EL CAJON, Calif. (KGTV) -- Students in the Grossmont Union High School District will head back to class on Monday, Aug. 10, but the start of the new school year comes with a number of changes.For starters, all classes will be online because of the coronavirus pandemic.The district will also have new leadership, as Superintendent Theresa Kemper takes over."We have a plan that's scalable and flexible," Kemper told ABC 10News.Kemper took over as the superintendent on July 1 after Tim Glover left the position. Kemper has been with the district for nearly 25 years, with stints as an assistant principal, principal and assistant superintendent.Since May, Kemper has been leading the effort to create a back to school plan for this fall amidst the pandemic."We knew it was not entirely in our control which is exactly why we created the plan the way we did," she said. "We're committed to moving into it slowly and carefully and not making mistakes as we go."According to their "Roadmap for Reopening," GUHSD will start the 2020-21 school year entirely online, complying with state and county health guidelines that say schools cannot return to in-person learning until San Diego County has been off the state coronavirus watch-list for 14 days.The full plan calls for five levels of reopening that gradually increase the number of students on campus. Level 2 allows for 25% capacity and Level 3 is 50%; Level 4 is 100% capacity, with some limited online learning. Level 5 is a return to full, in-person school.Kemper said the goal is to ease teachers and students back into the classroom, and allow for flexibility as things change."It's been a long time since teachers and students have been in classrooms together," she said. "So, we want to ease them into the process and make sure conditions are still holding for them to all be there."In response to the plan, the Grossmont Education Association, which represents the teachers in the district, released a statement on their Facebook page on July 2. It says, in part, that the changes for the coming school year "reflect our ongoing commitment to innovation and learning for all students."The statement concludes by saying, "While there are many, many other issues and details that still need to be determined, we are excited to move forward with our plans to prepare to have students on campus this fall."Teachers, meanwhile, spent the summer training and adapting their lesson plans to what Kemper calls "distance learning 2.0.""It's more interactive," she explained. "We'll have daily interaction with students and teachers. More hands-on experiences for students, more project based and more interactive learning."Grossmont also just completed million worth of construction projects. They were part of more than 0 million in voter-approved bonds since 2004.But the pandemic has left the new buildings empty and unused. They'll stay that way until students come back.Kemper said the new facilities will help the students readjust to the new normal."They're modernized, updated, better able to use the technology that is state-of-the-art," she said. "We have spaces for students that we didn't have, inside and outside."Even before the pandemic, the district gave every incoming student a Chromebook laptop and made them comfortable with online and digital learning. Kemper said that's helping students and teachers adapt to distance learning.Now, she's waiting to see what the new school year brings."We've never gone through this before and it's really challenging opening school in the midst of a pandemic," said Kemper. EL CAJON, Calif. (KGTV) -- A standoff in El Cajon ended Thursday afternoon after a man barricaded himself inside an apartment. According to police, the incident began unfolding before 1 p.m. near the intersection of Jamacha Road and Dorothy Street. Police told 10News the standoff was sparked due to a domestic incident at The Grove apartments.Police could be seen blocking off the street as officers stood near their patrol cars in the rain. Neighbors watched in awe from across the street."We heard the cops say that he made a comment saying he was going to burn the apartment down," said Christina Messenger. The man shattered the glass of the windows several times from the inside the first floor unit. At one point, he poked his head out to yell at officers. "You just don’t know whats going on in there," said Sherry Quijada. "You don’t know whether hes gonna pull a gun out and start shooting. You don’t know what someone like that is capable of."Eventually, a K9 officer was sent in, ending the hours-long standoff. EL CAJON (CNS) - A Santee man accused of in the death of his infant daughter pleaded not guilty today to charges of murder and child abuse. Daniel Charles Marshall, 34, was arrested and charged last week in connection with the April 25 death of 7-month-old Hailey Marshall.Paramedics responding to a medical emergency call in the 8600 block of Paseo Del Rey in Santee on April 22 found the child in medical distress, Lt. Thomas Seiver said. She was pronounced dead at a hospital three days later of injuries that included skull fractures, prosecutors said.The circumstances of the death ``warranted further investigation, resulting in the (sheriff's) child abuse unit responding,'' according toSeiver. ``As the investigation progressed, the homicide unit responded and assumed responsibility of the investigation.'' El Cajon Police continue to search for a wanted suspect while an officer recovers from being dragged down a road by a car. The suspect has been identified as 41-year-old David Pangilinan of Guam. A journalist in Guam said as soon as the news hit on the island that Pangilinan was wanted, everyone instantly recognized the suspect.Related: El Cajon police ID suspect who dragged officer with car“His picture was there and I recognized him right away. He’s a school mate of mine back in elementary and middle school,” said Troy Torres. “Mr. Pangilinan’s family is very well known, a very nice family that has built up businesses a lot over the years, has contributed a lot to the community so his name does stand out,” he said, saying most people on the small island have heard of the family so this news has sparked attention across the island.A press release from El Cajon police said Pangilinan is the suspect in a case that started when an officer stopped to check on an SUV parked illegally and blocking traffic on Washington Avenue in El Cajon. He found a sleeping man and woman inside the car that was later determined to be a rental.The male driver of the car first tried to give false identification then started to put it into gear, so the officer tried to stop him. The officer got trapped in the car and was dragged down the road, then hit by another car. The SUV drove away and was deserted nearby, with the man and woman nowhere to be found. They are still on the loose and El Cajon police are asking for the public to report any information on their whereabouts.The officer is in critical condition as of Monday.A police officer in Guam said they’re on high alert and would know if he tried to return to the island because everyone who lands at the airport in Guam is required to go to a mandatory quarantine facility for six days. EL CAJON, Calif. (KGTV) -- Over two dozen people were displaced Sunday night after a fire ripped through an apartment building on Bradley Avenue in El Cajon. The fire started on the first floor of the building, inside of a unit that was being renovated. Witnesses told 10News they heard a commotion and people screaming there was a fire. Several neighbors say they stepped in to help using buckets of water to put out the flames. Firefighters say the fire appeared to have started inside the walls of the apartment with a plumbers torch that was being used during the renovation. Fire officials say the fire damaged four of the units, displacing 21 adults and 12 children. The Red Cross is providing shelter for the night for those displaced. One of the men working inside the apartment suffered a minor burn on his left hand but told 10News he was okay. 864
