SAN DIEGO (KGTV) - In the wake of the coronavirus budget crisis, cuts are being proposed to child welfare services.The proposed cuts come just weeks after Gov. Gavin Newsom announced new investments totaling million to protect younger Californians at heightened risk for abuse and mistreatment due to COVID-19.The April announcement directed funding to support families struggling to stay together, additional social worker outreach, family resources centers, and age extension for foster youth, among other things.According to the County of San Diego, "The funds approved by Governor Newsom will be used in part, as earmarked, benefiting Child Welfare families receiving emergency response and family maintenance services. The County of San Diego Health and Human Services Agency, Child Welfare Services is partnering with the state as it seeks to provide 0 monthly payments to families with children who are at risk of entering foster care. In addition, funds were allocated to help youth who have exited out of the Child Welfare System. The funds will allow foster youth who turn 21 to extend their stay in foster care to prevent potential homelessness during the COVID-19 pandemic. San Diego is receiving 0,000 in Transitional Housing Program funds from SB80 which will be used to reduce youth homelessness through the expansion of transitional housing so that we can support youth exiting foster care even after the funds provided for COVID response are no longer available. Funds are also allocated for youth to get access to cell phones and laptops through the iFoster program to continue to participate in educational activities and stay connected with their families during COVID-19. iFoster and San Diego County Child Welfare Services have been working together since 2013 to provide resources to children, youth and caregivers. CWS began working with iFoster to provide cell phones to foster youth in 2019 and will continue this partnership. "But that money will only last so long. The governor's May budget revise contains cuts to children's programs.The budget states: "Child Welfare Services include family support and maltreatment prevention services, child protective services, foster care services, and permanency programs. California's child welfare system provides a continuum of services for children who are either at risk of or have suffered, abuse, neglect, or exploitation. Program success is measured in terms of improving the safety, permanence, and well-being of children and families. The May Revision includes 6.1 million General Fund on 2020-21 for these programs, a decrease of .5 million General Fund since the Governor's Budget. When federal, state, 1991 Realignment, and 2011 Realignment funds are included, total funding for children's programs is over .7 billion in 2020-21."The proposal eliminates Foster Family Agency social worker rate increases, eliminates the Family Urgent Response System, and eliminates the Public Health Nurse Early Intervention Program in Los Angeles County."This is a time where we need to see, not cuts, but increased investment in the kinds of supports that help families meet basic needs and avoid some of the financial stresses and then receive the kinds of services and support for dealing with any issues that may trigger some abuse," said Jessica Heldman with the Children's Advocacy Institute at the University of San Diego.Heldman said they're concerned about funding to help prevent abuse and neglect, funding to foster care services, and making sure there's money to support young adults who are transitioning out of the system and have no support beyond the system.She said transitional youth leave the system at 18 or 21 and don't have a parent or legal guardian who can help with financial support or emotional support. Something as simple as a place to stay."They are high risk of some pretty poor outcomes, and it's going to take a real investment to make sure that we put them in the best position possible when they are going to be struggling," Heldman said.Heldman explained many of the youth aging out of Foster Care are losing their jobs. She cited a recent survey of about 600 transition-age foster youth across the country. SAN DIEGO (KGTV) - Inside the 3D Innovations Lab at Rady Children's Hospital, the hearts, bones, skulls, and spines of patients are brought to life in a new way.Justin Ryan, Ph.D. is director of the lab. Using 3D printers, they can replicate a patient's anatomy down to every precise detail, giving doctors critical information before surgery.“The concept is by giving our doctors more information they can perform a better procedure; they can even perform it with less time. So that means less time under bypass, less time under anesthesia, which is great for the patients themselves," said Ryan.For example, if a patient is a candidate for a stent or valve, doctors could use the 3D model to try different sizes before entering the operating room. “We give them more information to plan a better procedure," said Ryan. While some of the models take several hours, many can be created within the day. “There isn’t an average day, I might have a cardiac case in the morning, an ortho case in the evening, I'll have a doctor have an idea for a medical device that they wanted to design or develop, and that all happens here," said Ryan. Ryan says the 3D models are also useful when explaining the procedure to families. The technology is currently being funded by grants and donations, at no extra cost to families. The iconic pool was one of the original attractions when the amusement park opened in 1925. However, it had run into hard times in recent years and has been closed for much of the last decade. One management company went bankrupt. The next came up with a renovation plan, only to discover dangerous, corroding conditions inside, leading to the pool's closure in 2014.Thanks to a partnership between the City of San Diego, Fit Athletic, and Pacifica Enterprises, the renovated pool is almost unrecognizable. "This is absolutely special, incredible," said Dr. McQuary, a longtime San Diego resident who is active in the community."What I remember about the Plunge was the issues and concerns about how we can swim and still be safe. When things would fall from the sky, it wasn't rain; it was the plaster from the ceiling!"The Plunge at Fit features floor to wall glass ceilings and a retractable roof. It also incorporates some of the building's original features, replicating the tiling and original archways.Part of the new Fit Athletic Mission Beach gym, the facility also offers beach views throughout. He owns Social Tap San Diego, located next to the ballpark. Due to public health orders, the capacity at their restaurant was significantly reduced. However, they were able to fill the tables and chairs set up in their outdoor areas, and by the start of the game, they had a healthy waitlist.Crenshaw says despite the pandemic, Opening Day still brought more people out than usual."This is baseball. We're Americans. They go hand in hand," he said. It's definitely special and were playing the hand we're dealt."Meanwhile, there were many fans spotted decked out in game-day gear trying to catch a glimpse of the game from their balconies near the ballpark. Some fans waved Padres flags from the balcony to show support.Chip Messenger kept opening day tradition going by watching from his balcony. He has a great view of the field and has invited a small group of people to watch the game from the outdoor vantage point. He plans to share the spot with other people as the season goes on."I run a tight ship on opening day, this is my 8th or 9th opening day from my balcony," Messenger said. "So you invite people you can't have too many, but I want to start inviting people I don't know in a few days. There's going to be like some babies for the time, moms and dads, couples you know. SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so.
