SAN DIEGO (KGTV) - San Diego Police believe the man whose mud-covered body was found in the Tijuana River may have floated across the border into the United States, investigators said Friday. The man’s body was found Thursday in the river behind the Las Americas Premium Outlets, police said. He was partially covered in debris, water, and mud. An autopsy revealed the man had suffered traumatic injuries, but investigators did not provide details on the nature of them. “It is possible the man’s body was carried by the Tijuana River across the border into the United States, where it was discovered,” police said. The man had distinctive tattoos, which investigators hope to use to make an identification. SAN DIEGO (KGTV) - San Diego County Crime Stoppers released photos of a suspect and offered a reward Thursday for tips about an assault in the Midway area. A man parked his vehicle along the side of the Arby’s at 3777 Midway Drive April 6 about 7 p.m., inadvertently cutting off another driver. The man went inside the restaurant and got into an argument with the driver. During the fight, the driver punched the victim in the head eight times, police said. The victim fell to the ground and the driver stomped on his head with his feet, according to investigators. The victim was taken to the hospital and treated for an orbital fracture. The suspect drove away from the area, police said. He is described as white, about 30 years old, with a muscular build. The sides and back of his head are shaved, according to officers. SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. SAN DIEGO (KGTV) — San Diego County has served Pacers Showgirls International with a cease and desist order in violation of health orders days after San Diego Padres outfielder Tommy Pham was stabbed outside the strip club.The county's letter says the Midway District strip club was allowing "live entertainment," like exotic dancing, "in violation of the Order of the State Health Officer and County Order of the Health Officer and Emergency Regulations."Under the county's current tier for California's pandemic guidance, San Diego County restaurants are allowed to operate outdoor in-person dining and indoor in-person dining at 25% capacity, but live entertainment is not allowed.The county's letter says if the strip club doesn't suspend its entertainment, it can receive a misdemeanor citation and ,000 fine for each violation. The facility could be ordered to close as well.The order says the violations were reported after Pham was stabbed in the parking lot outside the strip club on Sunday night.San Diego Police said Pham was involved in an altercation. SAN DIEGO (KGTV) -- San Diego Police Chief David Nisleit has ordered an internal investigation into a controversial arrest that is making the rounds on social media. The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot. Thursday at around 9:30 pm, a young woman is handcuffed on Park Avenue. Moments later, she is snatched off the street and taken away in the unmarked police vehicle. "She said somebody took Shayla; like somebody came and took her," the woman's mother, Breann Piccini, told ABC 10News exclusively. (WATCH VIDEO IN PLAYER ABOVE STORY)The woman detained in the video is a 20-year-old biracial San Diego State University student, Shayla Piccini. Piccini's mother said Shayla and her cousins spent the day at a massive protest in Downtown San Diego. After several hours, the group was walking back to their car when Shayla saw several police motorcycles driving past them.
