But it turns out San Diego voters authorized these pay increases back in 2018 via Measure L, which voters passed with 78 percent approval.In a statement, a spokeswoman for Gloria said he would accept the full salary."Nearly 80 percent of San Diego voters agreed that the adjustments to the salaries of San Diego elected officials was the right thing to do. The City’s budget will be balanced while we implement the will of the voters," said spokeswoman Jen Lebron.San Diego attorney Bob Ottilie, who authored the measure, said in the end it will improve how the city is run.“We're going to have a better quality of governance because of this,” said Ottilie.The measure eliminated the council’s ability to set salaries and instead tied the mayor, city council and city attorney salaries to those of Superior Court judges, amid other ethics reforms. Ottlie began pushing for the change after the council approved the infamous Chargers ticket guarantee in the 1990s.“Think of how many parks, rec centers, libraries, after-school hour programs for kids you can fund with that kind of money," he said. "So you get smart people on the council that are real business people that aren't going gaga over a sports franchise or something else, and you save the city a lot of money."But former City Councilman Carl DeMaio says voters were misled because Measure L’s ballot language was not overt about the large pay raises. He takes issue with its title: Charter amendments regarding ethics and compensation for elected officials.“If voters knew that they were voting to give a massive salary increase to mayor and council it would have probably got 10 percent vote,” he said.But Ottilie said all of the key information was in ballot materials sent to voters. He said he already noticed the higher quality of candidates for the 2020 election, noting several possess advanced degrees.The City Attorney’s salary will increase from 4,000 to 6,000 per year, starting Thursday. 2645

This week, Illinois introduced new legislation that could require the testing of CBD products sold in its state. Since 2015 the Food and Drug Administration has issued more than four dozen warning letters to firms marketing unapproved drugs allegedly containing CBD. Many did not contain the levels of the cannabis derivative they claimed to.It’s that uncertainty about what’s in the products that prompted Illinois state representative Bob Morgan to act. “These are products coming in from other states more often than not are not being tested,” says Morgan. “We don't know if they have heavy metals pesticides contaminants synthetic THC or something way worse.”Morgan is pushing a bill that would require all CBD products sold in the state to pass minimum testing standards. “We should have these high expectations, especially since people were consuming this product,” says Morgan. “These are things people are ingesting and we have to make sure they’re safe.”If they’re not safe, the proposed law would require untested products to be pulled from shelves and online. Sellers violating the law could face stiff fines.It’s something retailers like Rahul Easwar say is essential to the CBD business' long-term success.“Especially retailers, more so the consumers need to demand such regulations and more stringent regulations in my opinion.”For now, there are still no national standards for CBD testing. SAN DIEGO (KGTV and CNS) — A felony assault charge with a hate crime allegation has been filed against a man who allegedly assaulted a 16-year-old Syrian refugee and used a racial epithet during the attack while the two rode a San Diego trolley.Adrian Vergara, 26, pleaded not guilty to the charge Thursday afternoon.Vergara hid from view Thursday with his head down, at one point standing on the table with his back to the judge. "The defendant started saying 'F***ing' Arabs, and he began assaulting the teenager while he sat on the trolley," said deputy district attorney Leonard Trinh. Trinh says Vergara hit the boy 5 to 6 times, causing minor injuries to below his eye. "My parents brough us to this country so that we may be safe and go to school and have better lives, and this attack brought fear to them," the victim said. "However, I am very happy I reported this crime and that the attacker was found."Vergara is being held without bail because he violated probation for a prior robbery and vehicle theft. He faces up to 11 years in prison if convicted of the assault by force likely to cause great body injury, which carries hate crime escalation. In 2013, Vergara completed an anger management program. In 2015, a case was dismissed accusing Vergara of attacking another man and in 2016, he was charged with grand theft and burglary for breaking into the Central Library. In late 2016, documents show Vergara violated a restraining order against his ex-girlfriend, kicking her front door, texting her and in a phone call, cursing at her and saying, "if you don't talk to me I'm going to go to your job and cause a scene. I don't care about my life."Documents show he called her 20 times in 30 minutes.Court documents also show a carjacking charge at the beginning of 2017.Later in 2017, Vergara was charged for beating a man at the MTS Imperial Transit Center. The most recent document shows he violated a court order, put in place to prevent domestic violence in January 2019. 2659

  

(AP) — The head of a Chinese government expert team says human-to-human transmission has been confirmed in an outbreak of a new coronavirus. State media said Monday that the leader of the National Health Commission team said two people in southern China caught the diseases from family members. The English-language China Daily newspaper said the National Health Commission task force also found that some medical workers have tested positive for the virus. Human-to-human transmission could make the virus spread more quickly and widely. The outbreak is believed to have started from people who picked it up at a fresh food market in the city of Wuhan in central China. 678

  

SAN DIEGO (KGTV) -- A man was injured in a machete attack in San Diego’s Talmadge neighborhood Thursday night, San Diego Police say. According to police, the incident happened just before 7 p.m. on the 4800 block of of El Cajon Boulevard.Police say the suspect walked up to the victim, who was sitting in his car, and attacked him with the machete. RELATED: Video shows machete attack in EscondidoPolice say the suspect shattered the vehicle’s windows with his machete. The victim got out of the car and ran off. But the suspect threw the weapon at the victim. The blade hit the victim in the back as the suspect then ran away.The victim received a a 3-inch cut on the ride side of his back, and was taken to the hospital with non-life threatening injuries. Police are looking for the suspect. They say he was wearing a blue shirt and blue pants and ran northbound. If you have any information, you're asked to call the San Diego Police Department. 960
