SAN DIEGO (KGTV) -- Residents in Sherman Heights are worried about a new homeless storage facility expected to open up in their neighborhood. The facility would reportedly go up on the corner of 20th and Commerical streets. It would have up to 1,000 individual storage bins. People in Sherman Heights say they don't want the facility to be an eyesore and were never consulted by the city. The facility would be similar to one that already exists on 16th Street. That facility provides lockers and storage bins for approximately 400 people. The facility is city-funded but run by the non-profit organization Think Dignity. The city is hosting a community forum about the storage facility on Friday from 6 p.m. to 7:30 p.m. at the Sherman Heights Community Center.  811

SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. SAN DIEGO (KGTV) — Residents may be seeing Uber delivery drones in San Diego's skies as soon as this year.Uber Elevate, Uber's drone and air transportation leg, announced this week during the Forbes’ 30 under 30 Summit that the company will begin testing Uber Eats delivery drones in summer 2020. The company added, though, that delivery service using partner drone operators could come in the coming months.A rendering of the Uber Eats drone shows six-rotors will allow the drone to take off and land vertically, with the ability to rotate to provide more lift and speed. The drone is designed to carry a meal for two people.Uber Elevate says the drone is designed to travel a total of 18 miles or 12 miles round-trip. The company says the drone is equipped to cruise below 400 feet and comply with existing regulations to operate the aircraft.The company estimates the drone can perform a delivery in eight minutes, including time to load and unload.The company says the design has passed the design review phase and is expected to fly before the end of the year. 1073

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer and seven other California mayors are calling for the state to loosen restrictions on reopening large theme parks.The letter to Gov. Gavin Newsom requests that the state allow large theme parks to reopen with reduced capacity under the state's third reopening tier (orange/moderate) rather than the fourth (yellow/minimal).The letter stated that, "guidelines put forth by your Administration were released within the framework of prioritizing public health and safety for guests and employees. This is the right focus. However, economic and public health are not mutually exclusive goals.""We are concerned that the state's guidelines would push re-opening of large theme parks up to a year out, which would have significant negative impacts on hundreds of thousands of jobs, thousands of small businesses, and billions in operating revenue for our cities," the letter dated Oct. 30 stated.The letter pointed out San Diego, Los Angeles, and Anaheim as the most impacted cities.The letter is signed by Faulconer, Anaheim Mayor Harry Sidhu, Los Angeles Mayor Kevin Garcetti, San Jose Mayor Sam Liccardo, Fresno Mayor Lee Brand, Bakersfield Mayor Karen Goh, Riverside Mayor Rusty Bailey, and Santa Ana Mayor Miguel Pulido. The mayors' cities are either in the red or purple tier of the state's reopening plan.California's theme park guidance allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county.All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. Any open theme parks must implement a reservations system, screen guests for COVID-19 symptoms, and require face coverings throughout the park unless eating or drinking. 1932

SAN DIEGO (KGTV) - San Diego County homebuyers could be gaining an upper hand in negotiations as the region's housing market slows.A new report from real-estate tracker CoreLogic says 2,936 homes changed hands in San Diego County in November, an 11 percent drop from November 2017. Meanwhile, the rate of home-price appreciation slowed to 4.6 percent year-over-year. The median home price was 5,000 in November."It's a good time to get in there," said Mark Goldman, a San Diego loan officer with C-2 Financial. "There's more selection of homes to purchase, and there's probably sellers who are more willing to consider offers maybe a little bit below their list price, and so forth."CoreLogic says Southern California as a whole has seen its biggest sales drop in three years. The company says higher interest rates and the volatile stock market could be contributing to buyer pullback. The average rate for a 30-year-fixed is now 4.55 percent, up about a half percent from a year ago. Goldman said qualifying families, even with a few percent cash down, should be able to get an offer accepted in this market."Be cautious, make an offer at a good price, work with a professional realtor who can guide you to a reasonable price, but if you're going to be in that house five years or so, I think you'll be happy," Goldman said.Goldman said the market is coasting at a rate of appreciation that is more sustainable. He said the 6 to 8 percent annual price growth could not last with wages not growing nearly as fast, he said. Goldman added he expects the market to speed up again in the springtime, which is peak season, but that he does not expect prices to skyrocket. 1679
