CARLSBAD, Calif. (KGTV) - The sister of an Orange County teenager whose pleas for help on Interstate 5 prompted 911 calls is explaining the family’s efforts to take the girl to rehab. California Highway Patrol officials said other drivers reported seeing the girl with her hands and feet tied Monday about 7 p.m. Officers pulled over the Toyota Corolla at south I-5 and Cannon Road in Carlsbad and found the girl restrained with tape over her mouth. The girl’s father told the CHP he and his 21-year-old daughter were driving the girl to a drug rehab facility in Mexico. The sister told 10News the girl was bound because her family didn’t want her to escape. RELATED: Teen bound and gagged in car leads to 911 callsThe 17-year-old girl has been doing meth for the past year, dropped out of high school, and was trading sex for drugs, the sister said. The family was concerned the girl would end up dead. The sister also told 10News the teen wasn’t accepted into rehab in Orange County because she had escaped in the past. The family visited the clinic in Tijuana earlier this month to determine it was safe, the sister said. CHP public information officer Kevin Smale said the father and sister were arrested Monday but the district attorney’s office chose not to book them on kidnapping charges. (KGTV) -- The longest-serving mail carrier in Carlsbad is set to retire Friday after 58 years of service.Mack Mata Jr. will be recognized Friday in front of his peers and family.“It’s not often we celebrate an employee who has served the Postal Service for 58 years,” said Postmaster Cindy Gibson.In the fall of 1960, Mata and his fiancée were downtown when she saw a “help wanted” sign in the window of the post office. After applying and completing a test, Mata was sworn in as a postal employee in Carlsbad in November of the same year.Mata recalled his fond memories at the office, saying he would watch kids grow up and move away only to return and become his customers.Mata also remembers the time he saved a woman along his route. “One day, something told me I should check on her and sure enough, I found her lying on the ground after she had fallen and couldn’t get up. She said, ‘I knew you’d eventually show up to help me.'A lot has changed since then. Mata says he used to make special deliveries on his bicycle and stamps only cost four cents.Mata is now married to Sheila Mata, who works at the Vista Post Office, has two sons, four grandchildren and plans to spend lots of time gardening and traveling with his wife after retirement. 1278

CAMP PENDLETON, Calif. (KGTV) - Camp Pendleton issued an alert Friday for a Marine missing on a recreational backcountry ski trip. 1st Lt. Matthew Kraft left for Kearsarge Pass on the Sierra High Route Feb. 23 and was scheduled to return Mar. 4 or 5 near Bridgeport. His rental car, a gray 2016 2-door Jeep Wrangler has not been found at the trip’s starting point in Independence. 11 law enforcement, federal, and state agencies are searching for Kraft. The Fresno County Sheriff, CHP, and Air National Guard have been conducting aerial searches. Anyone with information is asked to call authorities. 608

CARLSBAD (CNS) - The Army and Navy Academy agreed to pay .75 million to settle a lawsuit filed by a former cadet at the Carlsbad-based military school, where the cadet was allegedly sexually assaulted in 1999, the law firm representing the cadet announced today.The civil suit, filed by Irvine-based law firm Manly, Stewart & Finaldi, alleged that 60-year-old Jeffrey Barton, who was an administrator in charge of academics at the academy, molested the cadet when he was a ninth-grader in 1999, the law firm said in a statement.The lawsuit alleged that Barton drugged the cadet in May 1999 and sodomized him in a bathroom on campus.In a criminal case involving the cadet, Barton was convicted in June 2017 of five felony counts of oral copulation and one felony county of sodomy.He was sentenced to 48 years in prison in August 2017.Manly, Stewart & Finaldi also represented a former cadet of the Carlsbad-based academy in a separate civil suit in 2017. That lawsuit alleged that Juan Munoz, who was employed by the Army and Navy Academy to "run its military programs," sexually assaulted and molested a former cadet in November 1146
