LA JOLLA, Calif. (KGTV) — La Jolla's Children's Pool has closed for the season to make way for seal pupping season on the beach's shore.The annual closure went into effect Sunday and will extend until May 15, 2020. During the closure, visitors will not be permitted to use the sheltered beach and, much like the rest of the year, be discouraged from getting too close to the seals.The closure is meant to give harbor seals a safe area to birth and wean their young for the season. For years afterward, the city was tied up in litigation over the beach and ability to close it to the public. Critics argued the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June 2018, a state appeals court ruled in favor of the city and the ability to close the beach for the season. A year later, the California Coastal Commission renewed a 10-year permit to close the Children's Pool to human access during pupping season.Critics have threatened to take the matter to the state Supreme Court, but the matter hasn't moved that far as of yet.The Children's Pool was opened in 1932 as a space for inexperienced swimmers to enjoy the water safely behind a seawall. Seals started convening on the beach in the 1990s and have since used it for pupping season.The California Coastal Commission has said they believe the water is unsafe due to bacteria levels from the seals and their excrement and encourage visitors to find somewhere else to swim.Officials have also been forced to post signs warning visitors to keep their distance from seals year-round, as the animals could feel threatened if humans come to close to them or their young. 2122

LAS VEGAS — Neighbors in the southwest part of Las Vegas are fed up over the wild scenes playing out in their area which have included flame throwers, rocket launchers, strippers and buses full of people as the Strip's night and day clubs remain closed.For weeks, Las Vegas police have been dealing with a sharp rise in complaints regarding "party houses," some of which have been the scenes for shootings and murders.Neighbors near one home on Sunset Road and Jones Boulevard say they are living next to a nightmare."It's a party going madhouse out here," Tony Grant said.Grant and his wife Nanette, who is battling breast cancer, say the for past six months, people have been arriving to their neighborhood by bus, car and rideshares.Videos shows dozens, if not hundreds, of people at the home, which at times includes laser light shows, loud music and nearly-naked women.Online, the venue is billed as a day and nightclub available for gatherings and parties for ,500 a day."There's fire-based entertainment, including flamethrowers, and rocket launchers that are being set off within obviously 10- to 15-feet of 50-foot pine trees and homes," Hadas Grant said.Online records show Las Vegas police have taken more than a half dozen reports for "disturbing the peace" in the 5800 block of Patrick Lane since April 2020.Records obtained by Clark County show authorities have placed administrative actions on the home, and fines have totaled 0.The Grants say the gatherings have continued."On the day the citation was placed on the door, that Tuesday night was one of the largest gatherings or events that they've ever had, they're laughing in the face of code enforcement," Tony Grant said.Interview requests to the group promoting the gatherings were not returned. LA JOLLA, Calif. (KGTV) - Four former students are suing the San Diego Unified School District and a former teacher, claiming he sexually assaulted them in high school. Team 10 investigative reporter Jennifer Kastner interviewed one of his accusers who says the school district failed to protect her. “When I was a senior at La Jolla High School in the year of 2003, I was sexually assaulted by my physics teacher,” says former student Loxie Gant.She’s one of the four women who are now suing the former teacher and the district, claiming the district had numerous opportunities to punish or report his behavior, but failed to do so.Attorney Mark Boskovich tells 10News, “The school district knew about these sexual assaults because the students reported [them]. This is not one of those cases where people didn't come forward. They did.”10News is not naming the former teacher because he has not been criminally charged.He declined to offer us any comment on the lawsuit.According to the suit, in 2003 two students reported that he put his hands down a female student's pants, but the complaint alleges that even after the district substantiated the complaint, it never reported it to the San Diego County District Attorney's Office or California Commission on Teacher Credentialing.The lawsuit states that between roughly 2003 and 2014, multiple female students, including Gant, reported being sexually assaulted by the same former teacher. Their attorney says he was allowed to keep teaching until he retired three years ago and now collects an annual pension of more than ,000.“I’ve been trying for years to get San Diego Unified to admit their faults and take responsibility for what happened,” adds Gant. According to the California Commission on Teacher Credentialing, the former teacher's credentials were revoked last year because of misconduct, but the details of the misconduct and whether it’s related to the allegations of sexual assault are not being disclosed to 10News. LAKELAND, Fla. — A Polk County judge denied bond Saturday to a Lakeland, Florida city commissioner facing a second-degree murder charge for the deadly shooting of a suspected shoplifter.Commissioner Michael Dunn will remain held without bond at the Polk County Jail, the judge ruled.Dunn was indicted by a grand jury Friday.The commissioner is accused of fatally shooting 50-year-old Christobal Lopez at Dunn's business, Vets Army & Navy Surplus store in Lakeland, Florida, October 3. Dunn suspected Lopez was trying to leave the store without paying for an item.Surveillance video of the shooting shows Dunn shoot 50-year-old Christobal Lopez, who was pronounced dead on scene.According to statements, Lopez entered the store with his father. As his father was making a purchase, Dunn reportedly witnessed Lopez trying to steal a hatchet. LA MESA, Calif. (KGTV) — This week, police say they arrested a La Mesa businessman, who was the subject of an inappropriate video posted online earlier this year, for violating a restraining order.La Mesa Police said Peter Carzis was arrested Tuesday and charged with violation of a domestic violence restraining order. Officers responded to the 8200 block of Lemon Avenue at about 6:30 p.m. for a report of a possible restraining order violation. Carzis was contacted by officers outside of an apartment complex.As part of an active restraining order, Carzis is ordered to stay 100 yards away from the protected party's address, police said. Officers found Carzis sitting outside of the residence.Last January, Carzis was captured on video allegedly committing a lewd act with a woman on the sidewalk outside his clothing store, Peter's Men's apparel on La Mesa Boulevard. The video was posted on a Facebook community page.When news crews returned to the area to speak with Carzis, he allegedly attacked news reporters and photographers who were attempting to interview him outside his business.Carzis has pleaded not guilty to felony vandalism charges and misdemeanor counts of battery and committing a lewd act in public. 1232
