He ended up converting his van to include a fridge, a fold out bed, lighting and uses a bucket with kitty litter for the restroom. Now a year later, he’s embraced van life and says it provides a chance to travel and save money.“It’s more freedom, but at the same time it’s more responsibility,” Allen said.Allen isn’t alone. During a weekend meet-up, around 300 vans and van-lifers packed Fiesta Island in California to explore each other's vans, and discuss life on the road.Liz Bryant, who works as a social media influencer, is living in a converted Mercedes sprinter van. She said she started living in her van for the freedom. “We don’t want to be tied down to an apartment. We don’t want to be tied down to a monthly payment,” Bryant said. Sky Montrell is moving into her van because she is tired of throwing away ,000 a month on rent. “The cost of living in LA is crazy,” Montrell said. The "van life movement" has made a mark on social media. The hashtag #VanLife has been used more than 4 million times. Even though the movement is growing in popularity, sleeping in your vehicle on city streets in San Diego isn’t allowed. Those who do it are willing to risk a ticket or have to move around from location to location. Currently, there is a lawsuit filed against the city of San Diego pushing for a lift on the ban against people living in their vehicles and parking on city streets for long hours. The city declined KGTV's request for comment because the matter is ongoing.Breanne Acio runs SD Camper Vans and converts vans for people looking for life on wheels. She says she’s seen an increase in customers recently. “A lot of people are downsizing," Acio said, "and they are putting their lives first and doing things they thought they could only do when they’re 65 and retired." 2481

SAN DIEGO (CNS) - A grand jury report released Wednesday found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency. The grand jury reviewed the workloads of social workers in the CWS division, as well as how CWS workers are trained to provide support and care to foster children and parents. The panel also looked into the effects of the state's Continuum of Care Reform Act, which required regional foster care systems to increase support for foster families and improve outcomes for foster youth. The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination. CWS staff and foster parents also lack the proper training to offer trauma- informed care or support for victims of human trafficking, according to the report. RELATED: Team 10: Child maltreatment in foster careThe grand jury launched the study after the San Diego Union-Tribune reported last July on a lawsuit alleging multiple instances of abuse of foster children over a seven-year period. Through interviews with county officials and a review of current CWS practices, the grand jury received reports that nearly one-third of foster children were abused in some way in their foster homes. In addition, roughly 20% of all calls to the county's child abuse hotline were from foster youth. ``Even though foster families have 12 hours of initial training including an orientation and eight hours of continuing education/year, the grand jury believes increased training in trauma and parent education will decrease maltreatment in (the Resource Family Approval program) and kinship care,'' the report says. RELATED: Team 10: California department does not maintain data on all foster care deathsThe grand jury issued nearly 10 recommendations to the county to improve the foster care system and ensure the safety of foster youth, including an annual study of abuse and mistreatment and a dedicated oversight board to investigate cases of abuse in foster homes. Currently, cases of abuse in the county's foster youth system are handled by a group of protective service workers and records clerks. Those workers coordinate with local law enforcement to investigate abuse and mistreatment allegations. The panel also recommended that the county study both current workloads for its social workers and overall turnover rates to improve recruitment and retention efforts. The study should also focus on how to increase interaction between social workers, foster youth and their foster families, according to the grand jury. 2740

SAN DIEGO — SAN DIEGO (KGTV) -- A life science development firm has unveiled plans to transform eight acres along San Diego's waterfront into a mixed-use hub that could attract numerous leading edge companies to the city.Development firm IQHQ announced Monday that it closed on the site along Harbor Drive and will break ground on the project's first phase this week. The firm says it has entitlements and key permits for new office, lab and support retail space for the complex, called the San Diego Research and Development District, or RaDD. In a news release, the firm said this would be the largest urban commercial waterfront site along the Pacific Coast. The development is sure to bolster an already vibrant life sciences industry in San Diego, with biotechs clustered mostly in the Torrey Pines area. This could attract more to relocate downtown. The project would be the third major commercial development in downtown, along with the Padres plan to build office space at Tailgate Park, and the redevelopment of Horton Plaza into a tech hub."This is probably, in terms of the commercial sector, the most important pivotal moment in San Diego's modern redevelopment history," said Gary London, of commercial real estate consulting firm London Moeder Advisors.IQHQ chief executive Stephen Rosetta told ABC-10News this was the premier site to build on the west coast, if not the entire USA. "This project is really special to us because we're headquartered here in San Diego, and the partners live locally and have for most of our lives," he siad. IQHQ bought the property from Manchester Financial Group for undisclosed terms. Manchester Financial recently completed the new U.S. Navy Headquarters, on the north end of the site, with move-ins scheduled for October. Manchester also still holds the part of the property for a 1,035 room hotel and a 1.9 acre plaza. 1879

  

SAN DIEGO — When Johan Engman scouts locations for his breakfast-centric restaurants, he always seeks places with lots of outdoor space.“Just because we're in Southern California,” he says. “Not because I was predicting a pandemic.”But that criteria sure helped when the coronavirus outbreak hit, and restaurants became limited to outdoor-only seating.Some Breakfast Republic locations didn't lose any capacity, while others, such as its Encinitas eatey, lost about 75 percent.“We're surviving,” Engman says. “I think 2020 is really about being here in 2021.”On Monday - a little help making it through the year. Gov. Newsom and the county paved the way for restaurants across San Diego County to serve tables indoors at 25 percent capacity, after two months of outdoor only. Still, it’s unclear whether the increased restaurant capacity will lead to more jobs- as tens of thousands of displaced workers wait for the call.In July 2019, more than 130,000 San Diegans worked in county restaurants, according to the state Employment Development Department. Last month - with restaurants at outdoor only - that number was just 103,000, a nearly 21 percent drop.Alan Gin, an economist at the University of San Diego, said restaurants will be cautious when it comes to adding staff.“If they can get by without additional staff I think they're going to try to do that,” Gin said. “But if they're strained, if they're already at capacity and to add those 25 percent they're going to need to bring more people back, I think that's what they'll do.Engman says Breakfast Republic will be hiring with the increased capacity, but it’s too early to know the number. He says, however, that he is concerned about winter weather amid still mostly outdoor dining in the coming months.Engman says what would help spur hiring - another round of government stimulus Paycheck Protection Program loans. 1887

  

SAN DIEGO (CNS) - A 19-year-old man was hospitalized Saturday morning with nine stab wounds suffered in a fight with another man in the Egger Highlands area of San Diego.Just before midnight Friday, the victim and the suspect got into a shouting match while standing in the doorway of the suspect's house in the 1700 block of Elm Avenue, according to Officer Robert Heims of the San Diego Police Department.The argument turned physical and the victim thought he was being punched, but it turned out he was being stabbed, Heims said. The victim was stabbed in both arms, the chest and stomach.He was transported to a hospital with non-life threatening wounds, Heims said.Officers responded to the suspect's home and arrested Homero Lunaosuna, 19, and recovered the knife used in the attack, Heims said. 809
