SAN DIEGO (KGTV) -- A Kearny Mesa couple says a local hawk is preying on neighborhood cats, and hope their story prompts pet owners to be cautious. Over Memorial Day weekend Caralee and Joe Jaeckels took their cats outside to enjoy the garden. Not long after, they said a hawk swooped down. "At first we thought it was kind of cool," they said. "It's this bird flying around. But we discovered pretty quickly that it was not a cool thing."The bird began attacking the couple's cat Ludwick. Thankfully, the 16-pound cat was able to escape with only a scratch on his face. His owners say this probably meant he was too heavy for the hawk to carry him away. 677

SAN DIEGO (KGTV) - A new report released by the California Department of Forestry and Fire Protection states wildfire acreage burned in 2019 is down 96% compared to 2018.Stating from January to August in 2018, 621,784 acres burned. In 2019, only 24,579 acres scorched during the same time period.On top of this, the U.S. Drought Monitor released a report Thursday showing most of California is out of the drought. San Diego is the only county fully highlighted in yellow, indicating it is 'Abnormally Dry'.A very stark contrast to 2018, where most of the map is covered in dark shades of drought. In August of 2018 San Diego was labeled in 'Severe Drought'.While the winter rain cured California's drought, it brought a new problem to firefighters. Tall weeds, and new growth act as kindling, launching fires, according to Cal Fire Captain Thomas Shoots.So we're not out of the woods.Historically San Diego has had some of it's biggest fires in the Fall and Winter, whipped up by Santa Ana winds. "Our fuels are going to continue to dry out an we're not going to be getting rain for quite a while longer so even though we've had the marine layer sticking in and that's really helped us, in the long run those heavy rains that we need, we're probably not going to see for several months," he said. "Late October is usually when we see the Santa Ana winds. We are expecting our normal winds this year. We still have an above average fire potential for San Diego for October and November."Shoots said neighbors must stay vigilant, and create defensible space around their home."I think it's important for everyone to remember most fires are human caused," he said. 1670

SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235

  

SAN DIEGO (KGTV) - A growing number of apps and online video games are creating new opportunities for hate groups to recruit young people with little oversight, experts say.The information comes about a month after a 19-year-old honors student allegedly shot four people inside a Poway synagogue, killing one person.Dr. Peter Simi, a Chapman University professor who has studied hate groups for more than 20 years, say they are feeling emboldened in a way not seen before. Simi pointed to the charged anti-immigration and anti-Muslim rhetoric that has become mainstream has given the groups new confidence. "We have a long history of these groups that we don't talk nearly enough about because we're in kind of the denial game," Simi said. "The last several years, the white supremacist movement is emboldened in a way that certainly goes beyond anything I've seen in 24 years."RELATED: Shooting at Poway synagogue leaves one dead, three injuredSimi said the groups will use a soft-sell method, drawing people in with subtle white supremacist ideas. They use that introduction as an avenue for further discussion before growing more explicit. The groups, which have posted fliers on San Diego college campuses, are also recruiting young people through apps and video games.For instance, a suspected hate group targeted Ben Hedgspeth's 17-year-old son through a meme app."They were coming from a particular religious background and they were trying to recruit him into their online chat space," he said. "It frustrates me to know that those people are out there approaching our children."Simi said ignoring the groups won't work and schools aren't always doing enough. To start, subscription programs like Circle and Bark can do things like filter content and set limits. Bark will also alert parents to communication such as hate speech, sex acts and depression. But there's one place safeguards still lag: Video games. Bark Chief Parenting Officer Titania Jordan said it's because people communicate verbally - via headset - on popular online games like Fortnite, Roadblocks and Minecraft. She said children need to be instructed never to divulge any personally identifying information that can make them easy to locate, and then lured into a private chat.
