SAN DIEGO (KGTV) -- A San Diego man convicted of murder will be a free man, decades before his scheduled release.Donnell Fulcher’s conviction for a Barrio Logan murder in 2006 was overturned due to changes in DNA standards, said Deputy District Attorney Hector Jimenez.On Tuesday, Fulcher pleaded guilty to voluntary manslaughter and assault with a firearm rather than go through a third trial. The judge sentenced Fulcher to 14 years, but he received credit for time he already served.Because of that, Fulcher will be released from custody tonight or tomorrow. This result comes after the San Diego County District Attorney’s Conviction Review Unit took a second look at cases involving DNA mixtures, meaning more than one DNA source is found in a sample. Fulcher’s case relied heavily on this type of evidence.The top forensic science group that analyzes DNA released guidelines that are now more conservative, which affected Fulcher’s case. Earlier this year, the District Attorney’s office agreed to give Fulcher a new trial.“We still believe that we have the right guy, but we lost confidence in the conviction so we wanted to give the defendant a chance to have a new trial if he wanted. He chose to plead guilty instead, so at the end of the day, I believe justice was done,” Jimenez said. Fulcher has always maintained his innocence.“I don’t think you can put any limit on the happiness that going free can have for someone who’s serving a life sentence. He is very, very happy. His family is very happy. This is really a joyous moment for all of them,” said Fulcher’s defense attorney Knut Johnson.This would have been Fulcher’s third trial. SAN DIEGO (KGTV) - A San Diego company created technology for NASA's 2020 Mars rover, launching in July.The Perseverance is set to launch July 20, at 9:15 a.m. EST.NASA's been working on this project for more than a decade, drawing from past missions with hopes of finding evidence of past life on the red planet."It's a really exciting mission!" Mike Carpenter, VP of Engineering at KULR Technology said."We don't know for sure what they're going to find, but if they find any hard evidence of life that would be wonderful." Carpenter is thrilled to be a part of this mission, bringing a piece of San Diego to Mars.Carpenter said the company is known for it's technology that keeps batteries from exploding.For the rover, they created heat sinks that control the temperature around sensitive instruments. Specifically the heat sinks on Perseverance protect SHERLOC, a detector on the arm of the rover that looks for signs of past life.KULR sent similar tech to Mercury, but this is their first trip to Mars."It is the largest most sophisticated rover NASA has sent there," Carpenter said.According to NASA, Perseverance will be landing in the Jezero Crater, the site of an ancient river delta.The mission has four Science Goals:1. SAN DIEGO (KGTV) - A homeless man was attacked with a skateboard while sleeping in North Park Saturday, San Diego Police said.The man was asleep in the south alley of El Cajon Blvd. at 28th St. when a man hit him repeatedly with a skateboard, said officers.The victim suffered serious head trauma and was taken to the hospital.Police said the attacker is white, about six feet tall, and between 19 and 26 years old. SAN DIEGO (KGTV) -- A report from SANDAG Thursday showed that unemployment in San Diego County fell for the sixth straight week.San Diego County now has a 14.8% unemployment rate for the week ending June 20 -- that's down 1.5% from the previous week, and significantly lower than the peak of 25% on May 9."We're not out of the woods at all," warned SANDAG Chief Economist Ray Major. "This is still 50% higher than the highest unemployment we had during the great recession."Major said a 14.8% unemployment rate means 200,000 San Diegans are still out of work. According to the report, ZIP codes in Logan Heights, City Heights, Encanto, the College area, and San Ysidro are the hardest hit.Major told ABC 10News the looming threat of renewed restrictions on businesses may lead to another rise in unemployment."Many of these businesses have been waiting to open up again," said Major. "They haven't made any revenue for the last couple of months, they were open for about 19 days and now you're telling them they have to shut down again. Some of them are not going to be able to make it."Phil Blair, Chief Executive of Manpower Staffing, which helps companies find temporary employees, said he doesn't think unemployment will fall below 10% until the tourism industry recovers."We've got to open up airports, we've got to open up our convention center," Blair said. "And all of us have to be comfortable flying and then going into a big room with 8, 10, 12,000 people … Then we'll see (unemployment) at 13, 12 percent. And then once the virus dies down, I think within three months we'll be back within 5 or 6 percent. SAN DIEGO (KGTV) - A San Diego man is accused of having and distributing explicit images of minors.According to a federal complaint that was just unsealed authorities allege Gilad Daniel Reifler knowingly distributed visual depictions of a minor engaging in sexually explicit conduct and possessed images of minors engaged in sexually explicit conduct.The federal documents say agents used peer-to-peer file sharing software to connect to his computer in January 2017 and obtain more than four thousand images. Agents say they were able to connect to the computer on two other dates and obtain more sexually explicit files.According to the complaint in June of 2017 agents searched Reifler’s home where they claim he admitted to obtaining and distributing child pornography via the same P2P file-sharing program that they used to obtain the images from a device in his residence.Court documents say, “following the execution of the search warrant I reviewed media seized from Reifler’s residents. The results showed over 170,000 images and over 10,000 videos depicting minors engaging in sexually explicit conduct on media seized.”A man who identified himself has Gilad Reifler told Team 10 investigator Adam Racusin he had no comment about the allegations.10News tried to get a hold of Reifler’s attorney, but as of this writing have not heard back.The FBI tells Team 10 they can’t comment on anything outside of what’s already in the public documents. 1466
