SAN DIEGO (KGTV) — Two girls were rescued at Sunset Cliffs by teenage bystanders on Friday after being swept out to sea.Local still photographer Jim Grant was hoping to capture the sunset at Sunset Cliffs Friday evening. But he got much more than just a beauty shot."There were some crazy things going on," Grant said.He ended up witnessing a cliff and water rescue."Two young girls ... They looked to be about 12 or 13," Grant said. "They were down at this point, and a large set came in and swept them off their feet.""The older one hit her head probably down on the reef and had a pretty serious head injury in the water," Lt. Andy Lerum with the San Diego Lifeguards said.Before first responders could arrive on the scene, two boys jumped into the water to help the girls. The two teenage boys worked to keep the girls above water until help arrived, lifeguards said, adding that their efforts were instrumental in saving their lives."It was big surf," Grant remembered. "The girls could not swim or couldn't swim very well, that's for sure. And it just could've been a tragic event if those two guys didn't happen to be here."Grant captured dramatic photos of the rescue, showing responders hoist one of the girls from the cliffs. In the end, Grant did get his sunset shot, just with an amazing cliff rescue in the foreground.Lifeguards remind folks that even in exposed reef areas, strong waves could come crashing at any moment. SAN DIEGO (KGTV) - While homes in California built after the mid-1970’s meet most seismic requirements, older homes can require significant upgrades to withstand a major earthquake. Moses Govea with Turnkey Contractors says the are required to upgrade older homes when they do renovations. It includes adding galvanized bolts to the foundation, forming sheer walls and adding metal braces to certain connection points. Geologist Pat Abbott said while viewing footage from the recent quake in Mexico he noticed the collapsed buildings likely were missing up-to-date joinery between the floors and walls. “As long as [the floor and walls] move as a unit, the structure is intact,” he said. The City of San Diego offers resources to check your home on their website. They also have information on renovations for unreinforced masonry buildings, typically built before 1933. 903

SAN DIEGO (KGTV) - U.S. Congressman Duncan Hunter (R-CA) and his wife Margaret were indicted by a federal grand jury in San Diego Tuesday on suspicion of converting more than 0,000 in campaign funds to pay for extravagant vacations and other personal expenses.The Office of the U.S. Attorney for the Southern District of California said the 48-page indictment includes instances from 2009 through 2016 in which the Hunters reportedly used campaign money illegally. The couple is also accused of filing false campaign finance records with the Federal Election Commission.Hunter spoke to 10News about the initial investigation in February 2018 during an appearance on 10News at 6 a.m."There was wrong campaign spending, but it was not done by me. I have trust in the justice system despite what's going on with Trump and Mueller, and the anti-Republican, pro-Democrat forces within the Department of Justice, at the highest levels, and the FBI, at the highest levels. SAN DIEGO (KGTV) - Uber will remove all rental bikes and scooters from San Diego next week, the company said Thursday. The rideshare company, which expanded into rentals, will cease its two-wheeled operations Sept. 19. Uber will continue to operate in partnership with Naval Base San Diego and Naval Base Point Loma. “We agree with local elected officials in San Diego who’ve said current micromobility regulations foster an unsustainable operating environment, which is why we’re ending our operations as of today. We look forward to working with the city to develop more sensible regulations,” a company spokesperson told 10News. "This is simply a market correction in an oversaturated industry that jeopardizes the safety of San Diegans and visitors. I continue to call for a moratorium on electric scooters until we develop a fiscally responsible and well thought-out plan that priorities public and environmental safety," said City Councilwoman Barbara Bry.In May, the San Diego City Council implemented new regulations for dockless scooters as a way to increase public safety while also allowing the companies to stay in San Diego. Companies were required to pay a permit fee of about ,000 every six months, create corrals, and enforce a speed limit as low as 3 miles per hour in certain areas. The rules also banned parking scooters near schools, hospitals, or near Petco Park.Uber brought the red and black JUMP e-scooters and bikes into the San Diego market in fall 2018, offering free rides during the introductory period.
