployment of many units at once," said the Ventura-based Paso Pacífico, the non-profit that developed the eggs. The decoy eggs are placed in real nests alongside real eggs, which are monitored and mapped every time they are moved, the non-profit said. The research showed that the decoy eggs provide a signal once every hour."Using data provided by the decoys, we identified trafficking routes and on two occasions properties of potential interest to law enforcement," researchers said in the journal. "Decoys also yielded anecdotal information, furthering our understanding of trafficking routes." 1194

A proposition on the November ballot would eliminate the state's ban on affirmative action when it comes to public hiring, contracting and college admissions. That means public agencies and universities can consider race, sex and ethnicity as it makes decisions, in an effort to address diversity.“I was able to go to Stanford and prove myself, and then go on to Georgetown and UCLA Law School on a full-ride scholarship, because I was given that initial opportunity,” Assemblywoman Lorena Gonzalez said Monday.Gonzalez said she was one of the last to benefit from affirmative action in California, because state voters banned the practice via prop 209 in 1996. She was speaking at a campaign event in favor of Prop 16, which would repeal the ban on affirmative action. Proponents say it would help level the playing and reduce the gender wage gap.“California’s ban on affirmative action programs has locked out small businesses owned by women and people of color from billions of dollars in contracting opportunities,” said Norma Chavez Peterson, who runs the ACLU of San Diego and Imperial Counties. “It has hurt students of color applying to both the Cal State and the UC California university systems, and it's limited access to good wages and benefits for many thousands of women and people of color.”Opponents say Prop 16 allows discrimination and that there's already assistance available for people who need a boost.“It's true that we need to do things to help people who haven’t gotten the same opportunities, but that's true whether they are African American, Latino, Asian, White, American Indian,” said Gail Heriot, a law professor at the University of San Diego who is co-chairing the No on 16 campaign. “We need to do things to help people that need a leg up, but let's not judge it on the basis of race.”State universities, for instance, can consider low income or being the first in a family to attend college in admissions decision making.Last week, our ABC-10news Union-Tribune scientific poll found Prop 16 leading with 40 percent in favor and 26 percent opposed, with the remainder undecided. 2119

A professor who made disparaging racial remarks toward a student may be returning to the San Diego State University campus after a forced hiatus.Professor Oscar Monge is scheduled to teach three writing classes in the American Indian Students department for Fall 2018, according to registration records.Monge was suspended in the beginning of 2018 after the California Attorney General's Office said he made discriminatory remarks toward a white student. He referred to white student as a "white savior," a black student as an "Uncle Tom," and another as a "Cherokee princess" according to a state investigator’s report.RELATED: Professor makes?"racial insensitive" remarks“A faculty listing does not constitute a confirmed appointment. The university will begin to process temporary faculty appointments for Fall 2018 during the month of July," an SDSU spokesperson said.Crystal Sudano, one of the students who Monge made comments toward, said this is bad idea.“How much more abuse is San Diego State going to take?” said Sudano, “He’s got everybody by the gonads and everybody’s afraid to do anything.”Monge is currently on administrative leave and has not returned multiple requests for comment. 1240

A robbery suspect calls himself a modern-day "Robin Hood," but he’s facing charges after thefts from construction sites in Port St. Lucie.Police said Thomas Paul Sauer, 50, was caught on surveillance video stealing appliances from at least two homes under construction.Security video shows a red SUV pulling up to a home in, a passenger getting out of the car, opening the garage door, then the SUV backing into the garage. On Sunday a Port St. Lucie police officer came across the suspect's vehicle, a 2005 Hyundai SUV, parked in a driveway about two-and-a-half miles away from the robbery. On Monday, detectives went to the home where the suspect's vehicle was still parked. While at the home, detectives met with Sauer who lives at the address. Sauer later admitted to taking a 0 washer and dryer from the first house, and an ,800 refrigerator out of a second house.Sauer told police that "he was like Robin Hood." However, it is unclear if Sauer was intending to give the stolen merchandise to the less fortunate like the legendary English outlaw."This affects consumers, builders and city and we're going out make sure that when people buy a house and they're going to move, in all the stuff is in there,” said Port St. Lucie Master Frank Sgt. Sabol.Port St. Lucie police have been investigating burglaries from construction sites since Jan. 29 that included seven incidents. If residents see any suspicious activity near a construction site, they are urged to call 911 Port St. Lucie police at (772) 871-5001. 1635
