SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. The report cites that the college district's adopted 2019-20 budget will have a ,748,859 deficit. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." In a corrected statement, the Palomar Community College District Board of Trustees said Assistant Superintendent and Palomar Vice President Jack Kahnh has assumed administrative responsibility of the district. SAN DIEGO (KGTV) -- Police are investigating a fatal officer-involved shooting in San Diego's Southcrest neighborhood. The shooting happened on 40th Street near National Avenue around 5:13 p.m., according to Captain Tom Underwood with the San Diego Police Department. In an evening update, Underwood confirmed that the suspect of a machete attack died at the hospital. Wednesday night's events started earlier in the afternoon on Boston Avenue, where police responded to several 911 calls for the machete attack. The suspect, identified Thursday as 48-year-old Vaughn Harrison Denham, wielding the machete is said to have known the man he attacked. 10News spoke to a man who lives at the home where the attack happened. He said the attacker is his sister's boyfriend. He said the boyfriend came over to the house and got into an argument with a family friend over a dog chain. The boyfriend then grabbed a machete and began striking the victim over the head, then to the rest of his body. That man was taken to the hospital with non-life-threatening injuries, according to police.Shortly after the machete attack, Denham was pointed out to police by witnesses.Denham had a three to four-foot metal chain in his hands when an officer approached, which he then began to swing at the officer, police said. The officer backed up, according to witnesses, telling Denham to drop the chain. When he failed to comply the officer used a taser, but it was ineffective and Denham continued to approach. At this point the officer fired his weapon at Denham, hitting him at least once. "The suspect then fought police, who tried to take him into custody," Underwood said. "He was ultimately taken into custody (and) immediately transported to the hospital, where unfortunately he did not survive his wounds and was pronounced dead at the hospital."Those who know Denham told 10News he is usually a nice person, but he had been acting up lately. Neighbors said they saw him swinging around a bat a day before the attack. SAN DIEGO (KGTV) - One of four teenagers accused of fatally beating a man near Petco Park was charged Tuesday with murder and torture.San Diego Police said Dominick Wells, 19, and three juvenile females aged 14, 15 and 17 attacked Edward Starland near a bridge behind the ballpark the afternoon of Nov. 18.Witnesses said Starland had been fighting with the group before he was thrown to the ground and beaten. The group ran off down Imperial Avenue. Starland’s sister Catherine flew to San Diego from Florida to be by his side when he was on life support in the hospital. She said her brother had a heart condition and a pacemaker, and didn’t know why anyone would attack him."I came here for my brother because I don't want him to be alone. I want him to know I'm by his side; when he wakes up he knows I'm here,” she said. Starland, 56, died of his injuries Dec. 3.Police later arrested the teens. Wells is currently being held on a first-degree murder charge at San Diego Central Jail. The girls were later arrested on suspicion of felony battery.Prosecutors told 10News Tuesday the girls would likely be charged with murder and torture, but did not say if the charges would be filed in juvenile court.Anyone with information on this incident is asked to call SDPD’s Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1342
